– Inclusion has a simple meaning – Taking all sections of society together, participation of all, system of development of all.
– There is the same sentiment in the Vedavakya of ‘Sarve Bhavantu Sukhinah’, which is our cultural heritage.
– The question arises that who is not included in the prevailing system? Who is missed? So the simple answer is that one who does not get rights over resources, who does not have a means of dignified livelihood, does not have development opportunities or who is poor. That class is left out.
– In our prevailing economy, the participation of farmers, rural, scheduled castes, scheduled tribes, backward classes, women has been very less. It is not that the efforts have not started but it is fair to say that the campaign went astray, and it stopped somewhere.
Going back a little, our leaders like Mahatma Gandhi, Pandit Nehru, Sardar Patel, Dr. Ambedkar, Shastri, Azad, Maulana spoke of justice, we have got the Chhattisgarhi model from the shared heritage.
– Nehru ji started the series of Five Year Plans as the first Prime Minister of the country. Due to this, the foundation of India was strengthened in every field, especially in the economic and social sector.
– In this 11th Five Year Plan period (2007 to 2012), the concept of ‘inclusive growth’ in India’s economy was put forward with great force. Recall that the UPA was in power at that time and Prime Minister was Mr. Manmohan Singh, that is, the reins of the country were in the hands of skilled economists.
– The goal was to increase the country’s GDP i.e. GDP growth rate from 8 percent to 10 percent.
– It was also decided that the growth rate should be maintained continuously up to 10 percent so that the per capita income could be doubled by the year 2016-17.
– For the 12th Five Year Plan period 2012 to 2017, the target was to keep GDP between 9 and 10 percent.
Today, India’s growth rate is around 3 percent. In the first quarter of the year 2020-21, the country’s growth rate has registered a decline of about 24 percent, which is the highest decline in the world.
– Corona has problems all over the world. Despite being the most affected Corona in the US, its GDP has fallen by only 10 percent. While India’s GDP has fallen by 24 percent in the world. This situation has to be understood.
– But I firmly believe that the solution of economic and social problems of the country and the state is possible only through inclusive development. We are awakening to inclusive development in our state and will move forward in this direction.
– As of March 2020, only AIIMS Raipur had facilities for Covid Testing. Which was a big challenge to increase. As on date, tests have been made in all 6 government medical colleges in the state, RTPCR test in 4 private labs, True-nat test in 30 labs and Rapid antigen kits in all community and primary health centers including 28 district hospitals.
– In March 2020, the facility of treatment of Corona infected patients in the state was only in AIIMS Raipur, but the state government has so far established 29 government, 29 dedicated Kovid Hospitals, 186 Kovid Care Centers with a planned action plan. 19 private hospitals have also been accredited for treatment.
As of March 2020, 54 ICU beds and 446 general beds were available, increasing to which 776 ICU beds and 28 thousand 335 general beds have been made available, which is a major achievement.
– The state government hospitals had 148 ventilators for emergency facility. Which has now increased to 331.
Brothers and sisters, we are taking all possible measures for the prevention and treatment of infections. Endurance is often missed by discussions about the disease. But at this time the biggest need is that everyone should show courage. This phase will also pass with caution and courage.
According to the new trend as of now, most of the people in the state are falling into the asymptomatic category. There is no need to be confused about this either. But understand the importance of face mask and face shield. Use soap-water, sanitizer to clean hands. Avoid the crowd.
Home isolation facility of asymptomatic patients is also available as per rules. Conditions are being improved by constant review and improvement.

Providing for the livelihood and better income of all such people is the key to inclusive development.
– We have to understand that every family has a means of livelihood. We can achieve the goal of equal distribution of the benefits of economic development mainly by handing over the resources of the state and their income to the Scheduled Castes, Scheduled Tribes, economically weaker sections. The kind of policy we have adopted in Chhattisgarh since December 2018 can be understood by looking at inclusive growth.

I am a student of class 10, father is teacher and mother is employed in self help group. In order to continue studies during the Corona period, the government’s ‘Shiksha Tunhar Duar’ and the new initiative ‘Gyan Ganga’ by the district administration have been installed in offline server panchayats. Manish bhai, when we consider the farmer as the axis of the economy, then understand that we have reached the axis of inclusive development.
– You said about the ‘Rajiv Gandhi Kisan Nyaya Yojana’. Certainly, 19 lakh farmers of our state are benefiting from this. 3 thousand crores has been paid in two installments. Now soon Rs 5700 crore The payment promise will also be fulfilled. We have not only fulfilled the promise of giving 2500 rupees per quintal to paddy farmers, but will also give better prices for small crops including maize, sugarcane.
– We have waived debt, waived irrigation tax and now we have started the process of justice schemes.
With the commissioning of the Godhan Nyaya Yojana, the construction of Gothan has increased. Every 15 days we are paying for the dung purchased.
– Rural women are making vermi compost by buying cow dung by joining self-help groups. In this way, not only the rural people, but many institutions also got an opportunity to play their role.

Madhu Ji said right. In our Chhattisgarh, there are different types of produce at different places and if they are taken care of, they can change the lives of the local people.
– We have started efforts in this direction. Along with grains, fruits, vegetables, coffee, tea etc. are promoting the production of everything. Our effort is to have a good marketing system so that more production is benefited.
– Reviewing forest rights leases previously revoked, has accelerated the granting of individual leases. On the other hand, land is also being allocated on a very large scale in community leasing.
We have become the first state in the country to lease more than four and a half lakh forest rights and allot about 40 lakh acres of land. It is our endeavor that tribal and traditional forest dwellers should also get the benefit of this initiative in the form of new profitable farming. In the past, millions of farmers have again returned to their villages and fields with the initiative to waive our debt and get good prices. This is a major success of our inclusive development efforts.
