Raipur, 11 October 2020. In the 11th episode of ‘Lokvaani’ that was aired today, Chief Minister Mr. Bhupesh Baghel shared his views on the topic “Nava Chhattisgarh: Hamar Vikas-Mor Kahani’. Chief Minister said that State Government’s aim is to ensure justice for the farmers, and give them a life of dignity and self-dependence. For this, state government increased procured paddy at Rs 2500 per quintal, waived off agriculture loan, waived off irrigation tax, gave concession in electricity bills, free electricity supply for farmers of Scheduled Caste and Scheduled Tribe category. State Government has taken all these steps to empower the farmers. Mr. Baghel gave detailed information about the various schemes launched by the new government for education and health sector, for increasing the income of villagers-farmers, and for promoting Chhattisgarhi culture. Radio listeners generously praised the schemes of state government.
State Government’s Chief Minister Special Health Support Scheme is proving to be a boon for poor and middle-class families. Mr. Rajendra Kumar of Tifra Bilaspur told in ‘Lokvaani’ programme that his 8-year-old son Kunal Soni was suffering from blood cancer, and he received financial aid of Rs 20 lakh under Chief Minister Special Health Support Scheme for his bone marrow transplant. Likewise, Mr. Anjeet Kumar Jangade of village Bethiya of Jaijaipur tehsil in Janjgir-Champa district also told that his 14-year-old son was suffering from major thalassemia, but with the financial aid of Rs 14 lakh received under this scheme, his bone marrow transplant was successfully done. Mr. Soni and Mr. Jangade availed the treatment facility for their sons in CMS Hospital Vellore. Both of them thanked Chief Minister for the financial aid received under the scheme.
Chief Minister Mr. Baghel said that under ‘Dr Khubchand Baghel Health Support Scheme’, nearly 2 lakh 71 thousand people have been provided free treatment facility of upto Rs 50 thousand in last 9 months, whereas under Chief Minister Special Health Scheme, nearly 315 people have been provided free treatment facility of upto Rs 20 lakh in last nine months. Nearly Rs 350 crores have been spent on these two schemes. After immense success of Haat-Bazar Clinic Scheme, Urban Slum Health Scheme, State Government is now launching Dr Radhabai Diagnostic Centre Scheme.
Take precautions to prevent corona infection
Chief Minister said in today’s episode of Lokvaani that we should avoid crowded places and programmes to avoid spread of COVID infection. He requested people of the state to use mask and follow precautions, and spend quality time at home with family. Chief Minister extended greetings of Navratr, Dussehra, Agrasen Jayanti and Eid Milad-un-Nabi.
Creating Nava Chhattisgarh by preserving the culture of Chhattisgarh
Chief Minister said that creating Nava Chhattisgarh means to preserve our culture, dialect-language, cuisine, and basic values. We are making efforts to formulate schemes in such a way that one scheme supports the implementation of others, for example Garva, Gauthan and Godhan Nyay Scheme. Vermicompost production will help in paddy farming as well as backyard farming.
Market and Companies will have to communicate in Chhattisgarhi
Dakshi Sahu of Raipur requested Chief Minister in Lokvaani that Chhattisgarhi dialect should get enough importance in business communication as well. Chief Minister said that the more we serve and promote our dialect, the more our culture and language would develop. Market and Companies would have to communicate in Chhattisgarhi. He added that an ordinance for for including Chhattisgarhi in the 8th schedule has been passed in Vidhan Sabha and sent to Central Government.
Responding to the farmers praising the schemes of state government, Chief Minister said that he is happy to hear about their experiences, as we have succeeded in serving the farmings the way we wanted to. The promise of providing Rs 5700 crore under ‘Rajiv Gandhi Kisaan Nyay Yojana’ has been half way completed. Remaining half of the amount will also be provided soon. Many listeners gave information about the positive changes underway in remote areas of Bastar region because of solar lights, Mukhyamantri Suposhan Yojana, forest produce collection and Amcho Radio Scheme to connect children with school education.
