Raipur, 07 September 2020. A meeting of the State Level Vigilance and Monitoring Committee constituted under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act 1989 was conducted through video conferencing from his residence office here today under the chairmanship of Chief Minister Bhupesh Baghel. Members suggested in the meeting that prompt action should be taken on complaints regarding caste certificates. The Chief Minister also directed to simplify the process of revocation of caste certificates on the suggestions of members. He said that the process of making caste certificate is easy, but the process of revoking it is difficult. With the process of cancellation simple, the complaints received against the certificate holders will be expedited. The Chief Minister said that vigilance committee meeting should be compulsorily held at section level in relation to prevention of atrocities. Members were also suggested to strengthen the process at the lower level so that a person’s fake certificate could not be created.
In the meeting, the members suggested that a stay was taken from the High Court in the matter of caste certificate complaint. Action should be taken to get such cases vacant. Director Public Prosecution said that to expedite the disposal of cases of Scheduled Castes and Scheduled Tribes (Prevention of Atrocities), a proposal has been sent to the Law and Legislative Department for the appointment of a regular Public Prosecutor. An amount of Rs 75 lakh has been provided to provide adequate resources for effective action in the case of human trafficking. The Chief Minister directed to get a report from the Home Department (Police) in this regard. It was also suggested in the meeting that people belonging to the same category be made in charge of the Scheduled Caste and Tribe Welfare Police Station.
The meeting reviewed the status of cases registered by the police and special courts in the years 2017, 2018 and 2019 under Prevention of Atrocities of Scheduled Castes and Scheduled Tribes. Under the Inter-caste Marriage Promotion Scheme, the state government is currently giving Rs 2 lakh 50 thousand per couple. In the year 2019-20, 747 couples benefitted from this scheme. He was given an incentive amount of Rs 1652 lakh 75 thousand. 4 lakh 40 thousand 605 rupees in the year 2019, 3 lakh 66 thousand 324 rupees in the year 2018 and 2 lakh 44 thousand 290 rupees in the year 2017, expenditure on travel allowance, compensation of wages and dietary amount under the Act. Under the Act, relief amount of Rs 1487 lakh 75 thousand was provided to 940 persons in the year 2019-20, Rs 1015 lakh 64 thousand to 773 persons in the year 2018-19 and 998 lakh 85 thousand rupees to 883 persons in the year 2017-18. .
