In the 26th episode of monthly radio talk Lokvani, Chief Minister Shri Bhupesh Baghel today interacted with the people of the state on the topic “Success Industry, Business-Advanced Business”. The 26th episode of Chief Minister Shri Baghel’s Radiowarta Lokvani was broadcast today from 10.30 am to 11 am from all the AIR centers, FM radio and regional news channels in Chhattisgarh.

Chief Minister Shri Baghel said that Chhattisgarh has a favorable environment for industry, trade and business. He said that the investors of the country and the world should come to Chhattisgarh full of possibilities and see how new Chhattisgarh is being fortified here with the policies of industry friend, business friend, business friend, consumer friend, tourist friend, employment friend. In the state, we have given importance to such works from the very beginning, which will boost economic activities and increase employment opportunities in the state.

Chief Minister Shri Baghel said that our forefathers had dreamed that when our own state of Chhattisgarh would be formed, then there would be no unemployment here. With this goal, our government is taking initiative to provide livelihood and employment to all in the state. Whether it is forest area, rural area, government sector, semi-government sector or private sector, wherever employment opportunities are visible, our government is planning and working.

Chief Minister Mr. Baghel said that the economy of the villages has been strengthened by our decisions in Chhattisgarh. Industry and business got its benefit. Surely with everyone’s cooperation, we will be able to make Chhattisgarh’s rural economy the basis of the state’s economy. He said that after becoming the Chief Minister, I had announced the Industrial Policy 2019-2024, in which priority was given to new industries like food, ethanol, electronics, defence, pharmaceutical, solar. We want that the service sector in Chhattisgarh should get a lot of encouragement. Apart from tourism, other works have also been identified for this. MSME Service Category Enterprises include Electric Vehicle Charging Stations, Service Centers, BPOs, 3-D Printing, Provision has been made to give industrial investment promotion to 16 services like seed grading etc. like general category industries. The Chief Minister said that during Corona, we saw that many medical equipment and materials can be made locally only, therefore, like industries, provision has been made to promote industrial investment.
Land allotment rules in industrial areas were simplified, according to which land allotment land cost in industrial areas has been reduced by 30 percent. Land rent in industrial areas has been reduced by 33 percent. Notification was issued by preparing rules for freeholding of land allotted up to 10 acres outside industrial areas and industrial areas from leasehold. Due to such efforts, 1 thousand 715 new industries were established in Chhattisgarh in three years, in which investment of more than 19 thousand 500 crores was made and 33 thousand people got employment. Apart from this, 149 MoUs have also been signed, in which 74 thousand crore rupees will be invested and 90 thousand people will get employment. We have signed MoU with 18 investors for an investment of more than 3 thousand 300 crores for setting up Bio Ethanol Plant. In which more than 2 thousand people will get employment. We have even sought permission from the Central Government to make ethanol from paddy. If this permission is given, then we can make ethanol on a large scale by using the bumper production of paddy in the right direction and can also create employment opportunities on a very large scale. With this, we can also make avenues for better prices to paddy producing farmers and continuous improvement in their financial condition.

Keeping our promise, we have identified the land in 110 development blocks for the establishment of food parks. The industrial policy has special packages for scheduled castes, scheduled tribes, women, agricultural producer groups, third gender people. There was no such provision in the Industrial Policy for Other Backward Classes. Keeping this in view, 10 percent plots will be reserved for OBC category, which will be made available at 10 percent rate of land premium rate and 1 percent land rent. The Chief Minister said that I request all sections of the society that we have created new employment opportunities in the state through entrepreneurship development. People of all classes should take advantage of these opportunities, become self-supporting on a large scale and also become a medium to provide employment to many people.

    Chief Minister Shri Baghel said that in Chhattisgarh, we have also laid emphasis on the ease of industries. Certainly the parameters of Ease of Doing Business are set by the World Bank. It shows the status of ease of doing business in a country or a state. I am happy to say that in the parameters of Ease of Doing Business, our Chhattisgarh is included in the first 6 states of the country. 56 services are being provided online by the Industries Department through a single window system. Under e-district, 82 services have been made online, from shop registration to license of business. We did away with the requirement of renewal every year under the Gumashta Act so that small traders get relief. E-standard portal is being operated to bring transparency in government procurement. In this way the industry in the state, Business and business friendly environment has been created. People are saving a lot of time by making such improvements. The time which earlier had to be spent in commuting to the offices, is now being used by people in their business. We had decided to remove the ban imposed earlier by the government on the purchase and sale of small plots and said that this would also increase business and employment opportunities. I want to tell that this one decision of ours has led to deals of 2 lakh 87 thousand plots. By selling a plot, apart from the buyer-seller, many people developing that land get benefits. Millions of people get employment in cement, iron, sellers of building materials, electricians, taps, masons, carpenters, masons and many more. Due to this, the livelihood of lakhs of people started running. This money came in the market. Apart from this, we have given exemption in stamp duty on registration in favor of women. Due to which a discount of more than Rs 37 crore has been given on 50 thousand 280 registrations. In this way, the public welfare schemes of our government also brought money to the market and people also got employment.

