On this occasion, I would like to mention the last testament of the Father of the Nation, Mahatma Gandhi, who had said- ‘India has achieved political independence, but it still needs social, economic and moral freedom for its seven lakh villages apart from cities and towns. remains to be received.
There are many challenges before the country today. Decreasing agricultural and forest land, environmental imbalance, pollution, diseases, inflation, unemployment, etc. have made the life of the people in danger. We chose the path of strengthening the rural economy through the use of agricultural and forest products, traditional knowledge, modern means and strategies, respecting the ancestral teachings and the culture of the soil.
I am proud that we have been able to work in accordance with Bapu’s principles and ideas in front of the country and the world on the occasion of 75th Independence anniversary. This includes schemes and programs for development in nature, giving dignity, justice and equal opportunities to every person.
We are also determined to take forward the initiative taken by the Nyay schemes. This is the reason that ‘Rajiv Gandhi Kisan Nyay Yojana’ has now entered its third year and about 13 thousand crore rupees have been given to the farmers. In this way, our Chhattisgarh is the first state in the country to give input assistance of Rs. 9 thousand per acre to the farmers in a season.
The ‘Godhan Nyay Yojana’ has also entered its third year, under which Rs 312 crore has been given to cow dung vendors, Gauthan committees and self-help groups so far. In the scenario of shortage of chemical fertilizers and price rise in the country, organic manure manufactured in our Gauthans is now becoming a better option.
Irrigation tax waiver initiative of farmers has also been expanded and an amount of Rs 342 crore has been waived off of more than 17 lakh farmers. Farmers had received only Rs 3 thousand 692 crore as agricultural loan 4 years ago. We have increased the target this year to Rs.6,500 crore, due to which about 75 percent more amount will come in the form of interest-free loans in the agriculture sector. The ‘Rajiv Gandhi Grameen Bhumiless Krishi Mazdoor Nyay Yojana’ has entered its second year and under this, an amount of Rs 213 crore has been given to the eligible beneficiaries so far.
I had announced that the work of energizing agricultural pumps pending till 31st January 2021 would be completed soon and I am happy to say that we have made a new record by energizing 35 thousand 151 agricultural pumps. Now the target is to complete the work of 20 thousand 550 new pump connections by March 31, 2023.
We have also kept our promise to make agriculture a profitable means. Growing steadily, this year paddy procurement has reached a peak of 98 lakh metric tonnes, which was only 57 lakh metric tonnes 4 years ago. The number of farmers selling paddy has also increased to more than 21 lakh 77 thousand, which was only 12 lakh 6 thousand earlier. In this way, due to our efforts, the number of farmers selling paddy has increased by 9 lakh 71 thousand. Apart from paddy, many measures have also been taken to increase the production of other cereals in the state, due to which Chhattisgarh has not only become self-sufficient in the field of grain production, but 270 percent more food grains have been produced in the state. To accelerate the pace of crop diversification, ‘Tea-Coffee Board’ has been constituted. We have taken many steps to increase the production of pulses and oilseeds. From this year onwards, the purchase of pulse crops will also be done on support price.
In Kharif 2021, instead of paddy, plantation has been done in 17 thousand 539 acres of pulses, oilseeds and 240 acres of plantation. In Rabi 2021-22, while reducing the area of summer paddy by 95 thousand hectares, crops of pulses, oilseeds, greens and vegetables have been planted in 42 thousand hectares of maize and remaining area. A target has been set to replace 5 lakh hectare area of paddy with pulses, oilseeds and other horticulture crops in Kharif 2022.
‘Chhattisgarh Millet Mission’ has been formed to encourage small cereal crops in the state. Chhattisgarh is the first state in the country to declare the minimum support price of Kodo, Kutki and Ragi.
‘Suraji Gaon Yojana’ is a very ambitious initiative, which is helping in making Chhattisgarh a self-supporting rural economy state, increasing ground water conservation and recharging and organic farming by freeing agricultural land from toxic chemicals.
More than 99 lakh structures have been constructed in various drains under the ‘Narva Yojana’, due to which the ground water level in the treated area has increased by 30 percent, while the availability of water in the drains has also increased for two months. In the ‘Garuva Yojana’, earlier we laid emphasis on the development of Gauthans. So far 8 thousand 408 Gauthans have been developed, which have become centers of economic-cultural activities with ‘Roka-Chheka Abhiyan’. MoU has been signed with ‘Bhabha Atomic Research Center’ for technology sharing to generate electricity from cow dung. Multi-faceted initiatives are also being taken in the direction of making oil paints and other products from cow dung.
