Provision of stipend on direct recruitment posts ended, order issued by Finance Department

In compliance with the announcement by Chief Minister Shri Bhupesh Baghel to end the provision of giving minimum 70, 80 and 90 percent stipend of the pay scale respectively in the first three years during the probation period of three years on direct recruitment posts, an order was issued by the Finance Department today. Has been done. The above provisions of Finance Instructions will be applicable to recruitment to the posts of direct recruitment in government departments, offices as well as all corporations, boards, commissions, authorities, universities, aided autonomous institutions etc. It is noteworthy that Chief Minister Mr. Baghel had announced abolition of stipend on direct recruitment posts in the Rajiv Yuva Mitan Conference organized in Nava Raipur on September 2, 2023.

The State Government has decided to eliminate the provision of stipend during the probation period on appointment by direct recruitment and fix the salary at the minimum pay of the pay scale of that post, for which provisions have been made as follows –  

The provision of giving minimum salary of the pay scale of that post during the probation period on direct recruitment will be applicable with retrospective effect from the prior notification of the Finance Department on 28 July 2020. From July 28, 2020, between the date of issue of this order, the salary of the government servants appointed will be determined on a notional basis from the date of appointment and the actual financial benefit will be received from the date of this order. In this way, as a result of salary determination done on notional basis, no amount of arrears will be payable.

Similarly, after obtaining due departmental permission, the government servants joining other services and who have given technical resignation from their previous post, will get the benefit of salary protection as per the provisions of the basic rules. In such cases, the benefit of salary protection can be given by the competent authority from the date of appointment, but in the cases of government servants appointed between the date of issue of this order from 28th July 2020, salary protection will be determined on the basis of notional basis and actual economic benefits . Will be received from this order date. In this way, as a result of salary determination done for salary protection on notional basis, no amount of arrears will be payable.

It is clarified that, in cases of direct recruitment by the General Administration Department, the provisions of probation period of 03 years are applicable. The provisions of this order will be applicable to recruitment on direct recruitment posts in government departments, offices as well as all corporations, boards, commissions, authorities, universities, aided autonomous institutions etc.
