Raipur. Under the leadership of State President of School Teachers Association, Virendra Dubey, the state delegation of the organization met CM Sai, Education Minister Brijmohan Aggarwal and Finance Minister OP Chaudhary. During this time, he has put forward many of his demands and requested them to complete them as soon as possible.

higher pay scale

For teacher LB cadre, the total service period for eligibility for higher pay scale and advanced time scale is being calculated from the date of merger. But the employees who have been serving continuously since 1994-95 are still deprived of higher pay scale, which is unfortunate. By making a provision for calculating the total service period from the date of first appointment in the Panchayat-Urban body, teachers will be pleased to ensure the benefit of higher pay scale to LB cadre.

full pension

resolution of pay discrepancy

In the School Education Department, the teaching posts of Assistant Teacher, Teacher and Lecturer have been given pay scale as per Central Pay Scale, instead of Level-8, Level-9 and Level-10, as per Level-6, Level-8 and Level-9 respectively. Due to which the prevailing pay discrepancy is causing financial and mental loss to the employees. Please try to resolve the pay discrepancy by making provision for central pay scale on all teaching posts.

Despite thousands of vacant posts for promotion of Additional Director, Joint Director, Deputy Director, Principal, Lecturer and teachers in the School Education Department, there has been no promotion on these posts for years. Due to which the efficiency of the department is being negatively affected and qualified officers and employees are being deprived of opportunities and charge-ism is prevalent in the department. Discrepancies in promotion rules and departmental errors lead to court intervention and many court cases are pending due to years of departmental inaction and red tape. Necessary reforms in the recruitment promotion rules should be made and the discrepancies should be removed immediately, the ratio of promotion posts in Arts Faculty and Arts subjects in academic posts should be increased as per the feeding cadre, by simplifying the rules and process of promotion, a time table should be prepared every year and all promotions should be done. Appointment to the posts should be ensured.

Review and improvement of cadre system

It has been 5 years since the recruitment promotion rules issued in 2019 after the merger in 2018. At present there has been a change in the number and ratio of all cadres and all posts. Therefore, it should be reviewed immediately and the promotion posts should be distributed in proportion to the employees working in different posts and cadres, because despite the large number of LB cadre, very few promotion posts have been given to them.

review of atmanand scheme

A complete review of the Atmanand Vidyalaya Scheme running in the state should be done. As per the need, such schools should be run in a planned manner under the department only at limited number of appropriate places. In these, deputation and contract system of employees should be abolished.

Direct recruitment to the post of Principal

Out of about 3500 vacant posts of Principal, about 500 posts of direct recruitment have not been filled for the last 28 years. Due to which not only the interests of the eligible employees are being affected, but the education system of the state and the efficiency of higher posts are also being negatively affected. Please start the recruitment process for about 500 direct recruitment posts of Principal through Public Service Commission without any delay and complete the recruitment process.

separate transfer policy

A separate and independent transfer policy should be made for the School Education Department and provision should be made for transfer every year only during summer vacations. Appropriate opportunities should be provided to maximum people by creating an online system for proper implementation and efficiency and transparency should be maintained by keeping the paperwork of the department to a minimum.

increase in retirement age

Like higher education, medical education and technical education departments, the retirement age in the school education department should also be increased to 65 years.

dearness allowance

The Centre’s resolution to provide dearness allowance from the due date has been made in the manifesto “Modi’s Guarantee”. Therefore, fulfilling the resolution, dearness allowance should be provided to the state employees immediately from the due date equal to that of the Centre.

Ban on unnecessary experiments

Many unnecessary activities are carried out in educational institutions under the guise of innovation and training throughout the year, due to which the pace and continuity of studies and teaching is also negatively affected. Please stop such activities.

Withdrawal, disbursement and other rights to cluster centers

At present, high schools and higher secondary schools have been made cluster centers and the principal or lecturer has been made the cluster in-charge. He should be made the Withdrawal Disbursement Officer for all the employees working under the group and be given corresponding responsibilities. So that the dependence of employees at the development block level can be reduced and cases can be resolved quickly.

Prohibition of improper use of LB suffix with designation

LB cadre employees are marked by adding the unnecessary and inappropriate but mandatory LB suffix to their designation. Please stop this trend and issue orders for use of designations only as per the Gazette.

Simplification of work execution form and proper arrangement for maintenance

Every year, the performance form of the personnel is filled, which is very complex and contains many undesirable information points, which should be simplified to include only the essential points. Proper arrangements should be made for its maintenance so that there is no need to ask for this form again and again.

Along with various posts in Directorate, Divisional, District and Development Block, most of the posts of Principal and Headmaster in schools are vacant, which are being run solely on the trust of the in-charges. Therefore, schools should be freed from inchargeism by giving prompt promotion on the above posts.

setup improvements

The current setup of schools is based on old data which has now become impractical, the number recorded has increased in some places and has decreased in some places. According to the National Education Policy 2020, the set up of schools in the state should be updated and posts should be created as per requirement and facilities should be provided accordingly.

Formation and regular meetings of advisory committees

The School Education Department, which has the largest number of employees in the state, does not have proper arrangements to solve the problems of the employees, due to which the problems and dissatisfaction of the employees is continuously increasing. Please make efforts to ensure resolution of problems by constituting advisory committees of competent officers and employee organizations at the state, division, district and development block levels and making provision for their regular meetings.
