Raipur, 30 May 2021. The State Government is implementing “Chief Minister Plantation Promotion Scheme” from June 1, 2021 with a view to encourage maximum plantation work in Chhattisgarh. In this, all the citizens of Chhattisgarh state, according to the availability of private land and all the Gram Panchayats and Joint Forest Management Committees will be eligible to take the benefit of the scheme. Guidelines have been issued to all district collectors and forest officers by the Department of Forest and Climate Change in connection with the implementation of the Chief Minister Plantation Promotion Scheme.
Under the Chief Minister Plantation Incentive Scheme, farmers who have taken paddy crop in the Kharif year 2020, if they plant trees in their fields instead of paddy crop, then they are given incentive at the rate of Rs. 10 thousand per acre per year for the next 3 years. Will go Similarly, if commercial plantation will be done from the amount available with the Gram Panchayats, then in case of successful plantation after one year, the concerned Gram Panchayats will be given incentive at the rate of Rs.10 thousand per acre from the government. This will increase the income of panchayats in future. Apart from this, if the plantation is done on revenue land on commercial basis from the amount available with the Joint Forest Management Committees, then like the Panchayat, the concerned committee will be given an incentive at the rate of Rs. 10,000 per acre after one year. The committee concerned will have the right to cut and sell trees.
It is worth mentioning that in the cabinet meeting held under the chairmanship of Chief Minister Shri Bhupesh Baghel on May 18, an important decision was taken to implement “Chief Minister Tree Plantation Promotion Scheme” in Chhattisgarh. The main objective of the scheme is to encourage maximum plantation in the state. At the same time, it is to reduce the adverse effects of climate change by improving the environment. In this, private sector, farmers, government departments and village panchayats will be encouraged to plant commercial, industrial plantations of non-earthen species on the land. Similarly, by increasing the income of farmers through plantation, their economic, social status has to be improved. Similarly, to promote plantation on private and community lands, to progressively reduce the import of wood by increasing the production of wood and to protect the forests by reducing the biological pressure on the wood available in the forests. At the same time, it is also to increase the GDP by meeting the needs of the wood of industries and creating employment on a large scale.
Under the Chief Minister Plantation Incentive Scheme, large scale plantation of non-forest, non-earthen, bamboo and other minor forest produce and medicinal plants will be planted in non-forest areas and agro-forestry will be encouraged. High quality plants will be prepared for this. The forest and revenue forest land on which the forest rights letter has been given will also be planted on the land with the consent of the beneficiaries, planting fruit, bamboo, small forest produce and medicinal plants. Plantation of trees in private lands will be encouraged to reduce product pressure from forest areas, fodder, earthen timber and industrial areas and in accordance with the directives issued by the Ministry of Environment, Forest and Climate Change, Government of India. In the private sector, the provisions of the permission for cutting trees for pre-erected trees and planted trees will be made simpler and easier.
Under the scheme, rules will be made in accordance with the guidelines of the Government of India and the provisions applicable in the state, to free the self-imposed trees from the requirement of transport permission. The Revenue Department will amend the rules in such a way that citizens need only to inform the Revenue and Forest Department to plant and cut trees and there should not be any permission from any department official to cut the plants planted by them. So that more and more people can be encouraged to plant trees.
