Raipur: Strict control should be imposed on adulterated, illegal liquor and sale of liquor at higher rates – Secretary cum Excise Commissioner

Employees working in liquor shops will be verified

Strict action will be taken if found in criminal case and blacklisted.

 

Raipur 6 February 2024. Secretary cum Excise Commissioner cum Managing Director, Chhattisgarh State Corporation Limited, Mrs. R. Sangeeta held a meeting of manpower agencies and security personnel agencies in the Excise Commissioner’s office last day and appealed to CSMCL. Took information about the appointment, attendance, salary and functioning of the employees working in the liquor shops operated in the state. He found them involved in criminal cases by appointing local people of Chhattisgarh in liquor shops, ensuring attendance through biometric method, paying salaries every month into the bank accounts of the concerned people on time and doing fresh verification of all the employees working in liquor shops. If found blacklisted, instructions were given to immediately remove them from service and take strict action against them as per rules.

 

In the meeting, all the manpower agencies were instructed to properly maintain the updated stock register in the liquor shops, to check the arrival and sale of liquor by scanning, to monitor the CCTV of the shops. Strict instructions were given to keep the cameras always on and to immediately repair them in case of technical faults, as well as to keep the empty cartons stored in the shops safe.

 

In the meeting, Secretary of Excise Department, Smt. R. Sangeeta advised the employees working in the liquor shops to behave well with the customers, to sell the branded liquor as per the demand of the customers, to be present during duty in the prescribed uniform along with the ID card, to open and close the shop at the prescribed time and In relation to selling liquor within the prescribed limit per person, as well as not selling any kind of adulterated and illegal liquor, not selling liquor to liquor vendors and strictly imposing restrictions on the sale of liquor at higher rates. Necessary instructions were given to the concerned agencies.

 

In the meeting, strict instructions were given to strictly control non-duty paid, illegal liquor and liquor without scanning and to register non-bailable offenses against the involved employees if any irregularities are found. All manpower agencies were directed to take suo motu strict action on complaints like selling of liquor at higher rates and adulterated liquor shops. Departmental officers were directed to take blacklisting action against the agencies that did not follow the above instructions and take action to cancel the contract as per rules. In such cases, instructions were given to share the information about blacklisted agencies with other states also.

 

In the meeting, all security personnel agencies were criticized for not working properly in maintaining regular presence of security personnel in prescribed uniform in liquor shops, arranging vehicles outside the shops, controlling crowd of customers and maintaining peace and order in liquor shops. Instructions were given to take strict action against them.

 

In the meeting, officials were directed to immediately recover all the pending dues against the placement and security agencies from the responsible agencies, verify the employees of the liquor shops and take strict action as per the rules against the blacklisted and unauthorized employees. In the meeting, all the agencies should provide the names, designations, mobile numbers and other details of the employees who have been blacklisted from April 1, 2017 till now to the department by February 20, 2024 and such employees should not work in any liquor shops in the state. To ensure this, instructions were given to conduct continuous intensive investigation.
