Raipur, 13 December 2020. In the 13th episode of monthly radio programme ‘Lokvaani’ today, Chief Minister Mr. Bhupesh Baghel addressed people of the state on subject ‘Two Years of Chhattisgarh Government’. Chief Minister said in his address to the programme that empowerment of common people, farmers, tribal people and weaker sections of society is the special feature of Chhattisgarh’s development model. In past two years, State Government has made sincere efforts to make governance and administration more sensitive towards the sentiments, aspirations and expectations of common people. New Government has not only promoted Chhattisgarhi Culture but have also inspired people of the state to take pride in their cultural heritage.
Mr. Baghel said that State Government’s decisions such as loan waiver, paddy procurement and schemes like Suraaji Gaon Yojana, Rajiv Gandhi Kisaan Nyay Yojana, Godhan Nyay Yojana etc are continuously empowering the villages of the state. Positive impact of State Government’s policies on Industry and commerce sector of the state is also pretty evident. While the entire country was affected by recession during corona crisis, Chhattisgarh was untouched by the adversaries of recession. Effective implementation of MNREGA, Forest Produce Procurement Scheme and other such schemes in the state has reduced the unemployment rate to 2%. Capital investment of a whopping Rs 15000 crore in industrial units of the state has generated employment opportunities for a large number of people. State Government’s initiatives to promote value addition to agricultural and forest produce would further unleash new doors to prosperity for state.
Prestige and Glory of Traditional Festivals Restored
In today’s episode of Lokvaani, Chief Minister Mr. Baghel said that we have taken thoughtful steps to restore the honour and pride for State’s cultural heritage and traditions in hearts of people in Chhattisgarh. In response to the questions of listeners, Chief Minister said that Chhattisgarh is identified as ‘a folk state’. People of Chhattisgarhi origin tend to embrace their tradition and culture in their lives. After formation, Chhattisgarh state was expected to develop from its cultural roots. But that did not happen. So when we came into power, we restored the pride and honour of our traditional festivals and traditions. Tulsi Sahu of Janjgir-Champa had asked Chief Minister in Lokvaani about how he thought of declaring public holidays on Chhattisgarhi festivals and World Tribal Day. Likewise, Pratiksha Tiwari of Bilaspur expressed her curiosity on how Chhattisgarh managed to remain unaffected by the nationwide economic recession.
People of Chhattisgarh expressed their confidence in the development-oriented policies of the Government
Chief Minister of Chhattisgarh state that though Chhattisgarh has always been known for its folk culture, it also has history of revolution, harmony and protest against injustice. Way before 1857, Martyr Gaindsing and his companions had blown the trumpet of freedom movement. The legacy of fight against injustice was later passed on to Shaheed Veer Narayan Singh and the succeeding generations. We are proud to have kept this legacy and pursuit of justice alive. We are blessed with the great visions of Mahatma Gandhi, Pt. Jawaharlal Nehru, Dr Rajendra Prasad, Maulana Abul Kalam Azad, Indira Gandhi and Rajiv Gandhi and other great personas like them. This is the reason why we took it as a challenge to restore the legacy of justice in the state. I am happy that people of the state expressed their unwavering faith in our harmonious, welfare and development-oriented policies, schemes, programmes and campaigns. This confidence of people in our decisions in last two years helped us in our pursuit to reinstate justice for every section of society.
Empowerment of Common people is the special feature of our development model
Broadly speaking, the main characteristic of our development model is empowerment of common people, farmers, tribal people and weaker sections of the state. Today, Chhattisgarh is known as the place of new hopes, possibilities and potential, all thanks to the determination of people in the state.
Capital investment of Rs 15000 crore in the industrial unit of state, in span of two years
In the 13th episode of Lokvaani aired today, messages of National Vice-President of CAT Mr. Amar Parwani, Chairman of Sponge Iron Association Mr. Anil Nachrani and Mr. Mahendra Mukim from Chhattisgarh Chamber of Commerce on impact of State Government’s decisions and schemes on Commerce and Industry Sector were also featured. Likewise, Dr Vidya Rajpur of Third Gender Community’s views on Government’s industrial policies, sports policy and provisions for third gender community members.
Chief Minister thanked these people and said that their opinions have reassured him that his government is taking the primary as well as commerce and industry sector in the right direction. Certainly, agriculture, forest produce, traditional livelihood, handicraft etc dependent citizens of the state have always been and will always be the priority for government. But for concrete development of Chhattisgarh’s economy, we have adopted the policy of ensuring participation of every sector. We would always give the due importance and respect to people of commerce and industry sector and maintain the transparency in work culture. In past two years, 889 industrial units have been established, capital investment of Rs 15 thousand crore has been done and nearly 15 thousand 400 people have got employment in these industries. Chhattisgarh has set example the example of providing employment to more than 25 lakh people under MNREGA, and reducing unemployment rate from 22% to 2%. We are aiming for expedited industrial development in tribal regions that would pave the path for regional development and new employment opportunities.
