Double Dean Controversy: Employees in SIMS are confused about two deans, now waiting for the High Court order

Bilaspur . The controversy over the Dean’s post has increased in Bilaspur’s Chhattisgarh Institute of Medical Sciences (SIMS). After the High Court’s order, suspended Dean Dr. K.K. Sahare resumed his charge, while Dr. Ramanesh Murthy is working as Dean on the orders of the government. The government has not clarified the situation regarding the Dean’s post of SIMS, which is surrounded by controversies, even after a fortnight, due to which the work of SIMS is getting affected and the employees are also in a dilemma.

Bilaspur Medical College SIMS is facing shortage of doctors and two deans are working there. A fortnight ago, such a situation arose when the suspended dean Dr. K got a stay from the High Court. The government had appointed Dr. Ramanesh Murthy as the dean after his suspension. In such a situation, there are two deans in SIMS in the current situation. Even after a fortnight, both the deans are working in SIMS, there is a strange situation in the office as well, the dean has two cabins. The employees are also in a dilemma as they do not know who will come to power at any time, so it is their compulsion to give importance to both the deans. The work of SIMS is getting affected in the environment of lobbying between doctors and employees, but the officials are claiming that everything is fine.

This controversy started when Health Minister Shyam Bihari Jaiswal held a meeting of the governing body at SIMS on 23 September. Dean Dr. K.K. Sahare was ordered to be suspended for being absent in the meeting. Dr. Sahare challenged the minister’s order in the High Court. After hearing the case, the High Court stayed his suspension order. Dr. Sahare says that on 22 September 2024, he had submitted an application before the Commissioner of Medical Education. In this, he had taken three days leave due to the death of his brother. But without knowing his side, the action of suspension was taken. According to the rules, any officer-employee has to give a reason for being absent. There is a provision to take disciplinary action in the absence of sufficient reason.

The subordinate officers and employees are shocked due to the working of two deans in SIMS. They are not able to understand whose order should be followed, if they follow the order of one of them then other officers may get angry. At the same time, the government also does not want to take any risk regarding the post of dean in SIMS, so perhaps the court’s order is awaited.
