Dhamtari 27 April 2021. Collector and District Magistrate Shri Jayaprakash Maurya has issued an order for complete lockout (lockdown) till 05 May in the district. In view of the facilities of the general public, he kept certain essential goods free from restrictions, but due to non-adherence of social distance by the people and gathering of unnecessary crowds, he has passed a new order by removing the facilities given earlier, which Is as follows
In the earlier order, vegetable, fruit, meat, fish shops were allowed to be opened from eight to ten o’clock in the morning, which will remain unchanged, but the shopkeeper does not allow any person or customer to appear in front of his shop. Will be able to sell That is, the shopkeeper will be able to make home delivery of the above items between eight o’clock in the morning to six o’clock in the evening. The shopkeeper may issue a handwritten pass to the home delivery worker. In such a situation the shutter of the shops will remain closed, only one-fourth of the shutters of the home delivery shops will remain open. Under no circumstances will the material be supplied to customers openly in the shops. It has been said in the order that a fine of two thousand rupees will be imposed on the shop operators who violate it and the shop concerned will be sealed for 48 hours. Vegetables, fruits can be sold by hand by hand, carts, meats, Home delivery of chicken and fish can be done. Permission to sell in vehicles or pockets will be available from 08 am to 10 pm, but home delivery of the above items can be done from eight to six in the morning. Similarly, milk counters can be open from 6 am to 10 am, but there will be no permission to sell milk directly in front of the customer. Milk sellers will be able to make home delivery between eight to ten o’clock in the cycle, motorcycle or vehicles.
The Collector and District Magistrate have mentioned in the order that permission was given to open grocery and general stores from 8 to 10 in the morning. He has clarified that only grocery shops will be open. General store shops will remain closed. General stores that sell food items such as rice, pulses, oil, spices, etc. along with general stores will also be considered as grocery stores. The remaining general stores will remain fully closed. Under the said order, grocery stores and grocery-cum-general stores will be allowed to open between eight and 10 o’clock in the morning, But the shopkeeper will not be able to sell the goods to any person or customer by appearing in front of his shop. Home delivery of purchased goods can be done between eight to six o’clock in the morning and the shopkeeper will be able to issue handwritten passes to the employees who deliver the home delivery. It is clear that the grocery shops will have to open a shutter between eight to ten in the morning and sell the goods, whose home delivery will be done from 10 am to 6 pm. In no case will the material be supplied to the customers openly in the shops and a fine of two thousand rupees will be imposed on the shop operators who violate the order and the concerned shop will be sealed for 48 hours.
Bulk markets supplying vegetables, fruits, milk, chicken, meat, fish will be open from four in the morning to 10 in the morning. Only Chillhar traders will be able to purchase in these wholesale markets. The pass will be issued by the President or Secretary of the concerned merchant organization for purchasing goods from wholesale market to such Chilhar traders.
Similarly, in the past, banks were allowed to open from 11 am to 2 pm, but in addition to the much needed services, the order issued in full has been amended by the Collector and District Magistrate due to unnecessary crowding by customers. Only such customers will be able to enter banks, who want to deposit or withdraw a minimum amount of one lakh rupees or more. In the event of a withdrawal of less than Rs 1 lakh, customers will withdraw funds from the ATM. Accordingly, the bank management has been directed to make sufficient funds available in the ATM. Necessary cases related to bank loans, which have to be done within the time limit. Such banking related work as the branch manager of the bank considers appropriate, can contact the customer directly and call him at his branch.
All the warehouses for supply of essential commodities can be opened between 10 am to 6 am and the goods in the godowns will be able to be filled or refilled till 6 am to 10 am. Hotel, restaurant, dhaba or home delivery of cooked food or its home delivery will be completely prohibited. In addition to the above order, all the exemptions and restrictions issued earlier will remain the same. The said order will remain in effect from 28 April to 05 May. Persons or establishments who violate the order shall be punished under section 188 of the Penal Code 1860.
