Revenue and Disaster Management Department invites proposal from general public by June 30, 2023
Raipur, 08 June 2023, “Kisan Kitab” has been an integral part of the life of every landowner/landholder farmer. This small booklet has been the source of official confirmation of all the agricultural and financial work of the farmer. It would not be an exaggeration to say that this booklet has been an important part of a farmer’s identity.
During the Bhent-Mulaqat visit to village Kadar of Baloda Bazar-Bhatapara assembly constituency, Chief Minister Mr. Bhupesh Baghel called upon on the people to give a new respectable name
to “Land Rights and Loan Book or Kisan Kitab”, in view of the importance of this document in a farmer’s life. Mr. Baghel has invited proposals from common people for renaming of this document and has also announced a prize of one lakh rupees for the winner.
As per the announcement of Chief Minister Mr. Bhupesh Baghel, an online web portal has been launched by the department concerned to invite recommendations from the participants for the finalization of the nomenclature. Link to this portal is https://revenue.cg.nic.in/rinpustika. People can register their mobile number on this portal and upload their entries till June 30, 2023.
Since the time of ‘Maalguzari’, every farmer in the state traditionally kept the account of the land owned in form of a book. During the Maalguzari period, farmers were issued a red colored booklet with the picture of the bullock pair (called “Asli Ryotwari Rasid Bahi”) by the Maalguzars. Later on, this booklet was given a legal form under the Land Revenue Code.
After the Land Revenue Code came into force in the year 1972-73, this booklet was renamed as ‘Bhu Adhikar Evam Rin Pustika’ (Land Rights And Loan Book). This book was the record of all the details regarding various land plots held and the land revenue paid, as well as the short and long term loans taken by the farmer.
After the formation of Chhattisgarh state, the loan book was renamed as Kisan Kitab in the year 2003, but there was no change in its objectives and usage. All the land plots held by the farmer is reflected in the Kisan Kitab as it is in the land records
