Out of a record quantity of 92 lakh metric tonnes of paddy procured in the Kharif marketing year 2020-21, 75.59 lakh metric tonnes of paddy has been lifted so far and only 16.41 lakh metric tonnes of paddy is left for lifting in the committees. The target of which has been decided by the department to lift before the onset of the rainy season. Millers continue to be lifted for custom milling of the remaining paddy in the committees in the state Besides, paddy is also being continuously lifted through transport from committees. Apart from this, due to the continuous process of auction of surplus paddy, successive buyers are also constantly lifting the paddy. Delay in allowing paddy procurement to Food Corporation of India by the Central Government, non-availability of gunny bags, delay and lockdown in permission to use old gunny bags affected the pace of paddy lifting and its custom milling work from committees in various districts.
In the Kharif marketing year 2020-21, out of a record 92.00 lakh metric tonnes of paddy procured by the state government on the minimum support price from farmers, about 50.41 lakh metric tonnes of paddy committees so far for custom milling to millers and about 20 lakh metric tonnes to paddy collection centers Has been supplied Apart from this, about 9.09 lakh metric tonnes of paddy has been auctioned out of 10.72 lakh metric tonnes of surplus paddy in Kharif marketing year 2020-21, out of which 5.18 lakh metric tonnes of paddy has been lifted from the committees by the buyers.

It is noteworthy that paddy procurement was started by the state government in the year 2020-21 from December 1, 2020 and in the month of December 2020, the paddy procurement started from the committees, custom milling of paddy was also started under the target of the Civil Supplies Corporation. was. Even after repeated requests of the State Government, the permission of 24 lakh metric tonnes of rice under the Food Corporation of India was granted by the Central Government on 3 January 2021, in the year 2020-21. Due to this, the work of custom milling of rice to be deposited under the Food Corporation of India in the state started late. Apart from this, the pace of rice deposits in the Food Corporation of India was also affected due to non-availability of sufficient new gunny bags by the central government in the year 2020-21. On 18 March 2021, due to continuous correspondence with the Central Government to allow rice deposits in old gunny bags, the State Government gave permission to deposit rice in old gunny bags. In this way, the pace of lifting of paddy from the committees was also affected due to the delay by the central government in providing permission for the deposit of rice in the old gunny bags.
Similarly, due to the lockdown due to Kovid-19 epidemic, the pace of paddy lifting and its custom milling work was also affected by the committees in different districts of the state. All the necessary arrangements were made for the storage of about 20 lakh metric tonnes of paddy stored in the collection centers. Continuous inspection of the remaining paddy stored in the committees is being done by the district administration. Necessary instructions have also been circulated to the committees for proper maintenance of the remaining paddy. In the societies, in the event of paddy sacks getting wet due to rain, instructions have been given to them to pellet in other gunny bags. So far, about 7,600 platforms have been constructed in various committees for safe storage of paddy in the state. Apart from this, there is an action plan to construct about 2,000 additional platforms in the next phase.
For the protection and storage of paddy, an amount of 3 rupees per quintal is also provided to the committees. Out of this, an amount has been given to the committees at the rate of Rs. 2 per quintal. Apart from this, it has been decided to increase the incentive amount provided to the committees this year, instead of Rs. 4 per quintal, the amount will be given to the committees at the rate of Rs. 5 per quintal. In this way, all necessary arrangements have been ensured for safe keeping of stored paddy in the society and collection centers in the state, as well as quick and continuous lifting of remaining paddy for disposal. So far, there is no condition of paddy spoils at any place in the state.
