A meeting of the Council of Ministers was held today under the chairmanship of Chief Minister Shri Bhupesh Baghel at his residence office. Important decisions were taken in the meeting:-
# In the Kharif marketing year 2023-24, the policy of procurement and custom milling of paddy and maize at support price was decided. Under which paddy and maize will be procured as per the support price declared by the Government of India. Kharif paddy will be purchased from farmers in cash and linking at support price from November 1, 2023 to January 31, 2024. Similarly, Kharif maize will be procured from November 1, 2023 to February 28, 2024.
As per the announcement of the Chief Minister, the purchase of paddy from farmers will be maximum 20 quintals per acre and maize 10 quintals per acre including licking.
# It was decided to extend the validity of government guarantee (amount of Rs 14 thousand 700 crore) for paddy procurement to Chhattisgarh State Cooperative Marketing Federation Limited for the Kharif marketing year 2023-24 by one year till 31 October 2024.
# Indian National Agricultural Cooperative Marketing Federation for the fortification of the resulting rice obtained from custom milling of paddy procured in the Kharif marketing year 2023-24. Consent was given to supply Fortified Rice Kernel (FRK) through (NAFED).
# In compliance with the announcement made by the Chief Minister, while approving the decision of the state government to provide 15 percent discount to journalists on the purchase of houses in City Development Scheme No. 4 Kaushalya Mata Vihar, as per its first stage estimate, 309 journalists. The amount of rebate given to Raipur Development Authority was Rs 6 crore 37 lakh 20 thousand 450.
# Regarding the approved layout of the real estate project New Swagat Vihar in village Dunda, Sejbahar and Boriyakala, tehsil and district Raipur and providing plots to the affected people, it was decided to cancel the 8 layouts approved earlier. Considering New Swagat Vihar Colony as an unauthorized colony, action for regularization should be taken. In Kaushalya Mata Vihar Nagar Vikas Yojana, it was decided to denotify some of the builder’s lands to separate them from the scheme so that plots can be provided to the affected people.
# Regarding determining the allocation rate and process of land allotment of the proposed wholesale commercial market or commercial hub project in Nava Raipur Atal Nagar, it was decided that in compliance with the announcement of the Chief Minister, traders will be given Rs 540 per square foot instead of Rs 945. The plot will be given at the rate of Rs. Due to this, the total amount of loss caused to Nava Raipur Authority of Rs 117.86 crore will be reimbursed by the state government.
# Approval was given to relax the minimum qualifying service of 4 months in 5 years for promotion from the post of Scientific Officer (Physics Gazetted, Second Class) to Senior Scientific Officer (Physics Gazetted First Class) under State Forensic Science Laboratory, Raipur.
# It was decided to create 03 posts of Additional Director in Pay Matrix Level-15 (Pay Scale 118500-214100) in Public Relations Department.
# It was decided to allot the land of Rajgami Estate for Widener Memorial School.
# Decision was taken to give concession in allotment and management of government land to Ratneshwar Kurmi Kshatriya Seva Sansthan, Ratanpur.
# It was decided to provide concession in the land allotted to the applicant organization president, Chhattisgarh Halba Tribal Society, Bhilai-Durg.
# It was decided to provide concession in allotment of government land to Gond community district-Surguja.
# It was decided to provide concession in allotment of government land to Rajwar Samaj Surajpur.
# Delhi wise Kurmi Kshatriya Samaj Rajnandgaon decided to provide allotment of land for the construction of a social building.
# It was decided to allot land to Tehsil Sahu Sangh Churia, District Rajnandgaon for the construction of a social building.
# It was decided to provide concession in allotment of government land to Hardiya Sahu Samaj Raipur and Sahu Samaj Durg.
# It was decided to provide land ownership rights to the occupants of Manendragarh urban area before the year 1959.
# The draft of amendment in Revenue Book Circular Volume 6 Number 4 was approved.
# It was decided to provide relaxation in the prescribed criteria for making Gram Panchayat Ghumka, District Rajnandgaon a Nagar Panchayat.
# It was decided to provide relaxation in the prescribed criteria for making Gram Panchayat Portha, District Sakti a Nagar Panchayat.
# It was decided to appoint Shri Sudeep Thakur as Director (Contract) in Chhattisgarh State Hindi Granth Academy.
# It was decided to provide 100 percent grant to Shri Rameshwar Gahira Guru Prachya Sanskrit Mahavidyalaya, Shri Kot, District-Balrampur-Ramanujganj under the provision of Chhattisgarh Non-Government Colleges and Institutions (Establishment and Regulation) Act 2006.
