Order issued regarding salary structure and other facilities of Gram Panchayat Secretaries

Following the announcement made by Chief Minister Shri Bhupesh Baghel in the monsoon session of the Assembly, the Panchayat and Rural Development Department has issued an order regarding the approval of the revised salary structure and other facilities of Gram Panchayat Secretaries. Regarding the approved honorarium/pay scale of Gram Panchayat Secretaries working in the Gram Panchayats of the state by the State Government, the Gram Panchayat Secretary with less than 15 years of service period will be given Rs. 3500-10000+1100 grade pay and Rs. 4000 special allowance, more than 15 years of service. The tenured Gram Panchayat Secretary will be given grade pay of Rs 5200-20200+2400 and a special allowance of Rs 3000.

Gram Panchayat Secretaries will be eligible for 25 days earned leave and 12 days casual leave in a calendar year. A female Gram Panchayat Secretary who has less than two living children can be granted maternity leave for up to 180 days (from pregnancy to six months after the birth of the child). A male Gram Panchayat Secretary who has less than two living children can be granted paternity leave of 15 days (from 15 days before to six months after the birth of the child). Gram Panchayat Secretaries will not be eligible for any kind of leave encashment under this order in future.

Panchayat Secretaries who have completed more than 05 years of continuous service, on their retirement, are sanctioned a gratuity equal to one-fourth of their last emoluments, subject to a maximum of 16.5 times of their achievements, for each completed half-yearly period of qualifying service. Can be done. If a Panchayat Secretary dies while in service after completing a continuous service period of 05 years, then the amount of gratuity will be equal to 10 times of his total final emoluments or the amount fixed under clause (a), Whatever is more will be paid. The amount of gratuity payable for both clauses (a) and (b) will not exceed Rs 10.00 lakh.

Gram Panchayat Secretaries will be eligible for reimbursement of medical expenses. This facility will be provided only for in-patient treatment in recognized hospitals updated by the government from time to time. The maximum limit of medical expense reimbursement will be Rs 5 lakh per year. Its detailed process will be issued separately.

This order will be effective from 01 October 2023. Earned leave and casual leave will be payable proportionately only for the year 2023. Panchayat Secretaries will be given annual increment at the rate of 03 percent on July 01 every year. Dearness allowance applicable from time to time will be payable. Any benefit of increase in the proposed salary, allowances and other facilities will not be payable with retrospective effect nor will any arrears be payable in respect of the same. Apart from the proposed salary and allowances, no other allowances will be payable. In the cases of any Panchayat Secretary who is/was irregularly absent before the coming into effect of these proposed facilities (01 October 2023) or whose service related cases are pending in the court, he/she will be included within the scope of eligibility for such facilities. It will be brought only when his irregular absence is duly resolved or the pending court case is finally resolved.

Any Panchayat Secretary against whom the departmental inquiry has not been finally resolved and/or against whom any type of criminal case is pending, will not be brought under the ambit of the facilities proposed in this order till the final resolution.