    Chief Minister Shri Baghel said that during the Corona period, we have not only helped the laborers of Chhattisgarh but also the laborers going to other states passing through here. We have taken care of the food, drink, stay, quarantine in the villages for the laborers of our state. Apart from arranging for investigation and treatment, measures were taken to get them employment in their own state. Our good management was appreciated at the national level. At the same time we had announced that we will make a policy for migrant workers. In this way, we have prepared and notified the Chhattisgarh Migrant Workers Policy 2020. Under this policy, online registration of the returned migrant workers was done. Arrangement has been made for online maintenance of migration register. We are running schemes for the welfare of workers in both organized and unorganized sectors. Arrangements are being made for the training of workers to beautify their traditional skills with new knowledge. We are creating such opportunities in Chhattisgarh that the workers of our state do not have to go to other states. His skill and hard work were useful for the development of the state. The e-shram portal has been created by the Government of India for the registration of unorganized workers. In that too we got 64 lakhs Registering workers has secured third place in the country. We have increased the retirement age of workers from 58 to 60 years under the Factories Act. Apart from this, two new schemes have been announced on the occasion of 26 January. ‘Chief Minister Labor Resource Center’ will be established at each district headquarters and block level.
‘Mukhyamantri Noni Sashaktikaran Sahayata Yojana’ will be started for the education, employment, self-employment and marriage of daughters of labor families. Under this scheme, a lump sum amount of 20-20 thousand rupees will be paid in the bank account of the first two daughters of the beneficiaries registered in ‘Chhattisgarh Building and Other Construction Workers Welfare Board’. In the last three years, while there has been an effective check on Naxalism and its violent activities, on the other hand the people engaged in industry, trade and business have come to believe that the government is standing with them. An encouraging environment has been created for the economic development of the state, due to which employment opportunities have increased in every sector.

Chief Minister Shri Baghel said that we have adopted a multi-pronged strategy for infrastructure development. An action plan has been prepared for the construction of roads in the state at a cost of more than Rs 21 thousand crore, in which work is going on at various levels. To increase the irrigation potential in the state, work is being done expeditiously to complete the Kelo Project, Kharang Project, Maniyari Project, Arpa Bhainsajhar Project this year. Apart from this, we have doubled the actual irrigation potential through repairs and other methods by taking many practical measures. We have almost doubled the number of doctors and medical staff in the last three years. To connect the local youth with the construction works of various departments, we have arranged for e-category registration. In which 5000 youths have been registered at the block level and they have been given works costing more than Rs 200 crore on the basis of limited competition. Along with this, Suraji Gaon Yojana is being operated for the development of rural infrastructure. The development of Narva, Garuva, Ghuruwa and Bari has led to the growth of rural business opportunities on a large scale.

Chief Minister Bhupesh Baghel said that four types of resources can contribute the most to the economy of Chhattisgarh – first mineral, second agriculture, third forestry and fourth human resource. There have been many attempts in the past to establish mineral based industries but they have their own limitations as well. There is scope to increase the participation of agriculture, forest and human resource on a very large scale, which has not been seriously worked out earlier. Paddy in the name of agriculture for decades, In the name of forest, tendu leaves and in the name of human resource no more than limited government jobs were thought of. We have changed the whole strategy. In place of mineral based industries, preference was given to such industries which do not affect the environment. Agriculture and forestry were given top priority. On the one hand, the morale of the farmers cultivating paddy was boosted, while on the other hand a lot of awareness was created about alternative crops. For years we had been hearing that paddy and poverty go hand in hand. We have disproved this proverb. Now our paddy producing farmers are also prosperous. This is the reason that there has been a record breaking increase in the productivity and production of paddy in the state. At the same time, every year a new record has been made of buying on support price. There were only 15 lakh 77 thousand registered farmers in the year 2017-18. Which has now increased to 22 lakh 66 thousand. Out of this, 21 lakh 77 thousand farmers have sold paddy. The area under cultivation has increased from 22 lakh to 30 lakh 11 thousand hectare. Paddy procurement increased from 56 lakh 88 thousand to about 98 lakh metric tonnes. Apart from this, development of maize, sugarcane, oilseeds, pulses, minor cereal crops, horticulture crops is also happening at a rapid pace.

The Chief Minister said that now educated and young farmers are also growing rapidly, who are using new technology, whose results will be visible in the coming time. In this way the farms of Chhattisgarh have become an enterprise in itself. With the continuous increase in the cultivation of tea, coffee, cashew, fruits, flowers, the work of making threads from natural fibers is also being done. Not only this, Our rural brothers and sisters have shown the skill of taking food processing to new heights. Our leader and MP Rahul Gandhi ji met such new farmers and entrepreneurs during his stay in Chhattisgarh on 3rd February and also praised their products openly. Similarly, the skills of the Chhattisgarhia brothers and sisters also earned a lot of praise. Rahul Gandhi said from an open platform that the products of Chhattisgarh should now be sent to the country and the world. Talking about forest resources, earlier only 7 minor forest produce were purchased on support price. Now we have made arrangements to buy 61 minor forest produce at support price. All these products indicate that all these will prove to be the best raw material for the future industrial development of Chhattisgarh.

As far as the entrepreneurship of human resource is concerned, we have now formed Chhattisgarh Employment Mission, which has given a target to create 15 lakh employment opportunities in 5 years. We have proved by giving jobs to lakhs of people in government departments and semi-government organizations that if the will power of the government is strong, the future of the new generation will be secure. This is the reason that when the whole country was troubled by recession due to corona and lockdown, then our Chhattisgarh was touching new heights in industry, trade and business. Through the Nyaya schemes, we have given financial support to farmers, livestock farmers and agricultural laborers. With such a welfare initiative, an amount of 91 thousand crore rupees was put in the pockets of the needy people, due to which, from farms to barns to industries and markets, there was a splendour. Entrepreneurship is not just setting up industry, but also art, culture, sports, research, research,
