Tribal people will get free electricity in Chhattisgarh: Allowance of policemen may increase; Government’s announcement in the Assembly – Chief Secretary will investigate irregularities in ‘RIPA’

Chhattisgarh government is going to launch ‘Niyad Nella Naar’ scheme. Under this, the tribals of Bastar will get free electricity, bank-ATM and other facilities. CM Vishnudev Sai announced this in the Assembly on Thursday.

Meanwhile, Home Minister Vijay Sharma has announced to get the irregularities in RIPA investigated by the Chief Secretary. He has also hinted at increasing the allowances of policemen. An inter-departmental committee is being formed for this.

The Chief Minister said that ‘Niyad Nella Naar’ scheme means your good village. This scheme will be applicable in the villages up to 5 kilometers area adjacent to the police camp. Under this scheme, the tribals of Bastar will be connected to many basic facilities. Chaturi Nand raised the issue of policemen.

MLA Chaturi Nand had raised the issue of policemen. He said that police personnel remain posted on the same post for about 10 to 15 years. Many of them have not been promoted. Will he be promoted soon?

Speaker asked- Is there any action plan?

Home Minister Vijay Sharma replied on this, but Assembly Speaker Dr. Raman Singh asked him to clarify. The speaker said that Chaturi Nand’s question is very clear. Be it fare, allowances, allowances for nutritious food or anything else, do you have any action plan to revise them?

The speaker asked whether these allowances will be revised? If the allowance has not increased in the last 10 years, is there any team formed in the coming future which will submit a report, and you wish to increase it on that basis? He has a question about this. Inter-departmental committee will review the allowance.

Home Minister Vijay Sharma told the House that an inter-departmental committee is being formed by the department. The committee will review it. After that the allowance will be determined. We have moved forward in this process. If there is a question regarding promotion, action is taken every year.

A policeman’s message to the minister
MLA Chaturi Nand read the message of a policeman in Chhattisgarhi. The MLA said- ‘Mor ghar chitka kuriya, tor ghar mahal attari’. He further said that, this is for the minister, ‘Tor ghar roz mahfil, mor ghar sunna duaari’.

Hearing this, the Home Minister smiled and said, similarly, my Chitka Kuriya house is also mine. I understand that pain. In any case, we are moving in the direction of what we have said. Will work on that.

Lakhma and Ajay Chandrakar clash

After this, former minister Kawasi Lakhma asked the Home Minister that, in the Naxal affected area of Bastar, soldiers live there, but there is neither electricity nor houses. Even rented houses are not available. In such a situation, does the government have any plan to build houses in every police station area?

As soon as Lakhma asked this, BJP MLA Ajay Chandrakar said, since when did you start speaking in favor of the policemen. Hearing this, Kawasi Lakhma got angry. He said, aren’t the policemen ours? Are you the only one who has recruited? You sit quietly.

The former minister further asked that the soldiers do not get drinking water and there is a problem of mosquitoes. Big people having connections with politics get transferred within 5 years, the poor type tribal-Satanami and backward class soldiers remain there for 20-20 years. In response to this, the Home Minister said that this question is not relevant.

Uproar in the House over RIPA project

Earlier, the RIPA scheme started during the Congress government was discussed. Talking about irregularities worth crores, BJP MLAs Ajay Chandrakar and Dharamlal Kaushik surrounded the ministers of their own government. Kaushik said that Rs. 80 lakhs were spent in building the RIPA center project worth Rs. 2 crores in Jashpur. This is a big irregularity.

Ajay Chandrakar also said, RIPA’s budget for 2 years is Rs 600 crore. At many places, the items mentioned for purchase have not been installed. This should be investigated. On this, Minister Vijay Sharma said – We will form a committee of the Chief Secretary and get the investigation done. After this, an uproar started regarding this case of Ripa. Ajay Chandrakar demanded to tell the time limit. Shouting, Ajay Chandrakar said that this is a matter related to the public. There is big corruption. The Speaker asked Vijay Sharma about the time limit.

Meanwhile, Dharamjit Singh stood up and told Vijay Sharma that this is not a matter related to you. Minister, please answer tension free. This is a matter related to the previous government. Dharamjeet informed that a large amount has not been paid yet.

He said that at that time the centers were started by putting pressure on the Sarpanches on behalf of the Minister and the Chief Minister. Any day any sarpanch can commit suicide. Then you people will say that suicide is taking place. No accounts, no accounts, whatever ministers and officials were doing, the same was going on.

Therefore, a high level inquiry should be conducted into those Sarpanches whose money has not been paid and who are thinking of committing suicide. If you ask, I will tell you along with the name of the Gram Panchayat. Any day they will commit suicide because their money payment is in danger after the change of government.

In response to this, Minister Vijay Sharma said, I have already said that I myself have gone and seen various RIPA centres. It has been decided that it should be reviewed by forming a committee under the chairmanship of the Chief Secretary. I am accepting that this investigation must be done. Since the government has already invested in it, it will move forward after deciding what to do next.

On hearing this, Dharamlal Kaushik also started demanding time limit. Lata Usendi also said that this should be investigated within the time limit. Minister Vijay Sharma said that the investigation will be completed in 3 months. On this the Speaker said that now the time has been announced and the investigation has also been announced.

Umesh Patel said – meaning will not stop the scheme
MLA Umesh Patel said in the matter related to RIPA that ever since the government has changed, it is being said at many places that now you (beneficiaries of RIPA scheme) will not be given NOC. Your work will not be done because the government has changed. Now it will be closed.

He said, my question to the minister is whether you will direct that the RIPA center will not be closed. On this, Minister Vijay Sharma said that the infrastructure has been developed and the system should be better. There is no closure in this. Wherever the government’s money has been invested, it will definitely be utilized.

what is ripa scheme
The previous Congress government started the RIPA scheme with the aim of providing financial and technical assistance to farmers for setting up enterprises in villages along with farming to increase their income. Under this, the concept was to provide all kinds of help to farmer producer groups and women self-help groups in setting up industries.

The Congress government claimed that this would strengthen the village economy. The Gauthans of the village were being developed as Rural Industrial Park (RIPA). Here, internal roads, electricity, water and drain system, workshed, storage, training, marketing support, technical guidance etc. were being provided inside the village.

Under the scheme, by identifying interested local youth and self-help groups, entrepreneurs were also being provided the facility to avail machinery and loan from bank on the basis of business plan, grant as per eligibility under various schemes, subsidy or loan at zero interest rate.
