In relation to the preparations for expenditure monitoring in the upcoming assembly elections 2023, a review meeting of all enforcement agencies under the chairmanship of Chief Electoral Officer Smt. Chief Electoral Officer Smt. Kangale said in the meeting that effective vigilance system will be implemented in the upcoming assembly elections with better coordination between the central agencies and the state.

In the said review meeting, various enforcement agencies, such as Police Department, Income Tax Department, Excise Department, Forest Department, Central Reserve Police Force, Central Industrial Security Force, Directorate of Revenue Intelligence, Transport Department, Narcotics Control Bureau, Central Indirect Taxes and A detailed review of the established vigilance authority system of Customs, Reserve Bank of India, Airports of India, State Level Bankers Committee, Department of Posts, Aviation Department and Indian Railways was carried out.

As per the instructions of the Election Commission of India, the preparations for the monitoring of election expenditure for the upcoming assembly elections 2023 were reviewed with the nodal officers of the above agencies and discussed to prepare an action plan.

    In the meeting, all the enforcement agencies were directed by the Chief Electoral Officer for preparations on general points. All the enforcement agencies were directed to assess the sensitivity in the state and prepare a vulnerability map, prepare the department for the election and prepare information about the seizures made in the last 6 months and monitoring by mapping the sensitivity of the election expenditure. Enforcement agencies were asked to keep special vigil on railway stations, trucks, buses, commercial vehicles as well as airports. It was informed in the meeting that on the basis of seizures made in the last elections, monitoring would be done in the districts.

    Strict instructions were given to coordinate with the enforcement agencies of all such border states sensitive to temptation in the state to keep constant vigil on the international border check posts in the coming times. Special monitoring will be kept on all such assembly constituencies which are adjacent to the border states.

    In the meeting, it was directed to deploy necessary police force for flying squad and static surveillance team and to set up check posts at necessary places. The established protocol regarding seizure of more than 10 lakh cash was apprised. The Excise Department and other departments were instructed to install CCTV cameras at the border check posts. Instructions were given to prepare a plan for continuous control over illegal liquor distribution and storage. The Income Tax Department was directed to activate the Intelligence Unit while monitoring the cash. By identifying sensitive areas, sectors and routes, all enforcement agencies were directed to prepare and pay special attention to monitoring cash circulation.

    Instructions were given to the state and central GST agencies to stop the illegal distribution of cloth, sarees and other tempting items by keeping a special vigil on warehouses and godowns. The Narcotics Control Bureau, State Police Force and other relevant authorities were directed to work in coordination with each other and to keep a special vigil on private and commercial vehicles.

    It was informed in the meeting that inter-departmental training will be given to all enforcement agencies. All the departments whose toll free numbers are in vogue were directed by the Chief Electoral Officer to activate them. All the enforcement agencies were directed to conduct election expenditure monitoring work in the upcoming assembly elections 2023 by establishing mutual coordination.
