Sub-committee constituted regarding amendment of land revenue streams
Raipur, 07 September 2020. Several important decisions were taken at the meeting of Chhattisgarh State Tribes Advisory Council through video conferencing from his residence office here today, under the chairmanship of Mr. Bhupesh Baghel, Minister of Ministers. The process of issuing and revoking the caste certificate was reviewed in the meeting. In the meeting, it was decided to constitute a sub-committee of Chhattisgarh State Advisory Council to amend the sections of land revenue in the interest of tribal community. Displacement proposal of three villages Tilidbury, Birrarpani, Chirhatta was approved in Achanakmar Tiger Reserve. Each displaced family will be given 10 lakh rupees or two hectares of land and 5000 square feet of fence, along with road facilities including drinking water and land at the appropriate place with the consent of the family. Similarly, consent was given for the displacement of a total of 19 villages in the area. In the meeting of Chhattisgarh State Tribes Advisory Council, the report to be sent to the Governor on the administration of scheduled areas was approved.
The Chief Minister said in the implementation of Forest Rights Act that revenue records should be corrected by surveying Orange areas in forest areas. To solve the revenue related problems in the villages, a special campaign should be launched for the settlement error correction in all the scheduled areas. Under this, camps should be organized in villages. He said that individual leases and community leases are also being given in the Forest Rights Recognition Card. The Chief Minister said that for this, action should be taken to obtain the lease of forest land to the people at the village level after taking the applications of eligible persons, passing it from the Gram Sabha. He informed that more than 40 thousand individual / community pattas have been distributed by the government in the last year and a half. From Bastar to Surguja, he himself took a meeting and directed to expedite the implementation of this process. The Chief Minister asked the members of the Advisory Council to send their suggestions regarding the Masahati villages to the departmental minister and the secretary. A meeting of officers of Revenue, Forest and Primitive Castes and Scheduled Castes Department should be held in the meeting and decision should be taken in respect of these matters. Members of the Advisory Council expressed their gratitude to the Chief Minister for providing Forest Charter in urban areas for the first time in the country.
It was informed at the meeting that more number of applications are received from the approved seats in the hostels located in the district headquarters. As many as 14 thousand 750 seats have been approved in 21 new hostels from the academic session 2020-21 for admission in the hostel to interested students. Financial provision for construction of 161 Ashram-Hostel building has been made by the department. Chief Minister Mr. Baghel asked the members of the council to send proposals for the old dilapidated hostel and buildings of inadequate capacity as per the recorded number. It was agreed to include special backward tribe representatives as special invitees in the Tribal Advisory Council. A letter has been written to the Government of India regarding raising the income limit for the grant of post-matric scholarship. Council members will be sent a request letter as per their opinion.
The Chief Minister informed that several decisions have been taken by the government in the last one and a half years for the betterment of tribal communities in scheduled areas. Innovative initiatives have been initiated in the direction of education, health, employment for the tribal community. To overcome anemia and malnutrition in the Vananchal regions, the Chief Minister’s Suraksha Abhiyan was launched. It has got better results. Even during the Corona crisis, the number of malnourished children decreased by 13 percent. This is a major achievement. Mukhyamantri Haat Bazar Clinic Scheme has been launched to provide health facilities in the villages, thus providing health facilities directly to the people. A campaign has also been launched for malaria eradication in Bastar Zone.

Sub-committee has been constituted to amend the rules regarding transfer of tribal land to the Land Revenue Code. It will include MLAs Mr. Mohan Markam, Mr. Chintamani Maharaj, Mr. Indrashah Mandavi, Mrs. Laxmi Dhruv, Mr. Laljit Rathia and Mr. Shishupal Singh Sori. This committee will examine the rules regarding the sale of tribal land to non-tribals in the code of land revenue and will submit its report in the next meeting regarding the proposal to amend these rules.
In the meeting, the members suggested that due to compensatory meaning of seat reserved for Scheduled Tribes in vocational courses for higher education including medical colleges, children could not get admission in these institutions. Appropriate initiatives should be taken for higher education of such children. So that the vacant seats are filled and the students of the tribe can get benefit. The Chief Minister, after studying the rules of the DMF Fund, assured to take action in this regard.
