Responding to the discussion on supplementary budget, Chief Minister Bhupesh Baghel said that on one hand, the Central Government is deducting the amount of central funds to the states for the operation of national programmes, while on the other hand, about 20 thousand crores of the right of Chhattisgarh. The Chief Minister said that on one hand the amount of Chhattisgarh’s entitlement is not given by the Central Government and on the other hand it is said that the State Government is not able to fulfill the Central schemes. He said that till the year 2014, the contribution of the Center and the State was 85:15 respectively in the National Horticulture Mission, which has now been changed to 60:40. Under the Pradhan Mantri Gramin Sadak Yojana, 100% amount was received from the Central Government, now the ratio of 60:40 has been made in it. In MNREGA, the amount was available in the ratio of 90: 10 before the central government, now it has been made in the ratio of 75: 25. The ratio of 75:25 used to be in Indira Awas, now it has been changed to 60:40. The ratio of 70:30 in Rajiv Awas Yojana and Pradhan Mantri Awas Yojana and mid-day meal has been changed to 60:40, similarly in Rashtriya Madhyamik Shiksha Abhiyan 75:25 to 60:40, in ICDS 85:15 is now 60: 40 has been done. The Chief Minister said that the burden on the states has been increased by reducing the center share in the national programmes. Now the states are being accused of not working.
The Chief Minister said that when we want to talk in the process of getting the central share for the operation of national schemes, then we are told that the situation has changed after the Corona period. He said that the State Government is incurring a loss of at least Rs 800 crore due to reduction in excise duty by the Central Government instead of reducing the cess on petrol and diesel. In relation to the ‘Ready to Eat’ system, the Chief Minister said that the previous government had entrusted the responsibility of manufacturing and supplying ‘Ready to Eat’ to 1627 self-help groups in the year 2009. Presently the contract of 943 groups associated with ‘Ready to Eat’ arrangement had expired after 5 years. There were 678 groups left. Out of 1900 samples of ‘Ready to Eat’ being conducted by the groups, 1400 samples were found not correct as per the criteria. In its report by UNICEF, it has been said that in the groups that were contracted, the people of the group were working, the construction unit was being operated by another person. Under the previous government, the rate of malnutrition was 26 percent because the quality of nutritional food was not good. After the formation of our government, the rate of malnutrition has come down to 19 percent after running the Chief Minister Suposhan Yojana.
The Chief Minister said that the previous government did not pay any attention to quality and hygiene in the manufacture of ‘Ready to Eat’, while the Supreme Court has asked to manufacture it with automatic machines with quality and hygiene.
