Bemetara 11 September 2020. According to WHO, corona virus (Covid-19) is an infectious disease. The disease poses a threat to countries across the world, including India. From the health point of view, it is reflected in the fact that suffering from exposure to Corona virus (Covid-19), there is a strict instruction to stay away from the problem. It has also been directed by the Government of Chhattisgarh that all possible measures to avoid it should be implemented. Therefore, given the possible spread of (Covid-19), it has become appropriate and necessary to adopt the use of stringent social isolation to prevent its spread.
Complete lockout (lock down) between 13 September to 20 September 2020 at 12:00 pm to prevent infection and control health emergencies under all urban body areas of District Bemetara, using the powers given under the Pandemic Diseases Act 1897. ) And in this order, with immediate effect on the following activities under all the urban body areas of Bemetara district, 20 September 2020 till 12:00 pm on Sunday.
Government, non-government and non-government offices of all the urban areas of the district are closed with immediate effect. All officers and workers will perform government functions from their home but they will not abandon the headquarters. The Head of Office will be able to call him to the office if required. Public transport services in all the urban areas of the district including private buses, taxis, auto rickshaws, buses, e-rickshaws etc. are closed with immediate effect. Only people with emergency medical services will be allowed to travel by vehicle. Such private vehicles which are undertaking the production and transportation of essential goods / services under this order will also be exempted from transportation, in view of the immediate requirements in an exceptional situation.
All shops in all the urban areas of the district will shut down their entire activities such as commercial establishments, offices, factory godowns, weekly hot markets, etc. But industrial / commercial institutions located under the urban areas will be exempted under the following conditions: – Industrial units which are medicines Those related to production and construction will be exempted from this ban. Units which are related to essential commodities such as food and food related products, manufacturing units etc. They will be exempt from this ban. Such units which are being exempted from the said ban will be required to use the staff and officers only to the minimum requirement and keeping in view the expansion of the epidemic by the Government of India, State Government and other institutions from time to time. To follow the instructions given for safety, it will be compulsory to follow them literally. Under no circumstances will the vehicle system be provided by the management of these units for collective movement of employees. All religious, cultural and tourist places in all urban areas will be completely closed to the general public. All citizens in all urban areas will remain in their homes. Will comply with social distance guidelines when going out in order to fulfill basic needs. In any case, more than two persons (including drivers) are prohibited from going out of the house. In the event of going out of the house, each person must carry his / her valid identity card. Exit without mask will be punished with fine of 200 / – and for violation for the second time action will be taken under Section 151 of the Law Code. Adequate social distance and health department guidelines must be complied with. According to the instructions received from the government in all the urban areas, it will be mandatory for every Mitanin to get ATC test before the delivery of free medicines home.
Anganwadi centers in all urban areas will be operated after the lockdown. Before opening the Anganwadi center, the Anganwadi workers / assistants should conduct their ATC test and the concerned Tehsildars, Block Medical Officers and District Program Officers should ensure that the Anganwadi workers / assistants get ATC test done. The following offices / establishments providing essential services in all the urban areas of the district are excluded from the above restrictions: – Collector, Superintendent of Police, Additional District Magistrate, Additional Superintendent of Police, Deputy Superintendent of Police, Treasury, Chief Medical and Health Officer, Office and All the subordinate offices, subdivisional magistrates, tehsils, police stations and checkpoints under him. All these offices will remain closed to the general public. Officers and personnel related to law and order and health service under the Central Government subordinate government of India (including all hospitals, medical colleges, licensed registered clinics), drug stores, drug manufacturing units and related transport. Services Fair Price Shop (PDS) The activities of sale / distribution / storage / transportation of milk, bread, fruits and vegetables will be conducted from 07.00 AM to 11:00 AM in all the urban areas and at approved permanent fixed places at the government level. Only sales will be allowed. In additionll the shops will be closed. Grocery shops located in all urban areas can only deliver home. Milk vendors who distribute milk at home and interest paper hawkers will be free from lockdown from 06:30 AM to 09:30 AM. Vehicles transporting masks, sanitizers, medicines, ATM vehicles, LPG gas cylinder vehicles, and other essential goods / services mentioned in this order. Electric drinking water supply and municipal services, it will be mandatory to conduct antigen test of every prison and prison inmate. Fire Services, ATM, Telecom / Internet Services / IT Based services, mobile recharge and services shops, petrol / diesel pumps and LPG / CNG gas transport and storage activities, postal services, e-commerce supply of all essential items including food, medicine and medical equipment, all agencies engaged in security work ( Industrial institutions or factories (including blast agencies, boilers, etc.), including private agencies, cement, steel, sugar, fertilizers and mines, all these institutions will use staff and officers only to the minimum mandatory requirement and in view of transition expansion Keeping in mind, the instructions given by the Government of India, State Government and other institutions from time to time for protection from epidemics will be compulsory. Instructions are issued for all government and non-government banks located in all the urban areas under District Bemetara as follows: –
All banks will use the staff and officers only till the minimum mandatory requirement in their institution and keeping in view the infection expansion, the instructions given by the Government of India, the State Government and other institutions from time to time for protection from epidemics, are compulsory. Will do The vehicle arrangement will not be made available for collective movement of employees by all bank managers under any circumstances. All banks will admit up to a maximum of 05 customers at a time in their institution. Availability of sufficient quantity of currency in bank operated ATMs will be ensured by the bank management. Private establishments, which are desirable for activities described in Kandika-S, and related to prevention efforts of (Kovid-19), will remain open. All such establishments shall ensure compliance with the prescribed health standards.
The person / establishment violating the above order shall be punishable under Section 51 to 60 of the Disaster Act 2005, Section 188 of Indian Penal Code 1860 and other relevant legal provisions. All Executive Magistrates and Police Officers should ensure action against Section / 151 of CrPC against persons / establishments / groups who are grossly violating the above orders. The decision of the District Magistrate will be final if any doubt arises in the above mentioned activities. This order is being issued superseding all the previous orders issued by the Epidemic Diseases Act 1897 and its reference. Keeping in view the prevention and control of infection of Corona virus (Covid-19), Section 144 (1) was imposed by the official order for the entire Bemetara district, the above orders should be read with this order.
