Raipur: Meeting of Council of Ministers: All proposals discussed in Chhattisgarh

Important decisions taken on various issues including procurement of paddy and maize. 

Raipur, 28 November 2020. A meeting of the Council of Ministers was held at his residence office here today under the chairmanship of Chief Minister Mr. Bhupesh Baghel. On the occasion of Chhattisgarh Rajbhasha Day, all the members of the Council of Ministers and the Chief Minister spoke on the proposals presented in the Council of Ministers meeting in Chhattisgarh. The Chief Secretary started the discussion in Chhattisgarhi. Important decisions were taken in the meeting as follows: –

1- It was decided to open industrial training institutes to complete the practical training for the trainees appearing in the final examination of ITI so that ITI. The final year trainees can join the All India Vocational Examination (NCVT).

2- Organic fertilizers produced by government institutions / government agencies of state government departments operated under the Godan Nyaya Yojana will be purchased directly by other departments of the government. The rate of organic manure will be determined from time to time by the Department of Agriculture. It will not be necessary to separately call a tender for purchasing organic manure. It was approved to amend the said intention in the Chhattisgarh Government Stores Purchase Rules 2020.

3- Chhattisgarh Industrial Land and Management Rules 2015 approved amendment in canceled land restoration and other relevant provisions.

4- For the processing of minor forest produce in the state of Chhattisgarh, the establishment of the Central Processing Unit of Minor Forest Produce at Jamgaon (M) of Patan development block of Durg district was approved. In this central processing unit proposed by the State Minor Medicines, Ayurvedic Medicines, Herbs, Honey, Lac, Chironji, Mahua, Bell, Tamarind, Bamboo etc. will be processed under the Minor Produce.

In the state of Chhattisgarh, it was decided to give agricultural status to lac farming and to provide short term agricultural loan and interest subsidy to lac production as per agricultural crops.

6- The draft Chhattisgarh Agricultural Produce Market (Amendment) Bill 2020 has been approved.

7 – In the Kharif marketing year 2020-21, the policy of procurement and custom milling of paddy and maize on the support price was approved. Paddy will be purchased in cash and linking from 01 December to 31 January 2021 and maize will be purchased from 01 December to 31 May 2021.

As per the provisions of Rule 7 of the Chhattisgarh Motor Vehicles Taxation Act 1991, it was decided to extend the exemption period for depositing monthly tax payable in advance to 31 March 2021 in lieu of the vehicles being disposable.

9- Under Chhattisgarh Government Finance Department, it has been recommended to amend the local audit audit in place of state audit.

10- The land allotted to the Municipal Corporation Raipur on lease from Gol Bazar, should be allotted. The rate will be determined by a committee constituted under the chairmanship of the Chief Secretary.

11- Chhattisgarh State Migrant Labor Policy presented by Labor Department was approved.

12- Amended draft amendment in Chhattisgarh Municipal Corporation Act 1956 and Chhattisgarh Municipality Act 1961.

13- It was decided to reduce the current premium rate of industrial plots by 50 percent to encourage employment, investment and settlements in Nava Raipur Atal Nagar.

14- In case of transition of Kovid-19, a guide issued by the University Grants Commission regarding physical education in the universities and colleges of the state and postgraduate classes from December 10 and graduate classes from December 15, 2020 by the Chhattisgarh government’s higher education. And the suggestion to start all classes from January 1, 2021 was discussed.