We are going to start ‘Gramin Aajeevika Park’ ie ‘Rural Industrial Park’ to develop Gauthans as livelihood centers. Its objective is to create a means of additional income through livelihood for rural poor families. It will be launched on the occasion of Gandhi Jayanti i.e. 2nd October 2022 and 300 such parks will be established in the first year. Now taking a step further, we have also started the scheme of buying cow urine at the rate of Rs 4 per liter, which is a better option than ‘Chemical Pesticides’.
Under the ‘Bari Yojna’, one to one and a half acres of land has been identified per Gauthan and so far more than 3 lakh Baris have been developed.
In order to make the bumper paddy production of the state farmers’ power, we have planned production of ‘Bio Ethanol’ from the remaining paddy after meeting the requirements of the state and also signed MoU with 27 investors. Under the plan to set up food parks in development blocks, land has been identified at 112 places so far and out of these, about 621 hectares of land in 52 development blocks has been transferred to the Industries Department.
We have also kept our promise of setting up ‘C-Mart’ for value-addition of traditional skills. This will provide a fair market for the sale of local products of weavers, artisans, craftsmen and self-help groups.
We consider ‘Mahatma Gandhi National Rural Employment Guarantee Scheme’ as the lifeline of the families living on wages in rural areas. I am happy that in the year 2021-22, we have created 108 percent more man-days of employment than the target on the basis of demand against the ‘Labour Budget’. The target was to build at least 75 Amrit Sarovar in every district through MNREGA, we have built 2 thousand 709 Amrit Sarovar more than that. One thousand 859 fish farming ponds have been approved near Gauthan, out of which 1 thousand 318 have been completed. I have requested the Government of India to implement MNREGA for urban areas also.
We have also taken many steps to get justice for the workers. More than 3 thousand beneficiaries have got the benefit of ‘Chief Minister Noni Sashaktikaran Yojana’, and more than 88 thousand beneficiaries have got the benefit of ‘Chief Minister Construction Workers Free Card Scheme’. 10 thousand rupees to construction workers as per eligibility under ‘Chief Minister Sian Shramik Yojana’, up to 30 thousand rupees as educational scholarship to children of labor families registered in labor welfare board, up to Rs 1 lakh under ‘Medhavi Shiksha Puraskar Yojana’ Under the ‘Sports Promotion Scheme’, a provision has been made to give an amount of up to Rs.1 lakh 50 thousand.
Taking concrete action against the chit fund companies who cheated the general public in the past, we have arrested 622 office bearers of them. Orders have been given by the Hon’ble Courts for auction of properties worth about Rs.56 crore, out of which an amount of Rs.32 crore has been received from auction and about Rs.18 crore has been returned to more than 28 thousand investors. The work of returning the balance amount received from the auction to the investors is also in progress. Proceedings are also on against other such companies.
Measures have been taken to give justice to the tribals in various ways. Due to the return of 1,275 different types of cases pending in the courts, they have got their honorable release and homecoming. While reviewing the canceled forest rights claims, in such cases, we have kept the promise of giving rights to the tribals and other traditional forest dwellers to their occupied land. So far 5 lakh 3 thousand 993 individual, community and forest resource rights letters have been given to scheduled tribes and traditional forest dwellers, under which letters of recognition of 38 lakh 85 thousand 900 hectares of land have been distributed.
We increased the remuneration rate for tendu patta collection from Rs 2 thousand 500 per standard bag to Rs 4 thousand. Earlier, only 7 minor forest produce were being purchased on support price. We started buying 65 minor forest produce at support price. In the last 3 years, 75 percent of the total minor forest produce purchased on support price in the country was purchased in Chhattisgarh, which is a proud achievement, due to which the forest dependent families got additional income of crores of rupees. Deogudi and Ghotul sites are being renovated for the protection and promotion of tribal culture. Operation of 260 schools which were disrupted and closed due to Naxal activities has been resumed. I have also announced to give government jobs to 9 thousand 623 youth of special backward tribes, which will be completed soon.
I am happy to say that we have completed the work of making rules under ‘PESA Act’ pending for many years in the interest of tribals and have implemented it, which will increase the power of Gram Sabhas and make them aware about Jal-Jungle-Land. Will have the right to decide.
I believe that the concept of freeing the country developed by our forefathers was very broad and the most important element in it was justice. Therefore, we have taken all such measures with the economic, social sectors, so that every section of the society gets an opportunity to live with dignity, open the closed paths of their development. Eliminate the bondage of complicated rules and procedures. Improvement in all areas. There should be continuous increase in the constitutional rights and facilities of the people.
In the field of education, we took permanent reform measures, under which the work of permanent recruitment of more than 14 thousand teachers was started in the first phase, which is now in the final stages. Apart from this, the process of recruitment of 10,000 teachers has also been started.
