Raipur, 12 September 2023

The department has decided to open the RTE portal for those schools which have not made claims under the Right of Children to Free and Compulsory Education Act (RTE) for both the years 2020-21 and 2021-22. The portal will be opened on 21 and 22 September 2023 for pending payment claims for the year 2020-21 and on 25 and 26 September 2023 for pending payment claims for the year 2021-22. All private schools have been informed in this regard by the Directorate of Public Instruction, so that they can claim within the prescribed dates. After verification of the claim amount of the concerned private schools, action will be taken to transfer the amount to the accounts of the eligible schools.
It is noteworthy that Chhattisgarh Private School Association has submitted a memorandum to School Education Minister Shri Ravindra Choubey regarding fee reimbursement under the Right to Free and Compulsory Child Education Act, in which it has been mentioned in paragraph 5 that the fee reimbursement will be approximately Rs. An amount of Rs 250 crore is pending, which should be paid.

The reality regarding the matter is that the private schools whose payment is pending have not made their own claim on time, or they have not submitted the necessary documents to the district office on time after getting the verification done from the nodal officer. As per the year 2020-21, 162 private schools in Central Head (Class 1 to 8th) and 147 private schools in State Head (Class 9th to 12th) have not claimed on time, payment of which is pending. Similarly, in the year 2021-22, 62 private schools in Central Head (class 1 to 8) and 103 private schools in State Head (class 9 to 12) have not claimed on time. As a result, those schools have not been paid.

Even after repeatedly fixing the date for this work by the department, the fee reimbursement amount is not demanded. As a result, the bill for the next year is not generated and payment is pending. The amount has been transferred to the accounts of those private schools whose claims have been made within the stipulated time.

If any district or private school demands reimbursement of tuition fees after the prescribed date, it will not be accepted by the department.
