Raipur: Council of Ministers Meeting

Raipur, 17 December 2020. A meeting of the Council of Ministers was held at his residence office here today under the chairmanship of Chief Minister Mr. Bhupesh Baghel. Important decisions were taken in the meeting as follows: –

1- It was decided by all the government departments of the state government to purchase the material from the suppliers of the state itself. For this, the proposal for amendment of Chhattisgarh Government Stores Purchase Rules, 2020 was approved.

2- The proposal for reorganization of Chhattisgarh State Farmers Welfare Council was approved.

The decision to increase the selling rate of Vermi compost produced from 3 rupees per kg to Rs 10 per kg was approved by the Council of Ministers.

4- Durg District Housing Committee Rajnandgaon (Mohan Nagar) was granted permission to execute lease of allotted Nazul land.
The draft of the 5-Indian Stamp (Chhattisgarh Amendment) Bill-2020 was approved.

6 – The proposal of Chhattisgarh Freight Control (Amendment) Bill 2020 was approved for amendment in Chhattisgarh Freight Control Act 2011.

It was decided to obtain the recommendations of the committee in the proposed amendments by forming a Council of Ministers Sub-Committee to amend the Chhattisgarh Unauthorized Development Regularization Act 2002 and Chhattisgarh Unauthorized Development Regularization Rules, 2002.

8- The decision to relax the Chhattisgarh Municipal Corporation Act, 1956 under the provisions of the Chhattisgarh Immovable Property Transfer Rules 1994, for the use of Municipal Corporations owned vacant buildings for the City Diagnostic Center Scheme.

9 – The draft Chhattisgarh Fiscal Responsibility and Budget Management (Amendment) Bill 2020 was approved.

10- After the Second Supplementary Estimation Year 2020-21, the draft Chhattisgarh Appropriation Bill-2020 was approved in the Legislative Assembly.

11- It was decided to redevelop the dilapidated buildings constructed in the district headquarters and major cities of the state. In which in principle approval was given to the redevelopment plan of Shanti Nagar of Raipur.

12- Chhattisgarh Housing Board and Raipur Development Authority should be allowed to free-hold residential and residential / commercial property included in commercial plan on government land allotted on the terms and conditions.
13- Under the integrated registration system in construction works contracts of Chhattisgarh state, it was decided to amend the criteria (i) and (iv) of ‘E’ category. Under which, in the criteria (i), there will now be registration of graduate unemployed youth in the general areas, while in the scheduled areas, higher secondary passing unemployed youth will be registered in the E category, whereas in the earlier scheduled areas also the graduate unemployed youth will be registered in the E category Is going.
Similarly, in criterion (iv), E-category registration and competition will be limited to the block and municipal limits. The registration will be at the block level and the concerned municipal corporation area will also be considered as a unit for registration, whereas earlier there was a provision that the block of which the graduates will be residents can participate in the competition for the work under the same block.

14- Chhattisgarh Road and Infrastructure Development Corporation Limited approved the process of obtaining loan from banks / financial institutions and editing works by obtaining sovereign guarantee from the state government.

15- It was also decided to increase / renew the service period of the remaining 69 contract training officers in Industrial Training Institutes under Directorate of Employment and Training. In the past, contract service of 235 contract training officers has been increased.
