Raipur. Chhattisgarh Land Revenue Code Amendment Bill was presented on the third day of the winter session of Chhattisgarh Legislative Assembly. After discussion, this bill has been passed by the Assembly. According to this amendment bill, undisputed land in Chhattisgarh will be automatically transferred. At the same time, land with geo reference will be transferred with the registry.According to the new provisions, notices can be sent to the parties in land dispute cases through digital medium. Documents can also be called for online in the revenue court. There will be no diversion of land when the land acquisition process begins. Purchase and division will stop as soon as the government receives the letter. This will put a stop to the game of getting more compensation.
Let us tell you that earlier during the Question Hour, the House was heated on many issues. BJP MLA Ajay Chandrakar asked questions about the construction of Korkoti road in Dantewada from DMF funds and the road from Hiroli Road Health Center to the camp. On not getting a satisfactory answer, a heated argument was also seen between Ajay Chandrakar and Minister Vijay Sharma.
Revenue Minister gave information about the bill
Revenue Minister Tankaram Verma informed about the Chhattisgarh Land Revenue Code Amendment Bill that today the Land Revenue Code Bill was introduced in the Chhattisgarh Assembly, in which some amendments have been made. This amendment is very beneficial for the state of Chhattisgarh and for the farmers and landowners living in Chhattisgarh. In this, the manual process has been digitized. For example, in a case in court, the notice that we serve to the plaintiff and defendant manually, can be sent online or via WhatsApp. Secondly, the transfer that takes place in the court, the records that go from one court to another, can be sent there online instead of manually, by creating a PDF.
Apart from this, the biggest reform that has happened is that the big projects of the Central Government and the State Government get stuck at many places due to land acquisition. So an amendment has been brought in that before the publication of Section 4, as soon as a letter is received from the Central Government or the State Government that we want to do this work here, the purchase and sale of that land will be immediately banned.
The minister said that neither that Khasra number can be increased, nor can it be diverted, nor can it be given for any purpose. What used to happen was that as soon as someone came to know, people used to cut a Khasra number many times, due to which the government was burdened, the compensation which was 20 crores, went into 100 crores, so due to this compensation, many government projects had to run around for transfer, so amendments have been made in that too. With this, the transfer will be done along with the registration of the land. It just means that there should be no pending case in the court in that case, there should be geo referencing, and there should not be any kind of dispute in it, and the record should be updated. As soon as the registration is done, the transfer of the land will happen automatically.
Mention of Municipal Corporation and Municipality Act
While referring to the bills passed in the House today, Deputy Chief Minister Arun Saw said that two bills have been passed today – Nagar Palika Nigam Act and Nagar Palika Act. These bills have been brought on some important issues. Before 2019, the election of the post of Mayor was done through direct system. After the formation of the Congress government, the work of snatching the rights of the people was done with the intention of horse-trading. The work of handing over the rights snatched from the people to the people has been done.
The Urban Administration Minister said that earlier elections were held through indirect system, then the mayor had to work in fear. The mayor and the Municipal Council President were not able to work responsibly. Work has been done to remove that too. Two Acts have been amended regarding revision of voter list.
He said that in special circumstances, if elections are not held within 5 years, then an administrator will be appointed for the dissolved body. This will strengthen the urban bodies and reservation provision has been made for the backward classes. To provide reservation to the backward classes, reservation will be arranged by triple tracing. On the basis of the commission’s recommendation, the backward classes will get up to 50 percent reservation.