Ensuring justice to farmers, scheduled caste, scheduled tribe, weaker sections of society is the top priority of State Government
Chief Minister Mr. Bhupesh Baghel further said that ensuring justice to farmers, people of scheduled caste and scheduled tribe community and people of weaker sections of the society is the top priority of State Government. We have and we always would stand by the farmers through thick and thin. Last month, a special session of Vidhan Sabha was held in larger interest of farmers, wherein Mandi Act Amendment Bill was passed. Mr. Baghel said that he feels extremely happy to hear from farmers and their families about how the government schemes have benefitted them. We have paid attention to every single aspect of farmer and rural welfare, bet it the it loan waiver, paddy procurement at support price, narva-garva-ghurva-baari scheme, suraaji gaon yojana, Rajiv Gandhi Kisaan Nyay Yojana, low-cost or free electricity supply, roka-chheka.
Livestock owners earned Rs 60 crore in four months under Godhan Nyay Yojana
Chief Minister said that Chhattisgarh is the only state of the country, where people are making money by selling cow-dung. Every month cowdung worth nearly Rs 15 crore is procured. In last four months, nearly Rs 60 crore has been paid to the livestock owners against dung procurement.
Value Addition to Agriculture and Forest Produce to unleash new doors of prosperity
Chief Minister said that many far-sighted decisions such as food park in every development block, ethanol plant, agriculture status to lac rearing, special package of forest industries, and increase in number of forest produce procured at support price from 7 to 52, have been taken which would yield positive results in near future. Value addition to agriculture produce and forest produce in state would create employment, prosperity and progress in the state.
Chief Minister talks about the new schemes in education and health sector in Lokvaani
Referring to State Government’s new schemesin the field of education and health, Chief Minister said that Chief Minister’s Haat-Bazar Clinic Scheme was started from one place in Bastar and was later expanded across the state. Chief Minister Urban Slum Health Scheme, Dr. Radha Bai Diagnostic Center Scheme and now Dai-Didi Mobile Hospital Scheme are some of the schemes which have made health facilities easily accesible to the ones in need. Earlier, keeping OPD open from 8 am to 8 pm was unimaginable, but now under Hamar Hospital Scheme, it is happening in Chhattisgarh. The schemes implemented for malaria-free Bastar and malnutrition-free Chhattisgarh in one year led to 65 percent reduction in malaria and about 14 percent reduction in malnutrition. We had promised universal health care to people of the state and within two years, we have fulfilled our promise by conducting country’s largest health schemes i.e. Dr. Khubchand Baghel Yojana and Chief Minister’s Special Aid Scheme. Under these schemes, treatment ranging from 50 thousand to 20 lakh rupees is provided free of cost to the patients.
Arrangements made for providing quality education to children in government schools
Chief Minister said that arrangements have been made to provide quality education to the children of poor families in government schools. Innovative schemes were implemented to compensate for the loss due to shutting down of schools in the wake of pandemic. Chief Minister thanked teachers and said that 40 lakh online classes were conducted through ‘Shiksha Tunhar Duar Yojana’ and in the places with poor internet connectivity, loudspeakers, blue-tooth, etc were utilized to provide education to children in para, mohalla, haat-bazaars. Chief Minister appreciated teachers’ contribution and children’s dedication. Children are being imparted education in more than 36 thousand places in the state. In the same sequence, we have launched Swami Atmanand English Medium School Scheme, under which 52 such government English Medium Schools will be opened in one year. Schools are being upgraded and equipped to provide high quality education to children.
Our biggest responsibility is to protect democracy and freedom of expression
Chief Minister said in today’s episode of Lokvaani that protecting democracy and freedom of expression is our greatest responsibility. The format of Journalist Security Act has been created, and we would make sincere efforts to get it approved in the assembly as soon as possible. We started working on the strategy of trust, security and development of Bastar-affected Naxalite circles. This mantra has become a medium of meaningful development in the entire state including Bastar. Mr. Baghel said that new dimensions of civil empowerment and security are being established in the state. Scheduled Castes, Scheduled Tribes, Economically Weaker Section, Women, Youth and even malnourished childhood have been provided the protective cover. Renumeration of Rs 4000 per standard sack to Tendupatta collectors, purchase of 52 minor forest produce at minimum support price, review of canceled forest rights claims and new initiatives of community leases has triggered a new round of justice. The campaign that started with the development of Mata Kaushalya Mandir premise has evolved into the full-fledged plan of Ram Van Gamaan Tourism circuit from Koriya to Sukma.
Chief Minister extends greetings of Baba Guru Ghasidas Jayanti, Christmas and New Year to people of the state
Chief Minister said that two years is not a long time to analyze a government’s work or performance, but still we are satisfied with the fact that we have given hope to children and youngsters in their bright future and wings to their dreams. We would continue to serve Chhattisgarh Mahtari and this inclusive development model of Chhattisgarh would add to the glory of the state. On the occasion of Baba Guru Ghasidas Jayanti on December 18, Chief Minister paid humble tribute to him and sought his blessings for development of the state. Chief Minister also extended hearty greetings of Christmas and New Year to people of the state.
