A meeting of the Council of Ministers was held today at Mantralaya Mahanadi Bhawan here under the chairmanship of Chief Minister Shri Vishnu Dev Sai.

The following important decisions were taken in the meeting of the Council of Ministers:-

  • In the Cabinet meeting, fulfilling another guarantee of Prime Minister Shri Narendra Modi, taking a major decision in the interest of the farmers of the state, it was decided to implement “Krishak Unnati Yojana” from Kharif 2023-24.

This scheme has been implemented with the aim of increasing the income, crop production and productivity of the farmers of the state and reducing the input cost of the crop. Keeping in mind the MoU signed with the Government of India for decentralized rice procurement, the Krishak Unnati Yojana is being started by the state government.

It was decided by the Council of Ministers that as per the proposal related to the implementation of Krishak Unnati Yojana, input assistance amount at the rate of Rs 19,257 per acre will be provided to the farmers on the basis of paddy purchase in the Kharif year 2023 and the department will be authorized to take ancillary action accordingly. .

  • In the meeting of the Council of Ministers, an important decision was taken to restart the Samman Nidhi of Democracy Fighters (MISAbandhis) and provide the outstanding amount. As of 2018, 430 democracy fighters/dependents were given an honorarium of about Rs 9 crore every year in the state.

Persons detained for less than one month were given Rs 8,000 per month, persons detained for one to five months were given Rs 15,000 per month and persons detained for five months and more were given Rs 25,000 per month.
Loknayak Jaiprakash Narayan Samman Nidhi Rules-2008 were made to provide honorarium to the persons detained under MISA/DIR for political or social reasons in Chhattisgarh during the emergency declared in India. Which was canceled by the General Administration Department by issuing notifications on 23 January 2020 and 29 July 2020. In the meeting of the Council of Ministers, in compliance with the order passed by the Honorable High Court on 26 May 2020, it was decided to cancel the above two notifications and restart the Samman Nidhi of Democracy Fighters (MISAbandhis) and provide the outstanding amount.

That is, as before, the Samman Rashi is restarted every month and it was decided to provide the arrears amount for the period from the closure of the Samman Rashi till its resumption on 01 November 2024.

  • An important decision was taken to form the Department of Good Governance and Convergence.

A separate department has been formed in the state for successful implementation of public welfare policies of the state government, best possible use of available resources and quick resolution of public problems.

With the formation of this department, along with better administration, easy access of public welfare schemes of the government to the public will be ensured. Under digital governance, transparency will be ensured by promoting digitalization at all levels of administration. Research and administrative reform work will be done regarding new ideas and methods. Taking innovative initiatives in the field of good governance in the state, the department will award Good Governance Fellowship and Chief Minister’s Excellence in Public Administration Award. Atal Bihari Vajpayee Good Governance and Policy Analysis Educational Institute and Chhattisgarh State Innovation Commission will come under this department.

  • Keeping the conditions of the state-promoted Rajiv Nagar Housing Scheme intact, it was decided to name this scheme “Atal Vihar Yojana”.

It is noteworthy that under the Vikas Nagar Scheme, EWS was started by the Housing and Environment Department in 2011. And L.I.G. The scheme for grant for buildings and allotment of government land was named Atal Vihar Yojana. Which was changed to Rajiv Nagar Housing Scheme in the year 2021. In the meeting of the Council of Ministers, it was decided to name this scheme again as “Atal Vihar Yojana”.

  • Under the public distribution system, it was decided to purchase sugar from the cooperative sugar factories of the state for distribution of required sugar to Antyodaya and Priority ration card holders from April 2024 to March 2025.

The purchasing price of sugar has been fixed at Rs 35,000 per tonne (ex-factory and GST extra).

  • It was decided to constitute State Investigation Agency (SIA) for quick and effective investigation and prosecution in special cases like terrorism, Naxalism and leftist extremism in the state of Chhattisgarh. This agency will act as the nodal agency of the state for coordination with the National Investigation Agency (NIA). For this, a total of 74 new posts including one Superintendent of Police have been created.
  • Keeping in mind the demand made by Chhattisgarh All Departmental Contract Employees Federation and Chhattisgarh MNREGA Employees Federation, a partial amendment was made in Rule 13 (1) of Chhattisgarh Civil Service (Contract Appointment) Rules 2012, under which the employee appointed on contract will be given leave of 18 days. There will be eligibility for 30 days of casual leave in place of casual leave.
  • Keeping in mind the interests of the applicants for compassionate appointments, it was decided that on receipt of the application after forwarding it to the Collector’s office, action will be taken by the District Collector to provide compassionate appointment on the vacant posts in the subordinate offices in the district. If there are no vacant posts for compassionate appointment in any office in the district, the application will be sent to the Divisional Commissioner’s office. The Divisional Commissioner will forward the case to the Collector of his subordinate district where the post is vacant. The cases of compassionate appointment will be resolved by the Collector and Divisional Commissioner within the prescribed time limit.
  • It was decided to implement “National Education Policy 2020” in the Higher Education Department of Chhattisgarh State.

With the implementation of the National Education Policy in the state, there will be all-round development of the youth along with enhancing their logical abilities. With the facility of multiple entry and multiple exit in the National Education Policy, the youth will get the option to get higher education as per the situation and need. Having grade based continuous assessment and internal assessment will relieve students from the stress of final exams. With the wide expansion of information technology in higher education, the youth of the state will reach the global level.

  • NITI Aayog has been constituted by the Central Government in place of the Central Planning Commission. On similar lines, it was decided to change the name of State Planning Commission Chhattisgarh to State Policy Commission Chhattisgarh.
  • While presenting the annual budget for the year 2024-25, the Chhattisgarh government has set a target of increasing the current GSDP of Chhattisgarh from Rs 5 lakh crore to Rs 10 lakh crore in the next 5 years. For this, focus has also been placed on 10 basic strategic pillars. To increase the pace of economic development, it was decided to constitute Chhattisgarh Economic Advisory Council to consult expert institutions and to implement the best practices going on in the country and the world as per the local conditions of Chhattisgarh.
  • In case the contract with Tata Technology regarding Industrial Training Institute Upgradation Scheme is not found to be in the interest of the state, it was decided to terminate the contract and deposit the amount of Rs 185.80 crore deposited in the escrow account into the state treasury.
  • It was decided by the Directorate of Employment and Training to increase/renew the contractual service of 46 contractual training officers.
  • The amendment draft of Chhattisgarh Motor Vehicle Taxation Act 1991 was approved for levy on life span of construction equipment vehicle.
  • The amendment draft of Chhattisgarh Motor Vehicle Taxation Act 1991 was approved for levy of green tax at the time of new registration, registration renewal or every mutation on vehicles other than battery operated vehicles.
