Chief Minister Shri Vishnu Dev Sai has said that the process of giving other approvals related to coal transportation in Chhattisgarh will be made online again. He said that these processes are being made online in view of transparency and corruption-free system and good governance in mineral administration. The Chief Minister made this announcement while replying to the calling attention in the Assembly today.
While replying to the attention notice, Chief Minister Shri Sai said that in the previous government, the Director of Mineral Department had issued an order on July 15, 2020, providing that the e-permit would be issued only after the physical verification of the e-permit by the mineral staff of the district. Transit pass can be issued. Through this order, the earlier online process was stopped and made offline. Due to which human interference started in the process, allegations of corruption were raised and there was delay in transportation also.
Chief Minister Shri Sai said that under the online system implemented earlier in the Mineral Department, the lessee can automatically obtain e-permit and e-transit pass from his office for the transportation of coal through Mineral Online Portal without coming to the Mineral Office. Was being transported. Due to the implementation of the new offline process in the previous government, there was a delay in the implementation of E-TP and there was a loss of royalty revenue due to blockage of extraction in many coal mines, on which the Government of India also took objection by issuing letters to the state government twice. Was. Apart from this, the beginning of humanitarian intervention encouraged illegal extortion and corruption and tarnished the image of the state.
The Chief Minister said that various institutions of the state have continuously demanded the cancellation of the order regarding the offline system and have also made allegations of illegal transactions and extortion. In this sequence, the Enforcement Directorate, after investigation, has submitted a complaint in the competent court, which is under consideration. Also, in the matter of corruption, the Directorate has registered a case with the Anti Corruption Bureau, which is under investigation. Keeping in mind the transparency, corruption-free system and good governance in coal transportation, he announced the cancellation of the circular issued by the Mineral Department on July 15, 2020 and all other related instructions issued in its sequence.
