Negligence in implementation of schemes will not be tolerated

Chief Minister Shri Vishnu Dev Sai has said that the collectors should work with sensitivity keeping the interests of the general public at the center. The problems of the general public should be solved quickly. There should be no laxity in the implementation of the flagship schemes of the government. Work together on mission mode to ensure that the benefits of these schemes reach 100 percent of the beneficiaries. The work of the administration should create a sense of trust in the minds of the public towards the government and administration.

The Chief Minister gave these guidelines to the officials in the Collectors Conference which went on for 8 hours continuously in the capital Raipur today. The Chief Minister was present in the meeting continuously except for the lunch break. Many important topics were discussed in the conference. Chief Secretary Mr. Amitabh Jain, Secretary to the Chief Minister Mr. P. Dayanand, Mr. Basavaraju S., Mr. Rahul Bhagat and secretaries of all concerned departments, commissioners of all divisions, collectors of all districts, CEOs of district panchayats and commissioners of municipal corporations were also present in the Collector-SP conference.

The Chief Minister said that good work will be appreciated and strict action will be taken in case of negligence in work. The Chief Minister said that the performance of the collectors will be reviewed at regular intervals and the ranking of the districts will be decided. He said that whatever responsibility has been assigned to you is monitored. We keep an eye on the implementation of flagship schemes and the work of the district administration. It is also seen how promptly the district administration works on the incidents happening in the district. The first responsibility of the collectors is to maintain law and order as a magistrate. If any matter of dissatisfaction comes to the fore during dialogue with various organizations, then it can be resolved at the local level.

The Chief Minister said that Jandarshan is organized on Thursday in Raipur. Many such small problems are raised in it which can be resolved at tehsil and district level. The collector should ensure that only such problems are raised in the Jandarshan held in Raipur which cannot be resolved at the district level. Collector Jandarshan program should be organized regularly to solve the problems of the general public in the districts. The image of the government is built by the easy access of government schemes to the citizens. The collector should also ensure that landless families do not face any problem in making caste certificates. Caste certificates of these families should be made on priority.

The Chief Minister said that the implementation of PM Janman Yojana and Pradhan Mantri Awas Yojana should be done with utmost priority. He said that I have closely felt the pain of the special backward tribes. PM Janman Yojana is a new ray of hope for these tribes. Its implementation should be done with utmost seriousness and the beneficiaries should get 100% benefit of the schemes. He said that I will personally inspect the implementation of PM Janman Yojana by going among the special backward tribes. In the recently held cabinet meeting, the Prime Minister has approved 8 lakh 46 thousand houses in the state under the Pradhan Mantri Awas Yojana. Due to which the dream of poor families to have their own house will now be fulfilled.

Chief Minister Shri Sai said that education is our top priority. For the first time, an initiative has been taken to organize parent-teacher meetings and invitation feasts with public participation. Arrangements have been made for children’s education in local language. Along with the quality of education, safety of school buildings should also be ensured. The work of making permanent caste certificates of children in schools should be done on priority.

The Chief Minister said that revenue related matters should be resolved within the time limit and with quality. The more promptness the staff shows in resolving revenue matters, the better will be the image of the government. The more we increase technical innovation, the more revenue related corruption will decrease. Transparency will come in this area through digital crop survey, geo-referencing of land maps etc. Maximum employment opportunities should be created in rural areas through MNREGA. Water conservation works should be promoted. Chhattisgarh has a beautiful tradition of ponds. New ponds should be built, this will improve the water level and water will be available for farming. Amrit Sarovar Yojana started by Prime Minister Shri Modi ji should be implemented effectively. Prepare a proposal for roads for those villages of Bastar, Surguja and plain areas which are cut off during monsoon and send it soon.

Chief Minister Shri Sai said that there should be better implementation of health services, patients should not face any problem in getting treatment with Ayushman Card even in private hospitals. PM Jan Aushadhi Kendra should be at prime location, there should be adequate availability of medicines here. A large population of the state is dependent on government hospitals, its system should be proper. Health budget should be used properly and the amount of Jeevan Deep Committees and DMF should be used in creating basic health infrastructure. Continuous campaigns should be run regarding dengue and malaria. There should be proper arrangement for identification and treatment of sickle cell patients.

The Chief Minister said that due to technical reasons in banks, some beneficiaries face difficulty in getting the amount of Mahtari Vandan Yojana, the collector should keep an eye on this. Community participation should be ensured to eliminate malnutrition. The area of ​​pulses, oilseeds and millets should be increased. Work should be done towards doubling the income of farmers through horticulture, animal husbandry and fish farming. Full focus should be kept on the implementation of affordable housing scheme in urban areas, drinking water, sewerage system cleaning work. The population is shifting rapidly in the cities. Civic amenities should be prepared afresh here. Work fast on the applications for forest rights certificates.

The Chief Minister said that our PDS model has been adopted by the entire country. From paddy procurement to storage, milling to availability of ration to consumers in PDS shops, detailed monitoring is necessary at every level. He said that the Good Governance and Convergence Department has been created. The better the system we can create to solve the complaints of the common man, the better will be the image of the government. Effective action should be ensured on all the applications received in the Chief Minister’s Jandarshan.

The Chief Minister said that employment generation is most important for us. Work for skill development should be done as per the resources and requirements available in the district. Ensure access of skilled labour to employers. Also ensure that there is no problem in the ground implementation of the pension schemes of the Social Welfare Department. Keep monitoring the works of Jal Jeevan Mission. If there is any problem, then inform about it.

Negligence in payment of social security pension will not be tolerated.
The Chief Minister said that pension amount is the basis of life of the underprivileged section. Any kind of negligence in this will not be tolerated. The collector should ensure that pension is paid to the beneficiaries on time. He said that an amount of Rs 400 crore is available in the destitute fund. Prepare an action plan for building special schools and hospitals for handicapped children and submit it soon. De-addiction has become a national problem today. Establish de-addiction centres in each district and run special campaigns.

Bastar Olympics 2024 will be organized
The Chief Minister said that Bastar Olympics 2024 is being organized to connect the sports talents of Naxal-affected and sensitive districts with the world. Divyangs and surrendered Naxalites will also get a chance to show their sports talent in this.
