Congress’s master-plan…park-playground becomes commercial land: Transport plan in railway land in Raipur, accused of benefiting builders; there will be investigation

Raipur’s Master Plan-2031, made during the previous Congress government in Chhattisgarh, has come under question. At some places the land use has been changed and at many places the width of the roads has been reduced. Even a transportation plan was made on railway land.

It is alleged that Town and Country Planning (TNCP) officials have done this to benefit three builders. A complaint has been made to Housing and Environment Minister OP Chaudhary regarding this. After this, the minister has said that a committee will be formed in the matter and an investigation will be conducted.

Officers converted public land into commercial land

In the complaint made to the minister, it has been said that during the preparation of the master plan, roads, playgrounds, parks, public and semi-public areas have been converted into private residential and commercial land. The width of roads was reduced at many places.

It is alleged that in the previous government, arbitrary changes were made in the master plan to benefit some influential people and high profile builders. After the change of government, objections have started coming after about a year regarding the master plan of the capital implemented during the Congress rule.

The officers made this negligence in the master plan

Provision for land use residential, commercial, public-semi-public has not been made in a planned manner in many villages. Privately owned land has been categorized as green land/recreational land in many places, which is not possible to be put to use without compensation or acquisition.

The width of many existing roads has been increased, while many colonies and buildings adjacent to them were built after getting approval from TNC. Ring Road-5: A 60 meter wide road is proposed between Bhathagaon, Changorabhata, Raipura, Sarona, which is not possible due to the development in the east.

Found such flaws

  • In the Master Plan-2031, about 1000 hectares of land in WRS Colony Bhanpuri/Kapa/Daldal Seoni has been shown to be used for transportation, but it is vacant land of Railways.
  • There is no provision for residential/commercial/public-semi-public etc. in the master plan in villages like Attari, Bhatgaon, Boriyakala, Chandnidih, Charoda, Dhaneli, Dondekhurd, Giraud, Kathadih, Mandhar, Mohdi, Nimora, Siltara and Urla etc., due to which these villages Development cannot happen in a planned manner.
  • No residential land use has been recorded in village Datrenga and village Doma, but mostly agricultural land and recreational land.
  • The layout approvals applicable to the sanctioned residential layout/residential plotting have been done themselves, and the same land has been shown as agricultural land in the layout.
  • Normally the land development rate increases by 10%, but it has been fixed from 25% to 33%. This means that one has to pay 2.5% to 3.3% annual development cost.
  • There is no provision for resignation in Master Plan-2031. According to the proposal of Municipal Corporation Raipur, the additional 33 percent built up area can be regularized at any time by paying a fine.
  • The MR road to the interstate bus terminus has been widened to only 24 metres, but the land use around it has been changed from agricultural to commercial in the Master Plan 2031.
  • Police Ground Complex has been shown as Green Land/Recreation instead of PSP.
  • Some new MR roads have also been proposed between the already approved colonies in Datrenga and Doma.
  • The 24 meter wide new connecting MR road has been proposed only for agricultural purpose.
  • The height of the building regarding multi-level building is not clearly mentioned in the master plan. Like how much parking area should be fixed in the height of the building. What should be the prescribed scope for other facilities?
  • The land area for mini plex should be 1000 sq. meter and 12 meter / 18 meter wide road, which has been reduced.
  • More than 1 hectare land is to be handed over to the Municipal Corporation for development, but 10% of 1 hectare is only 1000 sq.m. Handing over open area to the Municipal Corporation should be for colonies having an area of ​​more than 10 hectares.
  • Moti Bagh, Press Club, Municipal Corporation Building have been shown green instead of OD PSP.
  • Thousands of mistakes have been made in the Master Plan-2031 as reservoir/road/entertainment has been shown in the revenue, but residential/commercial use has been shown in the new master plan.
  • Thus, due to many discrepancies/errors in the Master Plan 2031, the Master Plan is not in the interest of the general public and should be canceled and a new Master Plan should be prepared, in which the interests of the general public can be protected.

According to the minister’s office, Phanendra Bhushan Verma and his associates have complained to the minister about giving benefits to specific people in the master plan of Raipur. A demand has been made to immediately take action on the irregularities in the complaint and a new master plan. The Minister has assured that necessary action will be taken by forming an inquiry committee in the concerned department on irregularities.

According to the complainant, this master plan has been prepared with the aim of benefiting the then government, their subordinate officers and their favourites. No interest was taken on the objection/hearing of the general public.

The hearing of the honorable and subordinate officers present in the hearing was accepted, but without making any changes in the map, it has been invalidated. Thus, in the name of hearing, the sentiments of the common people were played with.
