Raipur: Criteria for empanelment of hospitals for treatment under government schemes will change

Hospitals with minimum 50 beds in Raipur, Durg and Bilaspur cities, 30 beds in non-notified development blocks and 15 beds in notified development blocks will be eligible for empanelment.

Biometric system will be implemented for patients and doctors for better treatment arrangements.

Chief Minister Special Health Assistance Scheme

There will be changes in the eligibility for empanelment of hospitals under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, Dr. Khubchand Baghel Health Assistance Scheme and Chief Minister Special Health Assistance Scheme. Under these government schemes, two year old hospitals with minimum 50 beds in Raipur, Durg and Bilaspur cities will be eligible for contract for treatment. Hospitals with minimum 30 beds and one year old in non-notified development blocks of the state and 15 beds old and at least six months old in notified development blocks of the state will be eligible for empanelment. Separate new criteria will be set for empanelment of superspeciality hospitals. Deputy Chief Minister and Health and Medical Education Minister Shri T.S. Singhdev met today at his residence office with senior officials from the Health Department, Medical Education Department, Reviewed the works of State Nodal Agency and CGMSC. He reviewed the current arrangements with the senior departmental officers present in the meeting and gave instructions for the same.

In the meeting, it was decided to implement GPS based biometric system for patients and doctors to ensure smooth treatment system under government schemes, ensure quality treatment and speed up payment of treatment claims to hospitals. Currently, 1567 hospitals across the state are contracted for treatment under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana Dr. Khubchand Baghel Health Assistance Scheme. Of these, 549 are private sector and 1018 are government hospitals. Additional Chief Secretary of Health Department, Smt. Renu ji. Pillay and Shri P. Dayanand, Secretary, Medical Education Department, also attended the review meeting.

Deputy Chief Minister Shri T.S. In the meeting, Singhdev asked to take strict action as per rules if hospitals contracted under government schemes refuse to treat patients or do not provide treatment as per the prescribed packages. He instructed to take immediate action on such complaints. The Deputy Chief Minister asked to review the packages prescribed for the treatment of various diseases in hospitals under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, Dr. Khubchand Baghel Health Assistance Scheme and Chief Minister Special Health Assistance Scheme by a committee of expert doctors. Based on the report of the committee, he reviewed the eligibility of superspeciality hospitals for contracts, Asked for rescheduling of packages reserved for government hospitals and rationalization of package rates for treatment of various diseases in contracted private and government hospitals. He also instructed the officers of the State Nodal Agency to review every six months the treatment being provided by private and government hospitals under government schemes, claim cases, eligibility of hospitals for contracts and package rates.

Shri Singhdev asked the State Nodal Agency to re-issue tender to appoint an agency for third party audit of payment of treatment claim amount to hospitals. He asked to arrange for its regular audit through the doctors of the health department till the agency is decided. He also directed to speed up the process of approval of funds for treatment under the Chief Minister Special Health Assistance Scheme. He asked the various committees formed for this to work on priority every day.

In the meeting, Deputy Chief Minister Shri Singhdev reviewed the progress of purchase of medical equipment, their installation and construction works in government medical colleges. He asked to fix standards and specifications of equipment and machines for medical colleges and purchase them accordingly. Shri Singhdev also reviewed the installation and construction works of machines in district hospitals, community health centers and primary health centers. He instructed CGMSC to expedite these works. Shri Singhdev asked to ensure the facility of city scan in all the district hospitals. Director of Health Services and CEO of State Nodal Agency, Mr. Jaiprakash Maurya, Director of National Health Mission, Mr. Bhoskar Vilas Sandipan, Managing Director of CGMSC, Mr. Chandrakant Verma, Superintendent of Dr. Bhimrao Ambedkar Memorial Hospital, Dr. S.B.S. Netam, Joint Director of Health Department, Dr. S. Of. Pambhoi and Deputy Director Dr. K.R. Sonwani along with officials of Health Department, State Nodal Agency and CGMAC and professors of Pandit Jawahar Lal Nehru Medical College were also present in the meeting.
