Amendment in Industrial Policy 2019-24 by Chhattisgarh Government changed the picture

Priority is being given to agriculture and forest based industries

Promotion of MSME sector, investment of more than 19 thousand crores came

Due to the creation of a positive environment for the industry-business sectors in Chhattisgarh in the last four and a half years, on the one hand, industry-business has gained momentum, on the other hand employment opportunities have also increased. For this, the Government of Chhattisgarh has made many necessary amendments from time to time while announcing the new Industrial Policy 2019-24. Establishment and operation of big industries is being encouraged in the state but priority is being given to agriculture and forest based industries. At the same time, many provisions have been made for the deprived sections in the new industrial policy. It is worth mentioning that Chhattisgarh is included in the first 6 states of the country in the parameters of Ease of Doing Business.

In Chhattisgarh, many innovative efforts are being made to make the primary sector (agriculture, forestry, animal husbandry, fisheries) a means of livelihood to make it a major source of income. At the same time, efforts have been made in the last four years to increase the pace of development of the state with a vision by expanding in the service sectors. For this, the state government under the leadership of Chief Minister Bhupesh Baghel first made necessary amendments in the industrial policy in Chhattisgarh, so that industry-trade could be promoted and the picture of Chhattisgarh could be changed. In the new industrial policy, priority was given to new industries like food, ethanol, electronics, defence, medicine, solar.

On the other hand, land allocation rules in industrial areas have been simplified, according to which land allotment in industrial areas, land premium has been reduced by 30 percent, while land rent has been reduced by 33 percent. Rules have been framed for freeholding of land allotted to industrial areas and outside industrial areas up to 10 acres from leasehold.

Special provisions for these classes:

In the new industrial policy, a special package has been made for Scheduled Castes, Scheduled Tribes, women, agricultural producer groups, people of third gender. In the past, there was no special provision in the industrial policy for the Other Backward Classes. Keeping this in mind, the state government has made a provision of 10 percent reservation of plots for OBC category. These will be made available at the rate of 10 percent of the land premium rate and 1 percent of the land rent.

MSME Sector incentives:

MSMEs in Chhattisgarh in the past years. Special initiatives have been taken to encourage the sector. In this, 16 services like electric vehicle charging station, service center, BPO, 3-D printing, seed grading in service category enterprises have been provided industrial investment promotion like general category industries. At the same time, in view of the possibility of making medical equipment and many other medical and health safety related materials locally, a provision has been made to encourage industrial investment in these areas.

Startups are being encouraged:

Many commendable initiatives are being taken by the Chhattisgarh government to encourage startups as well. Under this, provisions have been made for establishment of startup policy, provision of tax exemption and grant for startups, co-working space, mentorship, funding and technology support for startups by setting up of incubators. Appreciating them, they have recently been awarded as the Aspiring Leader for the development of the States Startup Ecosystem by the Central Department for Promotion of Industry and Internal Trade.

Bio ethanol plant will be set up:

In Chhattisgarh, emphasis is being laid on the establishment of bio-ethanol plants keeping in mind the many goals and objectives, including promoting the use of bio-fuels, reducing pollution, using agricultural products as fuel. In this series, MoU has been signed with 18 investors for investment of more than Rs 3300 crore for setting up of Bio Ethanol Plant. With the establishment of these bioethanol plants, employment will be provided to more than 2 thousand people here. On the other hand, if ethanol is allowed from paddy, it can produce ethanol on a large scale. On the other hand, the productive farmers will also get better price.

Target to set up 200 food parks in the state:
Chief Minister Mr. Baghel’s vision has been to increase employment opportunities in Chhattisgarh and to make plans and conduct activities keeping in view the new possibilities. In this series, a target has been set to establish 200 food parks in Chhattisgarh. Food parks will be set up in the development blocks. So far, land has been identified in 112 development blocks. The possession of land in 52 development blocks has been given to the Industries Department. Meanwhile, establishment of Gems and Jewelery Park on 10 acres at a cost of Rs 350 crore is under process at Pandri, Raipur. Here, small processing units are being set up in rural areas, where processing and packaging facilities are being provided based on local availability.    

Investment of more than 19 thousand crores within four and a half years:

Due to these efforts of the Government of Chhattisgarh, 2 thousand 218 new industrial units have been set up in Chhattisgarh in the last four and a half years, in which investment of more than Rs 21 thousand 457 crore has been made and 40 thousand 324 people have got employment. Apart from this, 177 MoUs have also been signed for the establishment of new industries in the state, in which an investment of Rs 89 thousand 597 crore is proposed. Out of this, more than 90 units have also started the process of setting up industries. More than 90 thousand people will get employment in these industrial units.

Online Services from Single Window System:

In Chhattisgarh, 56 services are being provided online by the Industries Department through a single window system. 82 types of services have been made online under e-district. This includes services ranging from shop registration to obtaining business licenses. Under the Gumashta Act, the requirement of renewal every year has been abolished so that small traders get relief.

We have taken many steps to increase industry-business in Chhattisgarh. The rules for setting up and operating industries in the state have been simplified. After the implementation of the New Industrial Policy 2019-24, a new environment of industrial and economic activities has been created. Along with giving priority to agriculture and forest based industries, special packages and concessions have been given for investment. This is also creating new employment opportunities. These efforts will be helpful in forging new Chhattisgarh.