A new revolution has come in the field of school education with the ‘Swami Atmanand Utkrisht Vidyalaya Yojana’. Last year we started this scheme from 51 schools, which has now increased to 279 schools. Out of these 32 schools are of Hindi medium and in 247 schools education is being imparted in English medium along with Hindi. This year 2 lakh 52 thousand 600 children have taken admission in these schools, in which 1 lakh 3 thousand children are from English medium and 1 lakh 49 thousand 600 children are from Hindi medium. Considering the success of this scheme, we have decided that more and more schools will be brought under this scheme. This scheme will be implemented in 422 schools before the next academic session. Out of which 252 schools will be in Bastar and Surguja divisions and these will have 100% government high and higher secondary schools in Dantewada district. Keeping our promise, we have also started the process of setting up boarding school of international standard in Nava Raipur.
In order to provide elementary education to the children in their mother tongue itself, we have published textbooks in 16 local languages besides Hindi and in languages of 4 neighboring states. Under the ‘Free Text Book Scheme’, about 52 lakh text books are being provided to the children of all government-government schools and madrassas up to class VIII from class I to class X. A target has been set to provide free cycles to 1 lakh 55 thousand girl students studying in ninth class this year.
To make school education employable, it has been coordinated with ITIs, so that certificate of schooling and ITI training can be obtained simultaneously. Under this scheme, 114 Higher Secondary Schools have been added.
To improve the quality of higher education, 1 thousand 459 assistant professors, sports officers and librarians have been appointed. Honorarium of guest lecturers has been increased. In order to open Girls Colleges in all the districts, a new Girls College has been started in Mungeli.
Initiatives like opening of colleges on PPP model in inaccessible forest areas, establishment of open distance education centers in excellent government colleges, 4-year degree courses at graduation level, initiative to start certificate courses on tribal folk dance and music in Bastar University have led to higher education. The scope is being expanded, due to which the youth will get better employment opportunities after completing their studies.
We have started more than 6 thousand 518 ‘Rajiv Yuva Mitan Clubs’ to take the youth forward in a positive and constructive direction, which will be expanded to all the panchayats and urban bodies.
The unemployment rate of the state has consistently remained at the lowest level in the country, which is a testament to the success of our youth welfare and employability schemes. According to new data released by the Center for Monitoring Indian Economy, the state’s unemployment rate in July stood at just 0.8 percent, while the country’s average unemployment rate was recorded at 6.9 percent.
I had announced the implementation of five working days per week system in government offices on 26 January 2022, which was completed immediately, enabling our employees to work with more energy and enthusiasm. Similarly, worrying about the future of the government employees and their families, we have fulfilled their pending demand and have restored the old pension scheme in place of the new contributory pension scheme for government employees appointed on or after November 1, 2004. .
We have implemented many schemes to take health facilities to the masses. ‘Doctor. High quality generic medicines and surgical supplies
We have started 184 shops in urban areas under ‘Shri Dhanwantri Generic Medical Store Yojna’ to give discount from 51 to 72 percent. So far 19 lakh people have saved Rs 35 crore from the sale of generic medicines. In order to provide the facility of pathology examination at concessional rates, ‘Hummer Labs’ have been started in 10 districts and 3 community health centers in the state.
Last year, against the target set for setting up ‘Health and Wellness Center’ in the state, we achieved 116 percent achievement and established 4 thousand 512 such centers, due to which Chhattisgarh has got the second position in the country. Chhattisgarh has got the first place in ‘TB Free India Campaign’.
Appropriate budget provision has been made by the State Government for establishment of Multi Super Specialty Hospitals at Jagdalpur and Bilaspur, State Cancer Institute in Bilaspur, Korba-Kanker and new medical colleges in Mahasamund. In Nava Raipur also 25 acres of land has been identified for the establishment of state-of-the-art Multi Super Specialty Hospital.
We are working very fast to vaccinate against corona. So far, a total of 4 crore 44 lakh 75 thousand vaccines have been administered. I would like all of you to get vaccinated as per eligibility to protect against corona. Take advantage of the free ‘booster dose’ facility currently available in large numbers.
We have kept our promise to implement universal PDS system in the state. The number of beneficiaries of this scheme has increased to 2 crore 60 lakhs, which is 100 percent coverage according to the 2011 census. Iron-folic acid-rich, fortified rice is being distributed in 10 aspirational districts as well as in Kabirdham and Raigad districts under ‘Mid-day Meal’ and ‘Supplemental Nutrition Diet Scheme’. Distribution of fortified rice will be started in all the districts under PDS by the year 2024.
