Commissioner Shri Thakur Ram Singh took an important meeting in the Chhattisgarh State Election Commission regarding the preparations for the general/by-elections 2023 of the municipality and three-level panchayats. In the meeting, necessary instructions were given to the Deputy District Election Officers regarding general/by-elections. In the meeting, ballot paper printing, status of polling stations/physical verification/route chart were discussed in turn. He also gave necessary advice to the Deputy District Election Officers for conducting fair and smooth elections.
The State Election Commissioner said that precautions should be taken while printing the ballot paper and it should be kept safely. Adherence to the election model code of conduct should also be ensured where elections are to be held. In the meeting, information regarding the status of computer and printer purchases, material delivery and return arrangements was taken and guidance was also given. Along with this, a detailed discussion was held regarding the arrangement of strong rooms and counting centres. He said that the counting of votes will be done at the polling station and block headquarters of the Panchayat elections. Here only the polling party will act as the counting party. On the other hand, in the case of urban bodies, the counting of votes will be done in the counting hall. Necessary guidance was also given in the meeting on the arrangement of control room, election complaint cell. The State Election Commissioner instructed that arrangements have been made in the Vaddav software for online issuance of certificates from nominations till the end. Special emphasis was also laid on updating the information entered in it. In the meeting, the information in various formats to be sent to the commission was also explained in detail. Along with this, it was directed to send the information along with the names of the candidates elected in the municipal elections to the Commission for publication in the Gazette in Hindi and English. Similarly, instructions were given to send the report of the District Election Officer/Returning Officer, maintenance of expenditure account etc. within the stipulated time. He said that where the candidate has been elected unopposed, his expenditure account should be taken till July 12 and where the counting of votes will take place, the expenditure account will have to be submitted by the candidates within 30 days from the announcement of the election results.
It is known that under the elections to be held in urban bodies and panchayats, voting will be held on June 27. Eighteen candidates are finally in the fray for eight councilor elections of nine urban bodies. On the other hand, a total of 537 candidates will contest for the 198 posts of panchayat panch/sarpanch/district member/district panchayat member. Elections will be held from 8 am to 5 am for municipalities and from 7 am to 3 am in case of panchayats. Counting of votes in urban bodies and announcement of election results will be done on June 30 at 9 am. In the case of panchayats, the counting of votes will be done in the polling stations after the end of polling and if necessary, on June 28, the counting of votes will be done at tehsil and block headquarters from 3 pm. The tabulation and election of three-tier panchayats will be announced from 9 am on June 30. The election result of Panch/Sarpanch/Janpad member will be announced at block headquarters and the election result of district panchayat member at district headquarters.
Commission’s Secretary Mr. Mohammad Kaiser Abdul Haq, Deputy Secretary Mr. Deepak Agarwal, Mrs. Ankita Garg, Under Secretary and Deputy District Election Officer of the district were present in the meeting.
