In the Chhattisgarh Vidhansabha, demands for a total grant of Rs 16,794 crore 55 lakh 24 thousand for the departments of Parliamentary Affairs, Agriculture, Animal Husbandry, Fisheries, Water Resources and Panchayat and Rural Development Minister Shri Ravindra Choubey were unanimously passed today. Among these Rs 79 crore 88 lakh 47 thousand for State Legislature, Rs 5354 crore 96 lakh 13 thousand for Agriculture Department, Rs 526 crore 83 lakh 57 thousand for Animal Husbandry Department, Rs 93 crore 22 lakh 51 thousand for Fisheries Department, 315 crore nine lakh ten thousand rupees for the expenditure related to agricultural research and education, 1254 crore two lakh 69 thousand rupees for water resources department, 841 crore 84 lakh 33 thousand rupees for minor irrigation construction work, NABARD related to water resources department Rs 614 crore 71 lakh for projects aided by India, Rs 76 crore 20 lakh for projects aided from abroad related to Water Resources Department,

Parliamentary Affairs, Agriculture, Animal Husbandry, Fisheries, Water Resources and Panchayat and Rural Development Minister Shri Ravindra Choubey, replying to the discussion on the demands for grants, said that Chhattisgarh is an agricultural state. 85 percent of the population here is dependent on agriculture and allied sectors, the remaining 15 percent are also associated with these. We worked under the leadership of Chief Minister Mr. Bhupesh Baghel keeping agriculture at the center. Because of this, today progress is being made in agriculture and other related fields. In areas like Bijapur where two to three tractors used to be sold in a year, tractor shops have opened there. He said that there has been an increase of 30 percent in the budget of agriculture and allied departments as compared to the year 2019-20. Where 8623.5 thousand metric tonnes of paddy was produced in 38.81 lakh hectare area in the year 2017-18, At the same time, it is estimated to produce 140 lakh metric tonnes in the year 2022-23 in 39 lakh hectare area. In the year 2017-18, 57 lakh metric tonnes of paddy was procured from 12 lakh farmers, while in 2022-23, 107 lakh metric tonnes of paddy was procured from 23.42 lakh farmers. He said that the area under rabi crops has increased by 24 percent in the last four years. Along with this, there has been an increase of 84 thousand hectare in the area of ​​pulse crops and 40 thousand hectare in the area of ​​small grain crops (kodo, kutki and ragi). 

Mr. Choubey said that we have started the Millets Mission and fixed the rate of procurement for Kodo, Kutki and Ragi in the minimum support price. In the year 2021-22, 52 thousand 728 quintals and 39 thousand 410 quintals of Kodo, Kutki and Ragi have been procured so far in the state. He said that under the Rajiv Gandhi Kisan Nyay Yojana, about 23 lakh farmers of Kharif year 2021 have been paid Rs 7028 crore including the last installment. Along with this, Rs 18 thousand 570 crore will be paid as input subsidy along with the last installment. Shri Choubey said that a provision of Rs 60 crore has been made in the budget for sugarcane producing farmers. Sugarcane was procured from the farmers of Pandariya in Kabirdham district at the rate of Rs 459.40 per quintal, which is higher than the rate of the whole country. 

Agriculture Minister Mr. Choubey said that our Godhan Nyay Yojana was praised by the Prime Minister himself in the meeting of NITI Aayog. Today our Gothans are going to become the pivot of the economy. Many states are going to implement it. Earlier around 300-400 cows used to die on our National Highway, today this figure is not 10 percent. The death of cows in accidents on Raipur-Bilaspur road has come down to minimum. A total of 106 lakh 50 thousand quintals of cow dung has been purchased from 3 lakh 28 thousand beneficiaries under Godhan Nyaya Yojana, against which an amount of Rs 212 crore 99 lakh has been paid. In the year 2023-24 also, a budget provision of Rs 175 crore 10 lakh has been kept for Godhan Nyaya Yojana. 

Mr. Choubey said that under the Agricultural Mechanics Submission Scheme, a total of 1087 tractors were distributed on subsidy from 2012-13 to 2017-18, while a total of 2827 tractors have been distributed to farmers on subsidy by our government so far, which is approximately is threefold. Along with this, for the first time in the year 2022-23, 44 combine harvesters have been distributed on subsidy to the farmers by the initiative of the government. He said that 2266 Agricultural Machinery Service Centers have been established so far during the tenure of our government. 455 farmer’s cottages are being built in primary agricultural co-operative credit societies. 