Safety, nutrition and health of women have been given priority in Chhattisgarh. Hot cooked food is being provided to 26 lakh women and children in 51 thousand 664 Anganwadi centers of the state. The number of malnourished children has come down by 48 percent due to ‘Mukhyamantri Suposhan Yojana’. So far, 2 lakh 11 thousand children have been freed from malnutrition during the plan period. More than 43 thousand daughters have been benefitted under ‘Noni Suraksha Yojana’. With the coordination of Anganwadi and Primary School, more than 5 thousand Anganwadis are being developed as Kindergarten.
The example of Chhattisgarh’s participation and success in ‘Swachhta Abhiyan’ is that our ‘Solid Waste Management Model’ is getting the first position in the ‘State Clean Survey’ at the national level continuously for the last 3 years. In the direction of improving urban facilities, we have started the work of granting building permit to the beneficiary directly on the principle of ‘Trust the Verify’ in the houses of 5 thousand square feet plot in urban areas.

We made many reforms like reduction of guideline rates of land by 30 percent, concession in favor of women, concession in registration of residential buildings, ‘online appointment’ for registration, which increased the purchase and sale of permanent properties in the state despite Corona and target More revenue earned. This also confirms the practical vision of our government towards reforms and the public support it has received.
New law for regularization of unauthorized development in connection with reforms for public interest, Single window system for development of residential colonies – CG housing, Scheme for redevelopment of dilapidated buildings of major cities, Widow in special rent scheme of Chhattisgarh Housing Board, Government employees The employees of the corporation, the contract employees of government and semi-government departments, soldiers and ex-servicemen and health workers will also get the benefit of 10 percent rebate in the amount of interest payable.
The growth in industry-trade and business in the state is considered to be the result of better law and order situation and positive policies of the state government. In the last three and a half years, 2 thousand 230 new industrial units have been established in Chhattisgarh, in which a capital investment of Rs 21 thousand 494 crore has been made and about 41 thousand people have got employment. There has been a capital investment of Rs 970 crore in 502 units of food processing. In the Startup Ranking released by the Government of India, Chhattisgarh got the honor of aspiring leader for the development of startup eco-system and registration of 748 startup units.
Apart from this, 177 MoUs have been signed for the establishment of new industries in the last three and a half years, through which it is proposed to invest about 90 thousand crore rupees and provide employment to 1 lakh 10 thousand people. Out of these, capital investment of Rs 1,513 crore has been made in 11 units. I am sure that new sectors like Electric Vehicle and Lithium Ion Batteries, Jute Bag Manufacturing Project will also get the benefit of special investment incentive package soon.
We have formed film cell to promote Chhattisgarhi film industry. ‘Single Window Panel Software’ has been developed, in which the District Collector has been authorized to provide no-objection certificate from all the departments to the producer-director.
I believe that if the facilities of governance and administration are provided to the general public with wide transparency, then this is also justice. We emphasized on online citizen services with information technology based innovations, due to which the number of people using online citizen services in the state has increased by more than 300 percent and more than 98 lakh people have taken advantage of online government services.
Most of the people are concerned about the services related to transportation. We have made the process of learning license, tourism application for passenger vehicles online. Registration of vehicles and driving licenses are being issued on ‘QR Code’ based smart cards. Transport Facilitation Centers are being opened to save from commuting to and from the transport office. To realize the concept of ‘Tuhar Sarkar-Tunhar Duar’, home access service of RC book and license was done through speed post, under which more than 11 lakh 41 thousand documents have been sent to the applicants’ homes so far.

The success we are getting in preventing the problem of Naxalism that we inherited is a victory of democratic beliefs. ‘Trust, development and security’ have a big role to play in this victory. We have boosted the morale of the police and security forces by taking positive steps in the last three and a half years. In the year 2018, the number of police force in the state was 75 thousand 125, which has now increased to 80 thousand 128. Local youth are being recruited for 2 thousand 800 posts in ‘Bastar Fighters’ special force, which will give new strength to the security forces. Evidence of the efficiency and competence of our administration and disaster-response force was also shown during the rescue of a child who fell in an open borewell in village Pihrid of Janjgir-Champa district and rescued 68 people trapped in the flood.
In a democracy, there is a direct relationship between the fulfillment of people’s expectations and development works with the increase in the capacity of elected representatives. That is why we have increased the honorarium and financial rights of three-tier Panchayat Raj Institutions, officials of urban bodies, as well as increased the salary of the members of the Legislative Assembly. I would like that all the public representatives should play their part in the redressal of public problems and progress of the state with more activeness.
Due to mutual trust, coordination, harmony, unity and understanding, we will also meet the challenges of the future with our full potential.
