Rs 2 crore has been provisioned for water conservation works to recharge ground water and Rs 36 crore 90 lakh has been provisioned for modernization/computerization of courts.

Today in the Chhattisgarh Legislative Assembly, grant demands of Rs 15,386 crore 42 lakh 47 thousand for the financial year 2025-26 were passed for the departments of Deputy Chief Minister Shri Arun Saw. This includes Rs 2,793 crore 60 lakh 73 thousand for Public Health Engineering Department, Rs 24 crore 38 lakh 13 thousand for Urban Administration and Development Department-Urban Bodies, Rs 4,664 crore 8 lakh 56 thousand for Public Works-Roads and Bridges, Rs 894 crore 45 lakh 20 thousand for Judicial Administration and Elections, Rs 2,101 crore 99 lakh 36 thousand for Public Works-Buildings, Rs 1,715 crore 44 lakh 46 thousand for Urban Administration and Urban Development-Urban Welfare, Rs 69 crore 20 thousand for foreign aided projects related to Public Works Department and Rs 3,123 crore 45 lakh 83 thousand for financial assistance to urban bodies.
Public Health Engineering Department
Deputy Chief Minister Shri Arun Saw, while replying to the discussion on the grant demands related to his departments, said in the House that even after 60 years of independence, pure drinking water was not available to the houses in the villages. Prime Minister Shri Narendra Modi has envisioned Jal Jeevan Mission to provide relief to rural women from the tireless hard work involved in arranging drinking water. The work of Jal Jeevan Mission has been started from the year 2019 to accomplish the challenging task of ensuring adequate drinking water supply to every house. Under the leadership of Chief Minister Shri Vishnu Dev Sai, the government has given top priority to Jal Jeevan Mission and is making serious efforts for the quality, dynamism and completion of the works by removing the errors and shortcomings of the previous government. For this, strict action has been taken against careless and non-working contractors and officers.
Deputy Chief Minister and Public Health Engineering Minister Shri Saw told the House that under the Jal Jeevan Mission, 29 thousand 173 single village and retrofitting schemes costing Rs 22 thousand 389 crore 99 lakh have been approved in the state. Along with this, 70 group water supply schemes have also been approved for 3,212 villages at a cost of Rs 4166 crore 50 lakh. 50 lakh 4 thousand rural families of the state will be benefited from these schemes. So far, more than 40 lakh 10 thousand rural families have been given tap connections in Jal Jeevan Mission. Under this, the target is to provide tap water to every house at the rate of 55 liters per person per day. A provision of Rs 4500 crore has been made in the budget for the financial year 2025-26 for the works of the mission.
In the upcoming year’s budget of the Public Health Engineering Department, a provision of Rs. 28 crore 51 lakh has been made for the maintenance of hand pumps, Rs. 28 crore 51 lakh for the maintenance of rural tap water supply schemes, Rs. 8 crore for the operation/maintenance of group water supply schemes and Rs. 3 crore 50 lakh for solar energy based schemes funded by NABARD. A provision of Rs. 2 crore for water enrichment work to recharge ground water, Rs. 2 crore 60 lakh for digging tube wells in urban areas, Rs. 56 crore 37 lakh 6 thousand for grant in the ongoing urban drinking water schemes and Rs. 41 crore 99 lakh 46 thousand loan has also been made in this budget. A provision of Rs. 01 crore has also been made in this budget for the under construction scheme based on Shivnath river for drinking water supply in Bhilai IIT.
Deputy Chief Minister Shri Sao told the House that several provisions have been made in new items in the budget for the coming financial year for a robust drinking water system in rural areas. These include provisions of Rs 3 crore for the construction of dashboard for monitoring the works of Jal Jeevan Mission, Rs 1 crore 19 lakh for human resources, Rs 1 crore 60 lakh for the establishment of state level and district level laboratories, Rs 5 crore for the maintenance work of tap water schemes, Rs 1 crore 65 lakh for the construction of departmental offices and Rs 250 crore for group water supply schemes.
Public Works Department
Deputy Chief Minister and Public Works Minister Shri Arun Saw, while replying to the discussion on departmental grant demands in the House, said that roads are not only means of transportation. They also determine the direction of development. New roads are being constructed at a fast pace for the rapid development of the state. The Central Government has sanctioned Rs 892 crore 36 lakh for the widening and strengthening of 8 road sections under the CRIF scheme for the upgradation of state highways in the year 2024-25. With this, 323 km long roads are being strengthened in various districts of the state. He said that in the upcoming year’s budget of the department, the work of construction of level crossings on existing railway lines in the state, railway over bridges, grade separators at the busiest and high density intersections and reconstruction of narrow and weak bridges on national highways and main district roads has been included on priority. The Government of India has approved Rs 356 crore 71 lakh for the construction of ROB on seven railway crossings in the state. Keeping in view the geographical situation of the state, the Central Government is giving priority to the construction and upgradation work of various national highways through NHAI.
Mr. Saw told the House that in the year 2001, the budget of the Public Works Department was only Rs 103 crore 85 lakh, which has now increased to Rs 9,451 crore in the budget of 2025-26. This is an initiative to strengthen the vision of building a new Chhattisgarh. This budget has been prepared keeping in mind the action plan for systematic development of roads till the year 2030. Construction of 4 lanes in urban areas with high traffic and connecting the nearby settlements of densely populated cities with 4 lane roads is our priority. This will lead to systematic expansion of cities and increase development. Keeping in mind the heavy traffic in high traffic and mining areas, priority has been given to strengthening the roads and construction of 4 lanes as per requirement. A plan has been made to strengthen the roads of the interstate border and make them 4 lanes for smooth traffic.
