Raipur, 10 September 2021. Chief Minister Bhupesh Baghel has said that Chhattisgarh will become the millet hub of the country in the coming times. He said that under Millet Mission, an initiative has been taken to provide input assistance, procurement arrangements, processing and expertise of experts to the farmers to get the right price for small grain crops. Like minor forest produce, we want to make small grain crops also the strength of Chhattisgarh.
Chief Minister Shri Bhupesh Baghel today at his residence office at the Indian Institute of Millet Research, Hyderabad and the 14 districts under Millet Mission of the state Kanker, Kondagaon, Bastar, Dantewada, Bijapur, Sukma, Narayanpur, Rajnandgaon, Kawardha, Gaurela-Pendra-Marwahi, He was addressing the program organized for signing of MoU between the collectors of Balrampur, Koriya, Surajpur and Jashpur. Under the MoU, the Indian Institute of Millet Research Hyderabad will provide support and guidance for increasing the productivity of Kodo, Kutki and Ragi, technical know-how, availability of high quality seeds and establishment of seed bank in Chhattisgarh. Apart from this, arrangements will be made for training the farmers of Chhattisgarh through Krishi Vigyan Kendra for spreading the scientific technology developed at the national level related to millet production by IIMR Hyderabad at the field level.
On this occasion, Forest and Climate Change Minister Mr. Mohammad Akbar, Industries Minister Mr. Kawasi Lakhma, Additional Chief Secretary to Chief Minister Mr. Subrata Sahu, Agriculture Production Commissioner Dr. M. Geeta, Chhattisgarh State Minor Forest Produce Cooperative Federation Managing Director Mr. Sanjay Shukla, Secretary Industries Department Mr. Ashish Bhatt, Director Industries Mr. Anil Tuteja were present. Director of Indian Institute of Millet Research Dr. Vilas A. Tonapi and Chief Scientist Dr. Dayakar Rao and Collectors of 14 districts joined the program online. In view of the increasing demand for millets like Kodo-Kutki, Ragi in the country and abroad, the Millet Mission will not only increase the income of the farmers of Vananchal and tribal areas, but will also give a new identity to Chhattisgarh. At the same time, the processing and value addition of millets will also provide employment to farmers, women’s groups and youth. Kodo-Kutki in 20 districts of Chhattisgarh, Ragi is produced. In the first phase, MoUs were signed with 14 of these districts.
Chief Minister Shri Bhupesh Baghel said on this occasion that minor cereal crops like Kodo, Kutki and Ragi are mostly sown in our forest areas. Crops like Kodo, Kutki and Ragi are rich in nutrition. There is a good demand for them in the country. These are sold at very good prices in urban areas. But Kodo, Kutki and Ragi born in Chhattisgarh have not been able to come out of Vananchal. Till now, neither the support price of these crops was fixed, nor was there any arrangement for its purchase. Even after producing such an important and valuable crop, the farmers who grew it remained poor of the poor.
The Chief Minister said that the State Government has now started Mission-Millet to increase the yield of these crops, ensure good procurement arrangements and take them to the city markets after processing them. Along with fixing the support price of Kodo, Kutki and Ragi, the state government has also included them under the purview of Rajiv Gandhi Kisan Nyay Yojana. With this, now the farmers growing these small cereal crops will also be able to get input assistance like other farmers.
Shri Baghel said that the purchase of minor cereal crops would be done through the Van Dhan societies of Chhattisgarh Small Forest Produce Co-operative Federation. After processing these crops, they will be used in schemes like mid-day meal, public distribution system, nutrition program. With this, arrangements will be ensured to take the finished products to the markets of the metropolitan cities. It has also been decided to manage Rs 170 crore 30 lakh for the next five years of Millet Mission through DMF and other means. He said that under Millet Mission, farmers taking Kodo-Kutki and Ragi crops would be given an input assistance of Rs.9000 per acre and Rs.10,000 per acre for taking Kodo-Kutki and Ragi instead of paddy.
The Chief Minister said that like minor forest produce, large-scale employment opportunities would be created at the local level due to value addition of small-grain crops. Two processing units have been established at Kanker and Durgukondal. Sisters of Self Help Groups are getting employment from this. Like minor forest produce, we also want to make small grain crops the new strength of Chhattisgarh. In the next phase, MoUs will be signed with more such districts, where production of Kodo, Kutki, Ragi is abundant.
In the program MoU was signed between Avani Ayurveda Pvt Ltd and M/s Braj Commercial Pvt Ltd for Mahua processing and Industries Department for setting up millet processing industry in Kanker district. A processing plant will be set up by Avani Ayurveda at a cost of Rs 5.34 crore for Kodo-Kutki and Ragi value addition and processing in Kanker district. The capacity of this processing plant will be about 5 thousand tonnes per annum. It will provide employment to about 100 people. Similarly, for processing Mahua, a plant will be set up by M/s Braj Commercial Private Limited at a cost of Rs 25 crore, in which 75 people will be directly employed.
IIMR Director of Dr. Vilas A. Tonapi said that at present there is a need to increase food diversity in our diet to address the problem of life style diseases and malnutrition. The Millet Mission starting in Chhattisgarh will prove to be a milestone in this direction. He said that it is a good initiative by the state government to provide input assistance to the farmers taking millet production in the state of Chhattisgarh. He said that the year 2023 will be celebrated as the International Year of Millet. Through the Millet Mission, by the year 2023, Chhattisgarh will be successful in making a mark as a Millet Hub in the country.
The Managing Director of Chhattisgarh State Minor Forest Produce Co-operative Federation, Mr. Sanjay Shukla said that IIMR. Specialists will be posted in the districts by the State Government who will guide the farmers to increase the production of millets. Senior consultant will also be appointed at the state level. He will act as a master trainer. He informed that seed banks for small grain crops would be established in Bastar, Surguja, Kawardha and Rajnandgaon.
