Dr. Rakesh Gupta has demanded action against those who played DJ-Dhumal throughout the night during Ganesh Visarjan procession in Raipur. He has said that despite the court’s order, the system continued to play loudly on the road. Action should be taken under the Environment Protection Act. He has also written a letter to the Chief Secretary and District Collectors for this.
Dr Gupta said that the Chhattisgarh High Court has said in a PIL filed on 27 April 2017 regarding noise pollution that under the laws, the power to complain in the court is primarily with the officials of the Chhattisgarh Environment Protection Board. There is no question of any officer waiting for the telephone call of the citizen in this matter. After which, in the order of the state government dated 11 September, the officials of the State Environment Protection Board also have to file a complaint.
Dr Gupta said that during Ganesh idol installation and immersion, speakers and DJ were placed on vehicles and played throughout the night without the permission of the district administration and without sound limiter. During this, a stage was set up on the roads. Similarly, on September 17, in front of an education institute at Shankar Nagar Chowk, DJ was placed on the road and played at very high volume for three hours without permission.

Dr. Gupta said that information has been received about DJs being allowed to function only as a formality in some districts. He has written a letter to the Chief Secretary and District Collector to direct them to take action under the Environment (Protection) Act. He said that if the court order is violated, he will file a contempt petition against the officials.
