Under the chairmanship of Chief Minister Bhupesh Baghel, a meeting of the Council of Ministers was held at his residence office here today, in which important decisions were taken as follows.
1- Approval was given to implement the new fisheries policy in place of the prevailing fish policy in the state. In the new fisheries policy, a provision has been made to give productivity bonus to the fishermen. Fishermen will be given 50 percent of the amount received from the reservoir tender as productivity bonus to the fisheries federation.
- The unused mines located in the state will be developed and used for fish farming.
- Under the right to lease ponds/reservoirs for fish farming, ponds/reservoirs of average water area of 0 to 10 hectare will be provided on 10-year lease by the Gram Panchayat as per rules.
- District Panchayat from 10 to 100 hectares, District Panchayat up to 100-200 hectares, 200-1000 hectares by the Fisheries Department, reservoirs / barrages of more than 1000 hectares will be given on lease for 10 years by inviting open tender by Chhattisgarh State Fisheries Federation.
- The fisheries federation will have to deposit 50 percent royalty of the income received from the open tender in the account of the state government.
- Action to lease Anicut and its Dah (Deep Pool) which is more than 20 hectares to those fishermen who form a cooperative society of the villagers around Anicuts/Deep Pool who live by fishing. The operator will be through fisheries.
- The arrangement of free fishing in rivers and anicuts/deep pools having water area less than 20 hectares will remain the same.
- The work of fish rearing in the ponds constructed for the Gauthans will be done by the Gauthan Committee or the group identified by them.
- The increase in the lease amount will be fixed by the Panchayats by 10 percent every two years. So that the income of the panchayats should be increased and development work should be done in the interest of the villagers with the said amount.
- Provision has been made to reduce the percentage of non-tribal members from 33 to 30 percent in tribal fishermen cooperative society.
- The post of the chairman of the tribal fishermen cooperative society in the scheduled area will be compulsorily reserved for the scheduled tribes.
2- The proposal for sanctioning the creation of District Strike Force cadre by abolishing the posts of Assistant constables approved in the state was approved. This will remove the discrepancy related to the salary of the assistant constables of the police department and all the assistant constables of the state will get regular pay scale.
3- In the context of the transfer policy 2022, it was decided that a cabinet sub-committee would be formed in this regard, on the basis of whose suggestion/recommendation the approval of the Hon’ble Chief Minister would be obtained.
4- The form of Chhattisgarh Appropriation Bill, 2022 was approved with regard to the presentation of the first supplementary estimate year 2022-2023 in the Legislative Assembly.
The draft of the Salary and Allowances Amendment Bill 2022 of the Honorable Speaker, Deputy Speaker, Leader of the Opposition and Members of the Legislative Assembly was approved.
6-The draft of the amendment bill, 2022 in the Chhattisgarh Ministers (Salaries and Allowances) Act, 1972 was approved.
7-The proposal of increasing the limit of Rs 40 crores to Rs 70 crores per annum provided under the voluntary grant of the honorable Chief Minister was approved.
8- The proposal was approved to provide relaxation of 06 months in minimum period of 05 years for promotion from area coordinator to the post of Chief Executive Officer, Janpad Panchayat.
The proposal to increase the “Additional Excise Fee” was approved for the 9-year 2022-23 for the excise revenue target and to reimburse the requirement of additional amount for the development of Gothan and other development activities.
Necessary amendments were made in the process of providing compassionate appointment to the dependent family member in case of the untimely death of the officers/employees of the disbanded Transport Corporation.
The proposal of the Chhattisgarh Ground Water (Management and Regulation) Bill-2022, (Chhattisgarh Ground Water (Management and Regulation) Bill, 2022) was approved.
12-The proposal to extend the one-time settlement scheme-2020 (One Time Settlement) on motor vehicles before and after the formation of the state of Chhattisgarh, was approved to extend the period from April 1, 2022 to March 2023.
13- April 2020 to March 2022 The proposal to provide exemption to the amount of 99.95 lakh outstanding road tax on city buses for a total of 24 months was approved.
14-Due to the impact of industrial and economic slowdown, stand alone rolling mill under HV-4 category steel industry to remain in competition, under special relief package by the state government, from 01 July 2022 to 31 March 2023 in energy charges. The proposal was approved. 15-The draft of the amendment bill was approved in the Chhattisgarh Electricity Duty Act, 1949 (No. X of 1949).
