Raipur, 25 June 2020. Chief Minister Mr. Bhupesh Baghel to launch the Gudhan Nyay Yojana in Chhattisgarh State to make cow rearing economically profitable in Chhattisgarh state and to prevent open grazing and management of stray animals in roads and cities and environment. Has announced The scheme will begin on the auspicious day of Hareli festival in the state. Chief Minister Shri Bhupesh Baghel gave information about this innovative scheme of the state government in an online press conference in the meeting hall of his residence office today.
Giving details about the Godhan Nyaya Yojana, the Chief Minister Shri Bhupesh Baghel said that the purpose of this scheme is to promote cow rearing in the state as well as protect them and through them financially benefit the cattle rearers. He said that the Government of Chhattisgarh has tried to promote the four signs in the last one and a half years by strengthening the rural economy of the state through the four markings of Chhattisgarh – Narva, Garuva, Ghuruwa, Bari. Gouthans have been constructed for the conservation and promotion of livestock in the villages. Gouthans have been constructed in 2200 villages of the state and Gauthans are being constructed in 2800 villages. In the coming two-three months, about 5 thousand villages will become Gothan. We are developing these Gothanas as livelihood centers. The manufacture of large quantities of vermi compost has also been started through women self-help groups.
The Chief Minister said that the Godhan Nyaya Yojana will prove to be an innovative scheme for the protection of the economic interests of the livestock of the state. He said that the rate would be fixed for purchasing cow dung from cattle ranchers. A five-member ministerial sub-committee has been constituted under the chairmanship of Agriculture and Water Resources Minister Shri Ravindra Chaubey to determine the rate. In this committee, Forest Minister Mr. Mohammad Akbar, Cooperative Minister Dr. Premasai Singh Tekam, Urban Administration Minister Dr. Shiv Kumar Dahria, Revenue Minister Mr. Jaisingh Agrawal have been included. According to the suggestions of farmers, livestock owners, cow owners and intellectuals, this ministerial committee will determine the rate of cow dung in eight days. The Chief Minister said that a committee of Principal Secretaries and Secretaries has been constituted under the chairmanship of the Chief Secretary to determine the process from procurement of cow dung to its financial management and production of vermicompost. He said that from the festival of greenery in the state, cow dung from cattle herders and farmers will start to be purchased at the prescribed rate. This scheme will prove to be important from the point of view of economy in the state and in improving the rural economy and it will have far-reaching consequences. Through this, employment opportunities will also increase in villages. The Chief Minister also urged farmers, cattle rearers and intellectuals to make suggestions regarding rate fixation of cow dung in the state.
Chief Minister Mr. Bhupesh Baghel said that there has been a tradition of open grazing in the state of Chhattisgarh. This results in loss of crops of animals as well as farmers. Stray cattle in cities cause road accidents, causing loss of life and property. He said that cow spinach leaves them in the open after extracting milk. This situation will change completely after the implementation of this scheme. Animal keepers will manage their fodder and keep them tied, so that they can get cow dung, which they can sell and get economic benefits. The Chief Minister said that the urban administration will make complete arrangements to prevent stray animals in the cities, from purchasing cow dung to production of vermicompost through it.
On this occasion, the Chief Minister while answering the queries of the journalists said that the scheme has been prepared solely on the basis of promoting economic activities. This will generate additional income. Employment opportunities will increase. A complete system will work for the implementation of this scheme. Answering a question, the Chief Minister said that through Vermi Compost we will move towards organic farming. Its huge market is available. He said that the sale of vermi compost fertilizer to be prepared through the Godhan Nyaya Yojana will be done through cooperative societies. In the state, along with farmers, the forest department, agriculture, horticulture, urban administration department require a large amount of fertilizer at the time of plantation and horticulture cultivation. It will be supplied from the fertilizer produced through this scheme. In response to a question, the Chief Minister also said that the government will also arrange for marketing of additional organic manure.
