Initiative to make elephant an animal friend

In the months of September and October in the forest, priority should be taken to harvest green fodder: people will get employment.

Raipur, 9 September 2020. The first meeting of the Campa Governing Body was held at his residence office here today under the chairmanship of Chief Minister  Bhupesh Baghel. Mr. Baghel made a detailed review of the work done from the Campa item in the meeting. It was informed in the meeting that 89.73 lakh man-days of employment were generated through various employment oriented works by spending an amount of Rs. 429 crore 21 lakhs under the annual action plan of CAMPA in the year 2019-20. During the Corona crisis period in the year 2020-21, 42.44 lakh man-days of employment were created from April 1 till date by spending an amount of Rs. 219 crore 63 lakh. To provide maximum employment to the people in Vananchal, the Chief Minister directed to sanction more and more work under MNREGA under the recurring grazing scheme and Forest Rights Act. The Chief Minister said that construction of 4400 Gothanas has been completed in the state, where a large number of cattle are being kept in day-care. A large amount of fodder will be required here. Keeping this in mind, harvesting of green fodder should be done by the Forest Management Committees in the months of September and October, so that people can get employment and ensure availability of fodder in Gothan. Forest Minister Mr. Mohammad Akbar was also present on the occasion.

The Chief Minister said that a lot of green and nutritious fodder can be collected from this. He said that all the forest divisions should be made by storing green fodder bundles in some centers and the information of these centers should be made available online, so that the Gothan committees and private sector livestock can purchase the fodder at the prescribed rate as per their requirement. Chief Minister Mr. Baghel also directed to determine the rate of sale of green fodder. He said that large quantity of cow dung has been collected in many Gothanas. With this, products like vermicompost as well as cow dung and goukastha can be prepared. During the meeting, Mr. Baghel reviewed the works of ground water conservation and promotion under Narva scheme. It was informed in the meeting that out of 12 lakh 55 thousand 128 sanctioned structures under the Narva Development Plan in the year 2019-20, more than 8 lakh 49 thousand structures have been developed, including check dams, stop dams, check dams, Enicut, dike wall, etc.

Chief Minister Mr. Baghel also directed to include construction of big ponds in forest areas under Campa item on priority. He also laid special emphasis on pasture development, fruitful plantation and development of water structures in forest areas under the habitat improvement of wildlife. During this period, discussions were held regarding conservation and promotion of state animal forest buffalo, state bird Bastar myna, reindeer, hyena, sonkutta, vulture, etc. Discussions were held in the state to increase the number of lions and to prepare a detailed action plan for the habitat improvement of birds.

Baghel said in the meeting that to prevent the situation of elephant-human conflict, the initiative should be taken to make the elephant a human friend. He said that arrangements for adequate food and water etc. should be made in elephant habitat areas in the state, so that control of elephant-human conflict can be easily achieved. Chief Minister Mr. Baghel gave special emphasis to the Forest Department for making better action plans including bringing public awareness to control elephant-human conflict. The Chief Minister said that according to an estimate there are about 6000 elephants in Kerala, rarely there is a situation of elephant-human conflict. Necessary initiative should be taken towards making elephants a friend of man. He said that elephant is a very calm, intelligent and social animal, by understanding its nature and public awareness, elephant-human conflict can be reduced.

A presentation on the Arpa River Revival Plan was given at the meeting. The Chief Minister said that the work of Narva treatment along the route from Arpa river to Pendra to Shivnath river should be ensured as per the plan, so that water flow will remain naturally throughout the year in Arpa. Shri Baghel also said that the Forest Department, Revenue Department should undertake ground-water promotion and conservation work in coordination. On this occasion, Chief Secretary Mr. RP Mandal, Additional Chief Secretary Mr. Subrata Sahu, Principal Secretary of Forest Department Mr. Manoj Pingua, Principal Chief Conservator of Forests Mr. Rakesh Chaturvedi, Chief Executive Officer of Campa Mr. V.P. Srinivasa Rao was present. Additional Chief Secretary S Amitabh Jain Panchayat and Rural Development Department Principal Secretary Mr. Gaurav Dwivedi, Agriculture Production Commissioner Mrs. M. Geeta attended the meeting through video conferencing.