Mr. Saw said in the House that Bharatmala Yojana is being operated across the country under the leadership of Prime Minister Shri Narendra Modi. Bharatmala 4 lane expressway connecting Raipur to Visakhapatnam in Chhattisgarh is under construction, which is likely to be completed soon. To connect the Bastar region with this expressway, several surveys, road construction and strengthening works are included in the new budget. He informed that in the budget of 2025-26, a provision of Rs 1902 crore has been made for 1909 new roads and bridges, Rs 917 crore for upgradation and strengthening of asphalt surface of 168 roads, Rs 120 crore for widening and safety measures of bridges on important routes to prevent accidents, repair work and black-spot improvement works, Rs 420 crore for compensation payment of private land and Rs 1351 crore for construction of 339 bridges. Along with the construction of departmental offices in Bilaspur and Raigarh, provision has also been made in this budget for the construction of new circuit houses in Manendragarh and Sarangarh.
Urban Administration and Development Department
Deputy Chief Minister and Urban Administration and Development Minister Shri Saw, in response to the discussion on the grant demands of the department, said that under the able leadership of Chief Minister Shri Vishnu Dev Sai, the cities of Chhattisgarh are setting new dimensions of development every day. Our government is moving forward by fulfilling the guarantees given by Prime Minister Shri Narendra Modi to the citizens of the state one by one. He said that in accordance with the public aspirations, we have increased the number of urban bodies from 179 to 192 for the systematic and well-planned development of the newly emerging towns of the state. We have made a historic budget provision of Rs 6,044 crore 12 lakh in 2025-26 for the development of cities called the growth engines of the economy to realize the vision of developed India and to move rapidly towards the creation of developed Chhattisgarh. He said that in the first phase of Pradhan Mantri Awas Yojana (Urban), we have completed 2 lakh 5 thousand 360 houses out of the total approved 02 lakh 49 thousand 166 houses. Under the Pradhan Mantri Awas Yojana (Urban) 2.0, online beneficiary survey work is in progress in all the cities in the second phase. So far, information of 42 thousand beneficiaries has been registered on the portal of the Government of India. In December 2024, the Central Government has approved 15 thousand houses for Chhattisgarh under Pradhan Mantri Awas Yojana (Urban) 2.0.
Mr. Saav informed that a provision of Rs. 875 crore has been made for the Pradhan Mantri Awas Yojana in the new budget. Mukhyamantri Griha Pravesh Samman Yojana is being started to provide additional incentives to the beneficiaries of the scheme for building their houses within the stipulated time period and entering the house. A provision of Rs. 100 crore has been made for this. He informed that in the new budget of the state, a provision of Rs 380 crore has been made for Swachh Bharat Mission (Urban) 2.0, Rs 744 crore for Amrit Mission 2.0, Rs 25 crore for National Urban Livelihood Mission, Rs 30 crore for Pradhan Mantri E-Bus Service, Rs 100 crore for Raipur Smart City, Rs 100 crore for Bilaspur Smart City, Rs 10 crore for Mor Sangwari Seva, Rs 100 crore for Chief Minister Slum Health Scheme, Rs 750 crore in the infrastructure item for the development of basic facilities in cities and Rs 680 crore under the 14th and 15th Finance Commission.
Mr. Sao told the House that Rs. 100 crore has been provisioned for the construction of Nalanda complexes in 17 urban bodies of the state and Rs. 2 crore for their operation. A budget provision of Rs. 500 crore has been made for the new scheme Mukhyamantri Nagarothan Yojana to be launched this year.
Law and Legislative Affairs Department
Responding to the discussion on grant demands, Deputy Chief Minister and Law and Legislative Affairs Minister Shri Sao said that in the last one year, many effective steps have been taken to strengthen the judicial system and judicial institutions in Chhattisgarh. Along with permission for recruitment to 321 new posts in subordinate courts, 1259 new posts have been created in the High Court and District Courts. For the convenience of the citizens, 49 new notaries have been appointed in the year 2024. Rs 240 crore has also been sanctioned for court buildings, residential buildings and other development works. We have made a provision of Rs 1265 crore 46 lakh 78 thousand in the budget of 2025-26 for the smooth functioning of the judicial system of the state. This includes a provision of Rs 45 crore for construction of court building, residences for judicial officers and employees, Rs 10 crore for construction of auditorium in Bilaspur High Court premises, Rs 36 crore 90 lakh 67 thousand for modernization/computerization of courts, Rs 3 crore 50 lakh for State Legal Services Authority, High Court Service Committee, District Legal Services Authorities and Taluka Legal Services Committees for providing justice to the needy sections and Rs 11 crore for construction of ADR Center. He informed that Rs. 1 crore has been provisioned for new posts of Registrar District Judge in Bilaspur High Court and Rs. 2 crore 43 lakh 12 thousand for increasing human resources in various courts, Rs. 1 crore for creation of new posts in 22 family courts of the state and for establishment of Family Court in Bilaspur and Rs. 1 crore for new posts in various legal service authorities as well as Rs. 2 crore for new posts of Government Advocate and Deputy Government Advocate in Advocate General’s Office. In the budget of the coming year, provision of Rs. 3 crore 20 lakh has been made for various construction works in the auditorium of Chhattisgarh State Judicial Academy established for training of judicial officers, Rs. 1 crore for participation of students in International Moot Court Competition in Hidayatullah National Law University and Rs. 13 crore 50 lakh for establishment expenses there.
