Raipur , 29 July 2021. Chhattisgarh Chandulal Chandrakar Memorial Medical College Durg (Acquisition) Bill 2021 was passed by voice vote in the Chhattisgarh Legislative Assembly today . Health and Medical Education Minister Shri T.S. Replying to the discussion on the bill in the House, Singhdeo said that the state government has decided to acquire this medical college in public interest. He said that opening of Government Medical College in Durg has been the priority of the State Government.
Mr. Singhdeo said that after the formation of the new state government, Chief Minister Mr. Bhupesh Baghel had given his consent to the proposal to open one medical college in all the Lok Sabha constituencies of the state and asked to make efforts for it. Two years ago, the Central Government had made a provision in the budget to open 75 medical colleges across the country and had sought proposals from the state government for this. Had proposed three medical colleges in the state , where the state government Kanker , had submitted a proposal for Korba and opening medical colleges in Mahasamund , who received the consent Center. 6 medical colleges operated in Chhattisgarh and 9 of the state including these 3 medical collegesThere will be one medical college each in the Lok Sabha constituencies. Could not sent a proposal to open a medical college in Fort Union , because the central government has bet was placed , where it opened a government or private medical colleges in the past , should not be sent to offer there. According to this policy of the Center, Chhattisgarh does not get any amount for opening a government medical college in Durg. Due to this a proposal to open a Government Medical College in Durg could not be sent. Since then, all possible options were being considered by the Chhattisgarh government to establish a government medical college there.
Shri Singhdeo said that in the process of acquisition of Chandulal Chandrakar Memorial Medical College, Durg, it has been clearly mentioned in the file that this case will not be a future instance. Only one time permission is being given. He said that we are contemplating for the last two and a half years to open medical colleges in Janjgir-Champa and Durg Lok Sabha constituencies , so that the target of opening one medical college each in all the Lok Sabha constituencies can be fulfilled. During this, discussions have also been held about the acquisition of private hospitals to strengthen health services. Shri Singhdeo said that this bill is not to benefit the people associated with any company ,Rather, it has been brought in the public interest. Liabilities are limited in the acquisition. Shri Singhdeo said that the State Government has taken a decision to acquire this medical college after considering all the aspects. He said that the public representatives and citizens of Durg district have also been demanding to open a government medical college in Durg. He said that it is the intention of the State Government to have a Medical College in every Lok Sabha constituency and District Hospital and Super Specialty Hospital in the districts. The students of this medical college also met me.
During the discussion, MLA Mr. Mohan Markam said that the State Government has decided to acquire this medical college in the interest of the students. He said that the financial burden of about Rs 200 crore comes in the running of a medical college every year. A financial burden of Rs 140 crore will come in the year for the operation of Chandulal Chandrakar Smriti Medical College . MLA Shri Devendra Yadav said that during the second wave of Corona, the students of Chandulal Chandrakar Smriti Medical College were constantly demanding that this medical college should be acquired. He said that we all saw the shortcomings of Sector- 9 hospital operating there during the time of Kovid period in Bhilai . At the same time Chief Minister Shri Bhupesh Baghel had announced that Sector- 9The hospital will be made fully equipped by the state government. For this, constant discussions were held with the Bhilai Steel Plant Management and SAIL officials. But NOC was not given by the Central Government. During the second wave of Corona, 5000 lives could be saved by using the infrastructure of Chandulal Chandrakar Medical College . He said that the acquisition of this hospital would save the future of 186 students from getting spoiled. He said that the property of this medical college would be assessed by the Valuation Officer with complete transparency. If anyone has any objection on this, it will also be resolved. This acquisition bill has been brought with transparency. He said that the acquisition would provide good infrastructure of the medical college at less than half the cost.
MLA Shri Arun Vora said that with this acquisition 750 beds will be increased and the number of seats in medical colleges of the state will increase to 1370 . MLA Dr. Laxmi Dhruva said that this acquisition is being done keeping in mind the welfare of the people and the students’ welfare. This will provide a good infrastructure made in a bunny. MLA Shri Devvrat Singh said that in this decision the pride and self-respect of Chhattisgarh has been taken care of. In this medical college hospital, arrangements will be made for the treatment of poor people of Rajnandgaon , Kawardha , Bemetara and Balod including Durg . The people of the area are happy with the decision of its acquisition. MLA Dr. Vinay Jaiswal said that 150 Dr. will meet every year from this medical college .

Notable points of acquisition of Chandulal Chandrakar Medical College
Keeping in mind the interests of the residents of the state and the students of the college, Chief Minister Shri Bhupesh Baghel announced the acquisition of Chandulal Chandrakar Memorial Medical College Kachandur by the state government in a program organized on February 2 , 2021 , on the occasion of the death anniversary of Late Shri Chandulal Chandrakar . A committee of senior officers was formed under the chairmanship of the Chief Secretary to examine all aspects of acquisition at the government level. This committee also recommended the acquisition of the college. After the recommendation of the committee, a bill was prepared to take over the college by examining and scrapping it from the Law Department. The approval of which was given by the Council of Ministers.
- In the last several years, many measures have been taken to strengthen the health services which were neglected earlier. An additional amount of hundreds of crores has been spent.
- The outbreak of the corona virus epidemic is likely to continue in the future as well.
- Ensuring availability of doctors in rural areas is still a challenge.
- The construction of a new medical college takes Rs 400 to 500 crore and a period of 3 to 4 years.
- There are still many students (future doctors) studying in Chandulal Chandrakar Smriti Medical College. The medical college is on the verge of closure, due to which the future of the students studying there is sure to be bleak.
- With the acquisition of this medical college, 150 new doctors will be available every year .
- The medical college will be acquired under the rules of land acquisition. Assessment of property is to be done only under the provisions of land acquisition. Instead of paying four times the guideline in rural areas, the cabinet decided to evaluate it up to two times. No amount shall be paid or any other liability shall be incurred in addition to the amount so fixed. Due to this, the government will have to pay less amount.
- The government will not bear the burden of other legal , financial liability of the promoters of the medical college . He will have personal responsibility. Completely transparent process. There is no question of benefiting anyone.
