Raipur, 6 September 2020. The Chief Minister, Mr. Bhupesh Baghel, from his residence office here today through video conferencing from his cabinet colleagues as well as district collectors, superintendents of police and medical officers in detail regarding the status of corona infection in the state and its prevention measures. Discussed and received suggestions from them.
Addressing the ministers and officials, the Chief Minister said that in view of the rising outbreak of Corona, an atmosphere of fear has been created in the minds of the people especially the patients. This needs to be overcome. He said that there is a need to increase the morale of the patients of Corona admitted for treatment in hospitals. For this, he asked the officers to regularly ensure round of doctors in wards to check the health status of patients and to advise patients. The Chief Minister said that for this, arrangements should be made to provide necessary counseling to patients either through telemedicine or video / WhatsApp calling.
Chief Minister Mr. Bhupesh Baghel said that remarkable work has been done in Chhattisgarh state with the cooperation of all to help the victims of corona and prevent infection. He said that we have successfully won half the battle of Corona. Right now is the peak period of infection. In such a situation, we have to win this battle without weary, non-stop. He hoped that with the joint efforts of officers and employees of health and all departments, we will definitely be successful in conquering the corona infection. The Chief Minister directed the collectors to ensure better arrangements at the district level for better treatment of Corona patients. He said that services of private hospitals located at district level can also be availed as per the requirement. He spoke of determining the rate for the treatment of Corona patients in private hospitals. The Chief Minister said that it has been decided to treat patients without symptoms and less symptoms by keeping them in home isolation. He said to motivate the patients for this and also to give them necessary advice. The Chief Minister said that such families where one or two people are found to be corona positive, then all members of that family should be given prophylactic drug kits as a precaution without corona examination to those who come in close contact with them and this kit In addition to prescription drugs available for prevention of corona, necessary guidance should also be given for adherence to SOP. The Chief Minister said that the pressure in hospitals will be reduced by ensuring treatment of patients without symptoms and less symptoms through home isolation. He said that through telemedicine WhatsApp calling to guide patients living in home isolation, doctors would be able to give them necessary counseling regarding medicines, given their health status. The Chief Minister further said that patients suffering from corona-infected and serious diseases like heart, kidney, liver, high blood pressure, high sugar etc. should be admitted to the hospital and their treatment should be made better. The Chief Minister said that protecting the lives of patients suffering from corona and serious diseases should be paramount. For this, he asked the officials to ensure necessary arrangements and measures.
The Chief Minister, Bhupesh Baghel, instructed the collectors to determine the containment zone as per local conditions while ensuring strict adherence to the measures to prevent infection of the corona. The Chief Minister said that to bring awareness among the people, the Health Department should do wide publicity through pomplet, handbill. He said that it should be clearly mentioned in the pomplet and handbill what medicines to take and what precautions are to be taken by the non-symptomatic and low-symptomatic patients. The Chief Minister also asked to inform the public about the medicines given in prophylactic drug kits.
The Chief Minister said that a large number of patients from districts are coming to Raipur for treatment of Corona. This situation is not good. He said that only serious patients infected with corona should be referred to major hospitals for treatment. He said that all of us should try to remove the fear of the patients and believe that if they reach the hospital for treatment, they will get better medical and other facilities. The Chief Minister instructed the collectors to appoint one officer each for all government hospitals for regular monitoring of wards and toilets etc., besides ensuring better management of the food of the patients suffering from Corona. The Chief Minister said that no complaint should be found in the food, drinking water and other types of arrangements of the patients.
The Chief Minister told the collectors that all of you had ensured better arrangements for food, treatment and quarantine of lakhs of migrant workers in the state. At present, Corona has 20 thousand active patients in the entire state. Managing food, drinking water and other arrangements for them is not a difficult task. The Chief Minister also instructed the collectors to personally monitor the matter. The Chief Minister said that adequate arrangements and beds are available in the districts for treatment of corona. It should be widely publicized so that people believe that they will not have to bother for treatment in the event of getting sick. Instructions were also given to disseminate information daily about the number of vacant beds in the hospitals at the district level.
The Chief Minister directed collectors and Health Department officials to ensure the availability of medicines and equipment required for prevention of corona infection in medical shops and strict action against those who market them. The Chief Minister also instructed to distribute the decoction made from the medicinal plants which increase immunity. The Chief Minister said that a system of CT scans should be ensured at the local level for screening of corona-infected patients who have trouble breathing so that the infection status can be detected and treated accordingly. The Chief Minister said that if the condition of a patient living in home isolation is serious, then the health department will essentially ensure that the hospital is admitted for treatment. While issuing the Corona Bulletin, the Chief Minister directed the Health Department officials to clearly state the cause of death along with the number of dead. The Chief Minister said that if serious patients of heart, kidney, liver, high blood pressure, sugar are suffering from corona, then the cause of death due to corona or from previous disease, it should be clearly stated.
Through video conferencing, Health Minister Shri T.S. Singhdeo said that the state of corona infection has increased since the lockdown opened in the state, which is natural. He said that the transition has increased due to increased traffic and participation of people in marriage and other events. He said that there has been an increase in the number of infected people due to large-scale corona testing in the containment zone or places where corona patients have been found, whereas this is not the case. He hoped that in the coming time, the condition of corona infection will stop and thereafter it will decrease. The Health Minister advised to ensure necessary instructions for prevention of corona infection as well as to take necessary measures to increase immunity of the people.
Agriculture Minister Shri Ravindra Choubey also made many useful suggestions regarding prevention of corona infection. He said that asymptomatic and mild symmetric patients should be treated through home isolation. He also suggested to make people aware through Gram Sabha. Home Minister Mr. Tamradhwaj, Forest Minister Mr. Mohammad Akbar, Urban Administration Minister Dr. Shivkumar Dahria, Industry Minister Mr. Kavasi Lakhma, Higher Education Minister Mr. Umesh Patel, Revenue Minister Mr. Jaisingh Agrawal, School Education Minister Dr. Premasai Singh Tekam, Food Minister Mr. Amarjeet Bhagat, Women and Child Development Minister Smt. Anila Bhendia and Public Health Engineering Minister Guru Rudrakumar also made many useful suggestions regarding prevention of corona infection in the state. In the beginning of video conferencing, Additional Chief Secretary Health Smt Renu G Pillai said that the number of patients affected by corona in the state is about 41 thousand, out of which 20 thousand patients have become healthy. Currently there are 20 thousand 968 active patients. He said that the death rate of corona patients in the country is 1.73, while in Chhattisgarh it is only 0.84 percent. He informed that at present 22 thousand 606 beds are vacant for the corona victims in the state. About 25 hundred people are in home isolation. Chief Secretary Shri R.P. Mandal, Additional Chief Secretary Home Shri Subrata Sahu, Health Director Shri Neeraj Bansod, National Health Mission Director Dr. Priyanka Shukla and other officials were present.
