Raipur: Council of Ministers meeting

Raipur, 13 February 2021.  A Council of Ministers meeting was held at his residence office here today under the chairmanship of Chief Minister Shri Bhupesh Baghel. Important decisions were taken in the meeting as follows: –

* It was decided to start classes from 9th to 12th in all schools of the state and classes of universities and colleges on Monday, 15 February.

With this, it was decided to start all skill development training programs in the state.

All instructions issued from time to time by the Central and State Government will be followed to prevent infection of Corona epidemic in the classrooms.

* 2- It was decided to constitute “Bastar Fighters” Special Force in all the districts of Bastar Division.

* 3- It was decided to implement “Rajiv Nagar Awas Yojana” in all the districts of the state to provide housing to the poor of all categories. Under this, government land will be made available to Chhattisgarh Housing Board at the rate of Re. 1 per square feet. Under this scheme, one lakh residential buildings will be built in all urban, semi-urban and major towns of the state.

* 4- Under the Godhan Nyaya Yojana, important decisions were taken regarding making Gothan Committee and Self Help Groups self-reliant. Under this, the cost of purchasing cow dung (2.5 kg) out of Rs. 10 per kg of vermi compost will be given to the concerned Gothan Samiti. Similarly, the expenditure on processing and packaging will be Rs 0.65 to the concerned group. Lamps or packs and co-operative bank will be paid commission of Rs 0.45 and Rs 0.05 respectively for the marketing of vermi compost, thus a total of Rs 0.50 per kg. It was also decided in the meeting that the potential dividend amount received from the sale rate per kg of vermi compost will be given to the Self Help Groups and Gothan Samitis in the ratio of 85: 15.

* 5- For the development of good educational institutions in Nava Raipur Atal Nagar, in the sectors whose detailed layout has not been prepared at the sector level, the premium rate for educational purpose is 3706 per square meter instead of 2475 per sqm. It was decided to allot through the medium. This rate will be effective till 31 May 2022.

* 6- Proposal for re-determination of development fee of infrastructure at sector level was approved to encourage investment, employment and settlements in Nava Raipur Atal Nagar. Under which the premium rates have been reduced from 10 to 21 percent on average.

* 7- In order to encourage investment, employment and settlements in Nava Raipur Atal Nagar, the proposal for allotment of land at a discounted premium rate was approved.

* 8- Out of the net income derived from the trade of tendupatta, it was decided to provide 15 percent of the amount to the collecting societies for the trade of nationalized minor forest produce as well as lac farming. This work by the Committees This will be done under the guidance of the State Small Forest Produce Association.

* 9 – For the establishment of Small Forest Produce based processing industries, the MoU was approved between the State Government, Chhattisgarh State Small Forest Produce Association and private investors.

* 10- DGPS in the forest areas of the state from Campa item. It was decided to conduct survey work.

* 11 The amendment to sub-rules (one) and (two) of Section 31-A of the Detention Act-1900 was approved.

* It has been decided to apply only the fixed rate of water from time to time for the same source (government / natural / self-made etc.) by the government to industrial institutions under 12 states. Gone.

* 13 The draft of the Right of Way Policy-2021 was approved for the development of telecommunication infrastructure in Chhattisgarh.

* 14- The decision to purchase sugar required for public distribution system through open tender for one year from February 2021 was approved.

* For the execution of 15 Jal Jeevan Mission to hand over the financial rights of up to 5 crores to the District Water and Sanitation Mission through single / group tender of village tap water scheme or retrofitting works (works within the village) in single / group. Has been decided

Similarly, under the group water supply schemes (works outside the village) all rights related to the implementation of various works have been assigned to the State Water and Sanitation Mission.

* 16- It was decided to allot the prescribed interest and land rent amount of land allotted in the village BoriaKala Tehsil and District Raipur for the welfare of Shri Shankaracharya Ashram and public welfare at token rate.

* 17 – It was decided to allot the properties built on government land to the Raipur Development Authority at the rate of Re 1 per sqft.

* 18- The proposal of the Chhattisgarh Excise Policy for the financial year 2021-22 was approved.

* 19- The draft amendment to the Chhattisgarh State Rural and Other Backward Classes Area Development Authority Reorganization Rules-2020 was approved.

* 20- The draft Chhattisgarh State Rural and Other Backward Classes Area Development Authority Fund Rules-2020 has been approved.

* 21- The draft of Chhattisgarh Appropriation Bill, 2021 has been approved for the third supplementary estimate year 2020-2021 in the Legislative Assembly.

* 22- After the presentation of the Budget Estimate Year 2021-2022 to the Legislative Assembly, the draft Chhattisgarh Appropriation Bill, 2021 was approved.

* 23- The draft of the address of the Hon’ble Governor was approved for the tenth session of February-March 2021 of the Chhattisgarh Fifth Assembly.
