Raipur, 12 October 2020 In Chhattisgarh under the leadership of Chief Minister Mr. Bhupesh Baghel, the new government has made a new beginning in the development of cities in the state due to the innovative efforts made in the area of urban development in almost a quarter of two rains.
Chhattisgarh became the top state in the country in terms of cleanliness, while the state government started innovative schemes like ‘Rajiv Gandhi Aashrayan Yojana’, ‘More Land More House’, to lease the occupied land to urban poor families and provide better housing. A large number of houses have also been completed in the Pradhan Mantri Awas Yojana. Many facilities have been provided to the citizens by the development of basic facilities. In the field of health, schemes like Chief Minister Urban Slum Health Scheme, ward office for quick diagnosis of public grievances have been implemented.
The state did not find a place in the state in 2017 in the clean survey conducted by the Government of India. Ranked third in the year 2018. Chhattisgarh became the cleanest state in the country in 2019 and 2020 after the inclusion of Naruva, Garuva, Ghuruwa and Bari. Patan Nagar Panchayat was declared the cleanest city in the country in its category. Similarly, the Government of India gave the first to the area level organizations, city level organizations formed under the National Urban Livelihoods Mission, under the Cleanliness Excellence Award category to Municipal Corporation, Ujala Region Level Organization of Raigad and Swachh Ambikapur Mission Cooperative Society of Municipal Corporation, Ambikapur Award and second prize was given to Swachh Saraipali Women’s Regional Organization of Nagar Palika Parishad, Saraipali.
10,000 women (Swachhta Didi) of women self-help groups were linked to the ‘Mission Clean City’ project. 1600 tons of garbage (wet and dry separately) is collected daily by 15 lakh houses in the state. Entire waste is disposed of scientifically. It was decided to increase the honorarium of Didis to 6000 rupees by the state government to increase the income of sanitation didis. An income of Rs 15 crore from the sale of dry waste was also distributed among self-help groups.
Urban Public Health – Mukhyamantri Slum Health Scheme has been started for the health benefit of 1,71,247 families in 861 slums of 14 municipal corporations of the state. Through 120 mobile medical units, free consultation, treatment, medicines and pathology labs are being provided in the slums. It has been announced to start ‘Dr. Radhabai Diagnostic Center’ in the municipal corporations of the state. Under the scheme, world class pathology and radiology lab will be established at PPP mode. The state will be partnered with the agency providing this facility to the citizens at the lowest rate. In the second phase, ‘Mukhyamantri Slum Health Scheme’ will be expanded to all 166 cities of the state.
Public Grievance Redressal – Ward offices were established in the urban bodies of the state to address everyday problems of the people in urban areas, their aim is to provide all the services at the ward level for which the citizens usually need to go to the municipal office it occurs. More than 25,000 citizens have been diagnosed with the problem at the ward office level. Apart from this, through the toll-free number diagnosis-1100, citizens can register any problem related to the urban bodies of the state. Updated over one lakh complaints resolved. The special thing is that the complaint is not resolved until the citizen is satisfied. Provision has been made to pay penalty for non-working officer.
Civil facilities – ‘Mukhyamantri Mittan Yojana’ is being started by the urban administration department so that all public services of government departments can be received by citizens at home. Under this scheme, citizens can book appointment of Mitan through the app. At the scheduled time, Mitan will reach the home of the citizen and scan all the necessary documents from the mobile and deliver the desired certificate, license and facility to the house within the stipulated time. It will be supervised with high technology.
Housing to Urban People – Only 8000 houses have been completed from June 2015 to December 2018 under the Pradhan Mantri Awas Yojana, 70,000 houses have been completed as of today. 1800 crore rupees are being paid directly to the beneficiaries in their accounts. ‘Rajiv Ashrayan Yojana’ has been started to provide 600-1200 square feet lease to every landless person. Tenants of up to three lakh rupees in the state will be given a two-room pucca house in the posh colony for 3.5 lakh rupees. Under the Rajnandgaon Municipal Corporation area, all-round development and other basic facilities were provided to Asha Nagar by planning a comprehensive development for leprosy patients. The project was awarded by HUDCO.
An Act has been introduced to provide land holding rights to landless persons. Through these Act, the owners of possession prior to 19 November 2018 will be given land ownership rights. It will also benefit such people who were earlier granted pattas but were unable to consume the land due to lack of renewal provisions, in this decision, more than two lakh urban poor families of the state will be directly benefited and they will get ‘More land Financial assistance up to 2.5 lakh can be provided under the ‘More House’ scheme.
Work of ‘Mission Clean Kharun’ started at a cost of Rs 300 crore to save the life of Kharun river of Raipur. This will not drain the drains in the river. A work of 200 crore rupees has been started for the protection of Kelo river in Raigad and Indravati in Bastar.
The ‘Pauni Pasari Yojana’ has been started to revive the traditional businesses of the state. Provision has been made to establish Pauni Pasari Bazaar at 255 places to promote traditional businesses at the heart sites of cities. The PwDs get representation in the urban bodies, so by bringing a bill in the Legislative Assembly, posts have been reserved for the Eldermen in all the urban bodies.
Water recharging is also being done by the state government under the ‘Narva Garua Ghurwa Bari’ program. Surface water sources are being developed along with the purification of the water flowing in all the ponds and rivers, the development of all ground-based water sources. This work is in progress through various schemes. A project has been prepared for charging ground water through V-wire injection well, which will not only strengthen the water resources but also solve the problem of waterlogging.
