Review of work of Tribal and Scheduled Castes Development Department in Raipur and Durg Division

Tribal and Scheduled Castes Development Minister Mr. Mohan Markam has said that it is the responsibility of the officers and employees of the department to complete the government’s priority works within the time limit. He said that special attention should be paid to education, health and employment. Make sure that these sections get the benefit of the schemes of the government. Correct the deficiencies in the ashram-hostels. Minister Shri Markam was reviewing the work of the scheme run by the department in Raipur and Durg division in the assembly hall of Tribal Research and Training Institute, Nava Raipur, Atal Nagar today. In the meeting, Secretary Tribal and Scheduled Castes Development Mr. D.D. Singh, Commissioner Smt. Shammi Abidi along with senior officers of the department were present.
While reviewing the construction works, Minister Shri Markam inquired about the progress and instructed the officers of the division to speed up the construction of the department. He said that adequate funds have been sanctioned for the construction and repair of ashrams and hostels run by the department. In the rainy season, except the painting work, other works should be completed by August 10. Follow the guidelines of hostel and ashram operation and also do surprise inspection from time to time. Attention should be paid to cleanliness in ashram-hostels. He said that fresh food should be provided to children in ashram-hostels. In monsoon, children should be given boiled water to drink. Get children treated immediately if they are ill. Taking a meeting of the superintendents regarding the operation of the hostel-ashram, give them all the necessary instructions and ensure that the ashram-hostel superintendent stays at the headquarters. He said that all ashram-hostels should have basic facilities. Strict action will be taken against the concerned if any deficiency is found at the time of surprise inspection.
Reviewing the progress of the implementation of the Forest Rights Letter, Minister Mr. Markam said that the Forest Rights Loan Book should be distributed to all the holders of the Forest Rights Letter, so that they can take advantage of all the schemes of the government. He said that those who have been given forest rights letters should be benefited by converging with the plans of other departments. In villages where plans have been prepared to benefit from work done by other departments, Action should be taken to declare those villages as model villages. It was told in the meeting that 53 thousand 554 individual forest rights letters have been distributed in Raipur division and 32 thousand 855 in Durg division. 3 thousand 109 community forest rights have been distributed in Raipur division and 3 thousand 726 in Durg division. Similarly, 369 community forest resource rights letters have been distributed in Raipur division and 138 in Durg division. Informing about the progress of forest rights of particularly vulnerable tribal groups, officials said that 3 thousand 803 individual forest rights letters, 477 community forest rights and 45 community forest resource rights letters have been distributed in Raipur division. In Durg division, 2 thousand 718 individual forest rights letters, 240 community forest rights letters and 19 community forest resource rights letters have been distributed. In the meeting, information about mess operation in Eklavya Adarsh residential schools was taken. Officials said that the stipend for the students of ashram-hostels has been increased from Rs 1,000 to Rs 1,500. Aadhaar seeding has been done for the scholarship. Minister Mr. Markam said that action should be taken by running a campaign to get Aadhaar seeding done for students who have not received scholarship. Giving information about students selected and admitted in various competitive examinations from Prayas residential schools, he said that from the year 2017 to 2022, 66 students have been selected in IIT, 171 in NIT and equivalent, 303 in engineering college and 20 in MBBS. Along with this, 30 students from CA, CS, CMA and 03 from CLAT have been successful in the past years. 05 Naveen Prayas residential schools will be started in Raipur and Durg division, in which Patan for SC boys, Raipur for girls,
Reviewing the construction of Devguri, Minister Mr. Markam said that the scheme is being implemented with the aim of preserving tribal ancient culture and testing and developing Devguri village deities, places of reverence. Devguri is the center of faith of the villagers. Devguri development work should be completed on priority. An amount of Rs 1 lakh is given by the government for the construction of every Devguri. An advance amount of Rs 2550 lakh has been approved from the Contingency Fund in view of the announcement of Devguri construction work by the Chief Minister Mr. Bhupesh Baghel during his tour and stay in the districts. Under the scheme, Rs 151.50 lakh has been approved for the construction of 103 Devguri in Raipur and Durg divisions in the year 2022-23, out of which 29 works have been completed and 74 works are in progress. Similarly, in the year 2023-24, 49 Devguri construction works have been approved.
In the meeting, along with the review of the progress of Pradhan Mantri Adarsh Gram Yojana, information was taken regarding the declaration of Adarsh Gram. In connection with the implementation of PCR and POA-Act under the Prevention of Atrocities Act, instructions were given to organize regular meetings of the District Level Committee. The meeting also reviewed the progress of works allocated and sanctioned under the central sector to the particularly vulnerable tribal agency, cell, sanctioned under Article 275 (1) of the Constitution.
