Raipur, 04 March 2021. Demand for grant of Rs 3807.66 crore from Urban Administration and Development and Labor Department was passed by voice vote in Chhattisgarh Legislative Assembly today. In the budget address presented for the financial year 2021-2022 by Urban Administration and Development and Labor Minister Dr. Shiv Kumar Dahria said that a provision of 3591.91 crore has been made under Urban Administration and Development Department and 215 crore 75 lakh under Labor Department.
Minister Dr. Dahria said that our government has been elected from the aspirations of the people and now it is our duty that the urban administration and development department should do the resultative work according to the people’s aspirations according to them. He said that under the leadership of Chief Minister Mr. Bhupesh Baghel, efforts are being made to meet the basic needs keeping in mind the welfare and public aspirations of the poor and the department budget has made every effort to keep these requirements in mind. MLAs Sarvajri Dharmajit Singh, Shailesh Pandey, Keshav Chandra, Devendra Yadav, Prakash Nayak, Dr. Lakshmi Dhruv and Mrs. Anita Sharma participated in the discussion during the budget address of Minister Dr. Dahria.
In the budget grant demands presented by Minister Dr. Dahria, funds have been provisioned for different schemes under the Urban Administration and Development Department. In which a provision of Rs 3591.91 crore has been made for the financial year 2021-22 to provide assistance to the urban bodies of the state. In this amount, a provision of Rs 1048.65 crore has been made as financial assistance to the urban bodies of the state, mainly due to the abolition of octroi compensation. Similarly, for infrastructure development, a provision of Rs 481.55 crore has been made for basic facilities to urban bodies. 50 crore rupees to provide health facilities through the Chief Minister Urban Slum Health Scheme and the Chief Minister Dai Didi Clinic Scheme; 10 crore rupees for providing home-related services to the citizens related to government service through the Chief Minister Mittan Yojana,
Passed by voice vote demanding Rs 215 crore 75 lakh grant of Labor Department
A provision of Rs 215 crore 75 lakh has been made in the budget for the year 2021-22 to provide for the upliftment and social security of workers under the Department of Labor. Of these, Rs 97 crore 80 lakh for Labor Commissioners Organization, Rs 61 crore 50 lakh for Chhattisgarh Unorganized Workers State Social Security Board, Rs 5 crore for Labor Welfare Board, Rs 6 crore 93 lakh for Industrial Health and Safety, Employees State. Provision of Rs 106 crore 46 lakh for Insurance Corporation service, Rs 10 crore 78 lakh for Industrial Court has also been made.
In the budget address, Minister Dr. Dahria said that the social and economic interests of the workers are protected by the Labor Department in accordance with the provisions of various Labor Acts, and the buildings and others constituted under the Department for the welfare of the workers working in the organized sector and unorganized sector. 68 schemes are being operated for the welfare of construction workers, unorganized workers and organized workers and their families through construction workers welfare board, social security board and labor welfare board. Minister Dr. Dahria told in the House that 37.52 lakh laborers have been registered under the three mandals so far. About 2.64 lakh registered workers in the year 2020 under various schemes operated by the Mandal, about 48. 69 crores has been benefited. He also informed in the House that under Shaheed Veer Narayan Shram Anna Yojana, hot food is being provided to the unorganized and construction workers for just Rs. 5 and to the organized laborers for only Rs. 10. State and district level control room helpline numbers were set up for the safety and health of workers in the event of lockdown due to corona virus infection. 3.90 crore was allocated by the building and other construction workers to provide immediate ration, food and other facilities to the workers.
More than 3 lakh workers of Chhattisgarh stranded in other states were directly benefited during the lockdown period. Besides, 66.29 lakh rupees were deposited in the accounts of 17 thousand 677 workers from the endangered workers in other states. Minister Dr. Dahria said that about Rs 5 crore 22 lakh was spent by the building and other construction workers welfare board for running 48 workers special trains and 29 buses to bring the workers back to their home state. In the year 2020, 1042 institutions were inspected under various Labor Acts for protection of labor interests. Prosecution against 157 convicts found guilty in these cases was filed in Labor Court and in 455 cases 1397 workers were paid Rs. 1.86 crores.
An Industrial Hygiene Lab has been set up in the state to supervise the health and hygiene of the workers in the factories. Hygin Lab has received topical medical reports of 55 thousand 419 laborers from hazardous factories located all over the state. 42 dispensaries are being operated by the Employees State Insurance Services to provide medical benefits to the workers and members of their families, in which more than 5 lakh 2 thousand insured persons and their families are getting benefits.
Minister Dr. Dahria said in the address that 100 bedded inpatient hospitals have been constructed in Raipur and Korba. In order to provide better treatment to the beneficiaries of Bilaspur and Balodabazar, a proposal has been sent to the Employees State Insurance Service to start 100 bedded hospitals in Bilaspur and 30 bedded hospitals in Balodabazar. Apart from this, new initiatives should be taken to set up state level helpline centers to inform registered construction, unorganized and organized workers in the mandals, solve their problems and provide online assistance to migrant workers working in other states of the state. Has been The Migrant Workers Policy 2020 was formulated to benefit the workers and their family members from the public welfare schemes of the government.
