Raipur, 13 September 2020. In the tenth episode of his radio talk Lokvani, Chief Minister Shri Bhupesh Baghel shared his views with the audience on the topic ‘Inclusive Development – Your Aas’. He said that our leaders like Mahatma Gandhi, Pandit Nehru, Sardar Patel, Dr. Ambedkar, Shastri, Azad, Maulana spoke of justice, we have got the Chhattisgarhi model of development from that common heritage. Inclusion has a simple meaning – taking all sections of society together, participation of all, system of development for all. He said that when we consider the farmer as the axis of the economy, then understand that we have reached the axis of inclusive development. The Government of Chhattisgarh has put farmers at the center of the economy. Along with this, the state government is making the most arrangements for development by making serious efforts to increase the participation of farmers, rural, scheduled castes, scheduled tribes, backward classes, women in the economy.

The Chief Minister, while giving his views on ‘inclusive development – your hope’, said that I firmly believe that the solution of economic and social problems of the country and the state is possible only through inclusive development. We are awakening to inclusive development in our state and will move forward in this direction. The same sentiment is in the Vedavakya of ‘Survey Bhavantu Sukhinah’, which is our cultural heritage. The question arises that who is not included in the prevailing system? Who is missed? So the simple answer is that one who does not get rights over resources, who does not have a means of dignified livelihood, does not have development opportunities or who is poor. That class is left out. In our prevailing economy, the participation of farmers, rural, scheduled castes, scheduled tribes, backward classes, women has been very less. It is not that the efforts have not started but it is fair to say that the campaign went astray, and it stopped somewhere. Going back a little, our leaders like Mahatma Gandhi, Pandit Nehru, Sardar Patel, Dr. Ambedkar, Shastri, Azad, Maulana spoke of justice, we have got the Chhattisgarhi model from the shared heritage. Nehru started the series of Five Year Plans as the first Prime Minister of the country. Due to this, the foundation of India was strengthened in every field, especially in the economic and social sector. He said that during the 11th Five Year Plan period (2007 to 2012), the concept of ‘inclusive growth’ in the economy of India was put forward very strongly. At that time there was the UPA government and the Prime Minister was Mr. Manmohan Singh, that is, the reins of the country were in the hands of skilled economists. The goal was to increase the country’s GDP i.e. GDP growth rate from 8 percent to 10 percent. It was also decided that the growth rate should be maintained continuously up to 10 percent so that the per capita income could be doubled by the year 2016-17. For the 12th Five Year Plan period 2012 to 2017, the target was to keep the GDP between 9 and 10 percent. Today India’s growth rate is around 3 percent. In the first quarter of the year 2020-21, the country’s growth rate has registered a decline of about 24 percent, which is the highest decline in the world. The problem of corona is all over the world. Despite being the most affected Corona in the US, its GDP has fallen by only 10 percent. While India’s GDP has fallen by 24 percent in the world. This situation has to be understood.

Regarding implementing the concept of inclusive development in Chhattisgarh, the Chief Minister said that the people of the society, whether they are small farmers, people doing small jobs in the village, agricultural laborers, forest dependent on forest produce Residents and traditional residents, whether women from a family of poor economic status, weavers who traditionally work in rural areas, craftsmen are, blacksmiths, tanners, forest dwellers, all have some skills. , Which they traditionally get. Time lashes have weakened their brightness, their edge. Their skills should be enhanced, their products get good prices, they can make a big contribution if they get good market. Providing for the livelihood and better income of all such people is the key to inclusive development.
The Chief Minister said that we have to understand that every family has a means of livelihood. We can achieve the goal of equal distribution of the benefits of economic development mainly by handing over the resources of the state and their income to the Scheduled Castes, Scheduled Tribes, economically weaker sections. The kind of policy we have adopted in Chhattisgarh since December 2018 can be understood by looking at inclusive growth.
Farmers considered the axis of economy
The Chief Minister told the listeners of the radio talk that when we consider the farmer as the axis of the economy, then understand that we have reached the axis of inclusive development. The ‘Rajiv Gandhi Kisan Nyay Yojana’ is benefiting 19 lakh farmers of the state. 3 thousand crores has been paid in two installments. With the commissioning of the Godhan Nyaya Yojana, the construction of Gothan has increased. Every 15 days we are paying for the dung purchased. Rural women are making vermi compost by buying cow dung by joining self-help groups. In this way, not only the rural people, but many institutions also got an opportunity to play their role. The unification of all sections of the village for rural economy, I think, is not only economic but also social revolution. The way some people talked only about the cow and the education system, they did nothing. They should see that admission to our 40 new English Medium schools has also become a matter of honor. We have kept children connected with education through folk campaigns like ‘Shiksha Tunhar Duar’, ‘Shiksha Tunhar Para’.
The Chief Minister said that senior MP Rahul Gandhiji had told us practical measures like starting justice scheme, opening food parks in every block. We have made plans to open 200 foodparks and land has been arranged for more than 100 of them. A new industrial policy has been implemented to bring industrial development to the block level. When the village people consider the village resource as their own and use it for economic progress, it becomes the best example of inclusive development. I fully believe that all of you together will make the villages truly chaman and this will be the biggest strength of Chhattisgarh.

Our policies have led to financial liquidity from villages to cities, providing employment to people and reducing the unemployment rate. We cherished the legacy of the Mahatma Gandhi NREGA scheme of the UPA government and burnt it, making it the leading state in the country to provide work and wages under MNREGA. All possible measures being taken for prevention and treatment of corona infection
Giving information about the efforts being made to deal with the Corona crisis in the state, the Chief Minister said that as of March 2020, only AIIMS Raipur had a facility of Covid Testing, which was a big challenge to increase.
