Raipur, 16 September 2020. On the instructions of the Chief Minister, Mr. Bhupesh Baghel, the order has been issued in respect of appointment of 14 thousand 580 teachers after the approval of Finance Department by School Education Department. Appointment orders of teachers will be issued only after the state government orders to open schools. It is noteworthy that Chief Minister Mr. Baghel had instructed to speed up the recruitment process of teachers in the School Education Department and submit a report in this regard within a week.
The Department of School Education has been granted permission by the Finance Department to appoint teachers. The appointment order issued by the Department of School Education will clearly state that ‘the appointment will be subject to an order passed by the Hon’ble Court in any case pending or filed in future.’ Appointment orders will be issued separately for each selected candidate. The seniority of teachers in the appointment order will be in accordance with the merit list issued by Vyapam. Teachers will have a three-year examination period. The rules issued by the state government regarding the salary and other benefits payable during the probation period will apply.
The examination was conducted by Vyapam for the appointment of teachers of various cadres from the Directorate of Public Instruction, in which a total of 14580 teachers of different cadres were to be appointed on vacant posts. The results of the examination conducted by Vyapam were declared on 30 September 2019 and 22 November 2019. Appointments were to be made on the basis of merit list issued by Vyapam. After the Corona lockdown in March 2020, the Finance Department issued instructions that the process of appointments prevailing in the departments would continue, but it would be necessary to obtain consent from the Finance Department before issuing the appointment order. Accordingly, the case was sent to the Finance Department by the School Education Department for concurrence. In this regard, the Finance Department has agreed to appoint the posts of teachers with conditions.
Provisional selection list will be released according to the number of posts advertised in order of merit list of Vyapam by each appointing officer under the conditions involved in the appointment of teachers. The candidates selected in the provisioning selection list will be called by the appointing officer in the office and the documents will be verified. Special care will be taken to ensure that all the instructions of the Government of India and the State Government related to prevention of corona infection at the time of document verification, maintain sanitation and social distance, etc. should be ensured.
Candidates whose documents are verified will be instructed to obtain a medical fitness certificate from the District Medical Board and a related case will be sent for police verification. Provisionally, every person included in the selection list will be sent by registered post to the office of the appointing officer for document verification, along with all documents, to appear on the fixed date and time. The attendance date of the candidate will be kept at least 20 days after the issue of the notice. If for any 16 reasons, a candidate cannot appear on the due date, then he can request to appear on another day by submitting a written application to the appointing officer. If such a request is received within 10 days from the date fixed for attendance, the appointing officer may decide another date for document verification of that candidate.
Candidates whose documents are not verified or who do not appear for document verification even after receiving the information, will be informed in writing that, due to non-verification of documents as per the criteria laid down in the advertisement, they will be appointed. Not found eligible for and the names of such candidates will be provisionally excluded from the selection list. In the information given to the candidates, it will be clearly mentioned which mandatory documents have not been verified.
Candidates whose documents will be completed as per the rules will be given written notice that their case is being sent for medical fitness and pre-service police verification. After completion of both these processes a separate appointment order will be issued for them. It will also be clearly mentioned in the letter that this letter is not an appointment order. After completion of the entire process, the appointment order will be prepared by the concerned appointing officer. After document verification, appointment orders will be issued for the eligible selected candidates who have been found fit by the Medical Board and whose police verification has not found adverse tip.