No just electricity, Bastar is getting illuminated with education, employment and health facilities as well
Chief Minister said in the context that we had promised that development schemes in Bastar would be started with mutual understanding and trust. Households and villages have been illuminated with electricity. CREDA has provided electricity supply in 11 thousand 886 households in the remote areas of Bastar. Not just electricity, Bastar region has been illuminated with education, employment and health facilities as well. The schools in naxal-affected jagargunda village of Sukma district have been reopened. With Mukhyamantri Suposhan Yojana, malnutrition rate in the entire state has declined by 13.79% within one year. Number of minor forest produce procured on support price has been increased from 7 to 31 and wage rate for tendupatta collection has also been increased. This way Chhattisgarh has become the state that procures highest quantity of forest produce. MNREGA has become the lifeline during corona crisis, and Chhattisgarh has made the record of providing maximum employment in the country.
Multi-skill Centre to be developed in Dantewada
Return of land to tribal farmers in Lohandiguda has paved the path for setting up 200 food park. Land for 101 food park has been earmarked. Nearly 900 tribal people have been released from jail. Amcho Bastar has also begun to yield promising results. People of Bastar have created their own brand of tamarind, cashew and coffee. Bodhighat Multipurpose Project would be implemented to save River Indravati. Bamboo based factory established in Bhopalpatnam. Corn Processing Unit will be established in Kondagaon. Multiskill Center will be established in Dantewada. Bastar will soon become malnutrition free, malaria free and free of injustice as well. High capacity mobile tower in Narayanpur and Jagdalpur-Hyderabad-Raipir air connectivity will bring about accelerated positive change.
A new chapter of development in forest region with forest land right certificates
Many radio listeners told that the a new chapter of development has started for the forest dwellers with forestland rights certificates and Community Forestland Rights Certificate. In the context Chief Minister said that it was an injustic to reject the forest right claims, hence, when the new government came into power, action was taken to rectify this situation. Out of the canceled claims, more than 40 thousand people were given individual leases and 46 thousand community leases. This is a new revolution in terms of community leasing. Thus, through 4 lakh 87 thousand land rights pattas, lease of 51 lakh acres of land has been given, which is the highest in the country. This work has not only been done in Bastar, but in different parts of the state. The lands under these forest rights pattas are now being utilized for farming, animal husbandry, fisheries and livelihood in dozens of villages.
Chief Minister thanked the teachers rendering their services in corona crisis
Chief Minister Mr. Baghel, in today’s episode of Lokvaani, thanked the teachers who are adopting innovative ways to impart education. Chief Minister said that the new government has taken major decisions such as recruitment of 14 thousand 850 permanent teachers, textbooks in more than 20 dialects/languages for Std 1st and 2nd students, 51 government English medium schools under Swami Atmanand Government English Medium School Scheme. We have also kept the promise of Shikshakarmis merger within 2 years.
Mr. Baghel said that for online education of children during corona crisis, first we started ‘Padhai Tunhar Dwar’, under which 22 lakh children and 2 lakh teachers got associated. For the places that had poor internet connectivity, ‘Padhai Tunhar Para’ was launched. Under this scheme, 22 thousand 916 teachers conducted classes in para-mohallas of 34 917 hamlets, where in more than 7 lakh 48 thousand students study while following physical distancing protocol. 22748 teachers are teaching 72 thousand children in 4298 remote places. In places where internet is unavailable, study material will be shared via Bluetooth. Through ‘Bultu Ke Bol’ 55748 audio material will be made available to 26 thousand 522 people. Teachers who teach in Para-Mohalla are gaining popularity with names like Missedcall Guruji, Cinema Babu on motorcycles.
Chief Minister said that in order to provide new opportunities to the youth, several new school-colleges have been opened in the state including Internet of Things and Robotics Laboratories, Course of Artificial Intelligence. Permanent teachers are also being recruited in colleges. I believe that teachers and children together will bring a new revolution of quality education in the state.
