A special Gram Sabha was successfully organized on Wednesday for the rehabilitation and resettlement of the Parsa East Kete Basen mine project in Ghatbarra village located in Udaipur tehsil of Surguja district of Chhattisgarh. This event was organized on the orders of District Collector Vilas Bhoskar under Section 6 (1) (a) of the Chhattisgarh Panchayat Raj Act 1993. CEO District Udaipur Ved Prakash Gupta, SDM BR Khande, Tehsildar Chandrashila Jaiswal, Naib Tehsildar Akash Gautam and Panchayat Inspector Vipin Chauhan were present in the Gram Sabha meeting. The responsibility of conducting the stage and quorum was taken by the village secretary Gopal Ram, Sarpanch Jayanandan Porte and Gram Sabha President Naval Singh.

Villagers put forward their suggestions and demands

Hundreds of villagers attended the Gram Sabha. B R Khande gave details of the facilities to be provided to the displaced under the rehabilitation and resettlement policy and sought suggestions from the villagers. Female villager Parvatiya demanded a paved road and opening of a shop, which was assured to be considered. Villagers Munna Yadav and Krishnachandra Yadav discussed the facilities related to their displacement and seemed satisfied with the administration’s response. However, protests were also registered by some villagers, which were handled peacefully by the administrative officials.

Land acquisition and compensation

For the second phase of the project, 350 hectares of private land of Ghatbarra village is to be acquired. More than 1200 local people will be compensated and a special policy has been prepared for their rehabilitation. This includes provision of house/plot, transportation expenses, resettlement allowance, job, old age pension, medical facility, school for children, scholarship and basic facilities like paved road, drains, pure drinking water, fair price shop, Anganwadi Bhawan, Haat Bazaar, Vidyalaya Bhawan, Health Center, Community Bhawan, Crematorium/Cemetery, Temple/Mosque and toilet.

Employment and revenue

At present, more than 3500 people are directly employed and more than 7000 people are indirectly employed in the Parsa East Kete Basen coal mining project. The Central and Chhattisgarh governments earn more than Rs 2000 crore revenue annually from this mine. This project has received 5 star rating from the Ministry of Coal for four consecutive years.

This Gram Sabha has proved to be an important step towards the rehabilitation and resettlement of the villagers affected by the project, which will bring positive change in their lives.