Mr. Choubey said that in the last 4 years, one crore 12 lakh metric tonnes has been produced from a total area of ​​8.64 lakh hectare by expanding horticulture crops in 76 thousand 634 hectare through various schemes. Loans are also being given to farmers of horticulture crops at zero percent interest. Hi-tech nursery is being established in Khairagarh. He said that till the year 2018, 19 government colleges of agriculture and horticulture were started, while 19 agriculture and horticulture colleges have been started by our government in just 4 years. Five new horticulture colleges will be started in the year 2023-24. 

Agriculture Minister Shri Choubey said that in the coming financial year, 163 mobile veterinary units will be established under the Livestock Development Department. Through these works like treatment of animals, vaccination and minor surgery will be done in Gothans and villages. Apart from this, provisions have been made to upgrade 25 new veterinary dispensaries and 14 dispensaries into veterinary hospitals in the state. He said that the state has become self-sufficient in the field of fish seed production and 29 percent increase in fish production has been recorded in the last four years. Fisheries have been given the status of agriculture. Chhattisgarh is the leading state in the field of cage culture. A total of 676 cages were installed till the year 2017-18, but we have installed 4345 cages in four years. Thus far 5021 cages have been installed in 30 reservoirs. For the development of fisheries, a budget provision of Rs 20655 lakh 86 thousand has been made in the year 2023-24, which is 13 more than the previous year. 53 percent more. He said that the designed irrigation potential in the state has crossed 13 lakh hectare. In the budget of the year 2023-24, a provision of Rs 300 crore has been made for various major, medium and minor irrigation projects.  

Responding to the discussion on demands for grants, Panchayat and Rural Development Minister Shri Ravindra Choubey said that the government has continuously increased the respect of public representatives. Chief Minister Mr. Bhupesh Baghel has provided more funds, salaries and rights to the representatives of the three-tier Panchayati Raj institutions than they demanded. Gram Panchayats have been empowered to act as construction agencies for works up to Rs 50 lakh. Shri Choubey said that in order to further strengthen the Panchayati Raj in the notified areas, rules have been made and implemented for the ‘PESA’ Act. Chhattisgarh is the sixth state in the country to do so. Where the Panchayati Raj Institutions of the state have received 11 National Awards in the years 2019, 2020 and 2021 for their excellent work, they have received 12 National Awards in 2022. 

Shri Choubey said that Chhattisgarh is doing the best work in MNREGA in the whole country. In the year 2020-21, maximum employment of 1841 lakh man-days was created here. During this, employment was made available to 60 lakh 18 thousand persons of 30 lakh 60 thousand families. Six lakh 11 thousand 987 families were provided with 100 man-days of employment. In the Pradhan Mantri Gram Sadak Yojana, the state has continuously achieved a big achievement. The works here have been appreciated at the national level. In the upcoming financial year 2023-24, a provision of Rs 200 crore has been made for the Mukhyamantri Gram Sadak Yojana.

In reply to the discussion on grant demands, Mr. Choubey said that since the inception of Pradhan Mantri Awas Yojana (Rural), the state has achieved the target of construction of total 11 lakh 76 thousand 150 houses. Out of these, construction of eight lakh 46 thousand 381 houses has been completed and three lakh 29 thousand 769 houses are under construction. A provision of Rs 3238 crore has been kept in the budget of 2023-34 to complete the houses under construction under the scheme. Mr. Choubey informed that Mahatma Gandhi Rural Industrial Park (RIPA) is the top most priority scheme of the government. 300 RIPAs are being constructed in 33 districts of the state. Apart from RIPA, small units are also being set up in Gothans. People desirous of self-employment will be provided space, electricity, water and other infrastructure facilities there.

Panchayat and Rural Development Minister said in the House that good work is being done in the State Rural Livelihood Mission and Swachh Bharat Mission (Gramin) in the state. Under the State Rural Livelihood Mission, in the last four years, one lakh three thousand 508 groups have been given revolving fund of Rs 155 crore 28 lakh and 66 thousand 553 groups have been given community investment fund of Rs 399 crore 34 lakh. Chhattisgarh has got first place among eastern states in the Swachh Bharat survey in 2022-23. He said that the establishment of C-Mart is promoting the sale of local products. Due to this, the income of the people of the state is increasing.
