The budget grant demand of the Finance, Housing and Environment, Planning, Economic and Statistics Department was passed in the House today, in which a big relief has been given to small traders. At the same time, an announcement has been made to form an authority for the rivers passing through the city. During the discussion on the grant demand, Minister OP Choudhary said that concrete efforts are being made towards ending Maoism in Bastar. Along with this, work is also being done for the economic and social sector. How will Bastar beChaudhary said, permission of the collector was required for entry into Abujhmad. Thousands of people were left behind in the name of cultural heritage. People kept dying of malaria and cholera. Our government has opened Bastar to the world. The result of this meaningful effort is that the United Nation has included Dhudmaras for the best tourism in the world. The happiness index of regions like Bastar will be at a better level. The happiness index is also being given a place in the vision document we are making.
An authority will be formed for development in the rivers passing through the city
Minister OP Choudhary said, a medical college is being built in Bastar with the funds of DMF. When I was the Raipur collector, the air pollution was going above three hundred, but it was controlled with many efforts. Expressway, canal linking road were built. The land of the green location of the collectorate was developed as a green zone. The air quality index had also come below hundred. The air quality of cities like Raipur, Korba, Raigarh is at a satisfactory level. He said, we will form an authority in the coming days for the development of rivers passing through the cities. In the master plan, a committee will also be formed for the out skirt area in the city. We have come up with an OTS scheme. Under the housing projects, we are giving a discount of five to ten percent on the properties that have not been sold for more than five years. Institutions like Housing Board, NRDA will come into a good financial position during our government.
Provision for development of all the four Shakti Peethas
OP Choudhary further said, we have made a provision to develop all the four Shaktipeeths in Chhattisgarh. In the coming time, the burden of pension will fall on all the state governments. The NPS system implemented by the previous government will put a big burden on the government in the future. The previous government’s intention was that the government should take the amount of Rs 19 thousand crore deposited in NPS. The government had a greedy eye on that amount. He said, the old pension scheme is applicable in the state, the burden of which will fall on the government in the future. The government has created a pension fund so that the financial future of the state is better. We are going to put 456 crores from this budget in the pension fund.
There is also a provision for a consolidated sinking fund
He said, we have also made provision for Consolidated Sinking Fund in the budget. There is a rule to deposit five percent of the total loan demand of the state. We have deposited 7.3 percent in CSF. In Jharkhand it is 2.04 percent. In Punjab it is 2.95 percent. In Telangana CSF is 2.23 percent. In Karnataka it is about 4 percent. Wherever there is a Congress or a Congress-supported government, the financial situation is bad. Two days ago, in an interview, the Chief Minister of Telangana has said that there is no money left even for salaries. There is a city like Hyderabad in Telangana. In Karnataka, which has a city like Bangalore, the payment of Griha Lakshmi Yojana has not been made for the last four months. We have created Chhattisgarh Growth and Stability Fund. We are the leading state of the country. Our state depends a lot on mining. Mining fund depends on international factors. We have created this fund so that there is no financial imbalance due to this.
OP Choudhary said, whether it is about the branches of banks or about advancing the process of DBT, our government is moving ahead rapidly. We have left no stone unturned to strengthen good governance through technology. Financially, we have been successful in implementing all the welfare schemes. Welfare schemes like payment for paddy purchase to farmers, payment to landless agricultural laborers, Mahtari Vandan Yojana, PM Awas are being run successfully. The burden of an additional amount of thirty thousand crore rupees has fallen on the government. Still, we have been successful in moving ahead by overcoming this challenge.
We brought technology in registration: OP Choudhary
Chaudhary said, due to our reforms, we have received incentives of Rs 6,000 crore from the Government of India. The growth of registration is 20 percent. Our growth is better on all parameters, that is why we are able to take decisions like reducing the price of petrol. Be it the norms of the Finance Commission or the norms of the RBI, we are following all the norms. We thought it better to fill the old holes to save the state from possible financial burden in the future. States under Congress rule or Indy rule have completely failed on all financial norms. In the last one and a quarter years, we have done a lot of reforms in the registration department. Raipur, Durg and Bilaspur are three important districts from the point of view of registration. We changed all the officers from the clerk to the top. We brought technology in registration. We have also worked to revise the setup.
Registry facility is available through Sugam app
The Finance Minister further said, we have created Sugam App. Registration is being done through this app. Through Sugam App, photos have to be taken and uploaded at the location. If a tree was found at a location, a separate registration fee had to be paid. People started cutting trees before taking photos. Within a month and a half of the app’s implementation, we abolished the fee on trees. In the new industry policy, registration fee has been exempted. There used to be talk that raw money is being spent on registration. We decided that we have made the registration fee zero when the rate is higher than the guideline value.
India’s tax collection from GST reached two lakh crores
He said, GST is one of the biggest economic reforms of the country. One country one tax was implemented. The pleasant result of this decision is now coming to the fore. GST system was made during the UPA government, but due to policy paralysis, nothing could be done. PM Modi had a strong will power which implemented GST with new reforms. Modi ji’s vision was that today India’s tax collection has reached two lakh crore rupees. GST money is also given to the states. Perhaps it could not have been implemented even in a state like America. All the decisions of GST are taken in the GST Council. The Government of India has only one third weightage, while the states have two third weightage. The Government of India has only 33 percent voting right, while the states have 66 percent. Decisions are not taken if 75 percent support is not received in the council. All the decisions of the GST Council are taken unanimously.
E-way bill limit increased to Rs 1 lakh to benefit small traders
Chaudhary said, decisions in public interest are opposed by Congress and Indi alliance in GST Council. As soon as our government was formed, we created Ease of Doing Business Cell. This cell works only where we can benefit the tax payers. To benefit the small traders, the e-way bill limit has been increased to Rs 1 lakh.
FlyS will do geo tagging and GPS tracking of vehicles
Finance Minister OP Choudhary said, we will work better on Green GDP in future. We will do geo tagging and GPS tracking of FlyS vehicles. We will issue NRDA bonds. We will implement IT services in NRDA. Work is being done to make Nava Raipur the most modern city in the world. We are going to build SCR on the lines of NCR. Nava Raipur will emerge as the state capital from Raipur to Durg. He said, the 100th year of the country’s independence will be a developing India, a developed India. Work is going on at a fast pace to make developing Chhattisgarh a developed Chhattisgarh. Today, I also remember Chhattisgarh’s first finance minister Ramchandra Singhdev, who had many dreams about a developed Chhattisgarh.
