The work of urban bodies will be accelerated, a high level monitoring committee will be formed, review will be done through online portal

The state government has constituted a Departmental High Level Monitoring Committee (DHLMC) to ensure completion of high quality construction work in urban bodies within the stipulated time frame and regular review of the progress of projects. The Urban Administration and Development Department has issued an order from the Ministry to constitute the committee. The department has prescribed the duties and review process of the committee and has instructed the concerned to ensure strict compliance of the order. It is noteworthy that Deputy Chief Minister and Urban Administration and Development Minister Arun Saw is laying special emphasis on completing the construction works within the time frame with quality. He has also directed the officials for this in departmental review meetings.

The high level monitoring committee constituted by the Urban Administration Department will be expanded to all the urban bodies of the state. The committee will review the implementation of the announcements made by the Chief Minister and Deputy Chief Minister/In-charge Minister in the urban bodies. The committee will also review other schemes/projects assigned by the departmental secretary. At the government level, the departmental deputy secretary will be the nodal officer of the high level monitoring committee and the special duty officer (technical) will be the assistant nodal officer. At the directorate level, the additional director will be the nodal officer and the chief engineer will be the assistant nodal officer.

At SUDA (State Urban Development Agency) level, the Chief Executive Officer will be the nodal officer of the committee and the Additional Chief Executive Officer or Deputy Chief Executive Officer will be the assistant nodal officer. At the corporation level, the nodal officer will be the concerned commissioner and the senior-most engineer will be the assistant nodal officer. At the regional office level, the Joint Director will be the nodal officer and the Executive or Superintending Engineer will be the assistant nodal officer. At the Nagar Palika and Nagar Panchayat level, the Chief Municipal Officer will be the nodal officer and the senior-most engineer will be the assistant nodal officer of the committee.

As per the order issued by the department regarding the formation of a high level monitoring committee, SUDA will create/arrange an online portal for the committee. The Directorate will provide funds as per the requirement for the online portal. All projects will be reviewed by the committee through the online portal.

This is how the work will be reviewed

The nodal officers of urban bodies will review the progress of the projects every 15 days and enter the proceedings details in the online portal. In Nagar Panchayats and Nagar Palikas, the review will be done at the Directorate/SUDA level in 45 days. After the review of Nagar Palikas and Nagar Panchayats at the body level, the progress will be reviewed at the regional office level every month. Whereas in Municipal Corporations, after the body level review, the review will be done at the Directorate/SUDA level every month. At the government level, the reports received every quarter will be reviewed by the Deputy Secretary. The progress of important schemes will also be inspected on the spot by a joint team of officers of different levels.

A separate departmental high level monitoring cell will be formed by SUDA to organize the scheduled review meetings of the departmental high level monitoring committee. The Secretary of the Urban Administration and Development Department will review the work of the departmental high level monitoring committee as per the need and will also review it once in six months. The Chief Executive Officer of SUDA will send a report of the work of the departmental high level monitoring committee to the departmental secretary every three months.
